Innovation in inspection work to meet new task requirements

(Baonghean) - Along with the growth and development of the Vietnam Inspectorate, after 59 years of operation, the Nghe An Inspectorate has performed well its political tasks in the locality, being an effective tool serving the leadership of Party committees and authorities at all levels during revolutionary periods; affirming its important role and position in the state apparatus of Nghe An province and the inspection system of the whole country.

On November 23, 1945, President Ho Chi Minh signed Decree No. 64/SL establishing the Special Inspection Committee with the mandate to supervise all work and staff of the People's Committees and Government agencies. November 23, 1945 marked the birth and became the traditional day of the Vietnam Inspection sector.

Pursuant to Decree No. 1194/TTg dated December 26, 1956 of the Prime Minister on the establishment of inspection boards in inter-zones, cities and provinces, on December 1, 1957, the Nghe An Provincial People's Committee issued a Decision to establish the Nghe An Provincial Inspection Board. Since its establishment, along with the growth and development of the Vietnamese Inspection sector, the Nghe An Inspection sector has gradually matured, making important contributions to the process of building and developing the province.

In the inspection work, the Inspectorate has strengthened its direction, administration and state management; proactively, actively and closely followed the direction of the Government Inspectorate, the Provincial Party Committee, the Provincial People's Committee and heads of state management agencies to conduct focused and key inspections, focusing on pressing issues of public concern. In particular, the Nghe An Inspectorate has actively innovated inspection methods and activities.

Shift the construction and organization of individual, discrete administrative inspections to large-scale thematic inspections. From the results of the thematic inspections, correctly assess the implementation of policy mechanisms, detect loopholes, inadequacies, and shortcomings, propose timely corrective and remedial measures; improve the quality and effectiveness of state management and economic management and limit the occurrence of violations and negativity. Conduct inspections of the responsibilities of leaders in conjunction with inspections of the performance of duties and public services of cadres, civil servants, and public employees.

As a result, in 2016, the entire sector conducted 287 administrative inspections at 1,128 units; discovered 741 inspected units with economic violations and recommended handling with a total amount of 72,715 billion VND; recommended handling 13,772 m2 of land; recommended administrative handling of 95 organizations and 175 individuals with violations; transferred files to the investigation agency for two cases. During the year, the Inspectorate transferred two cases to the investigation agency; the entire sector conducted 1,105 specialized inspections at 10,643 individuals and 1,105 organizations.

Through inspection, 4,371 decisions on administrative sanctions were issued against 2,828 individuals and 1,533 organizations, with a total fine of 14,475 billion VND, and 14,211 billion VND was paid, reaching a rate of 98.2%. Conducted 82 public service inspections, inspected the responsibility of heads in implementing the law on inspection, complaints, denunciations and anti-corruption at 122 units; discovered 50 units with violations, recommended review and experience for 48 groups and 252 individuals; recommended administrative sanctions against 19 groups and two individuals with violations in performing public duties.

Regarding the work of receiving people, handling petitions, resolving complaints and denunciations, the Inspectorate has not only done a good job of state management but also advised all levels and sectors to seriously and resolutely implement and create positive changes, contributing to raising awareness and responsibility in receiving people, resolving complaints and denunciations; Implementing monitoring, synthesizing and forecasting the situation, advising on timely resolution of complaints and denunciations as soon as they arise at the grassroots level.

At the same time, advise the Provincial People's Committee to resolve many pending, complicated, and prolonged complaints. As a result, in 2016, state administrative agencies at all levels in the province received 5,683 citizens coming to complain, denounce, make recommendations, and reflect, down 8.9% compared to the same period. The total number of complaints and denunciations under the jurisdiction of state administrative agencies at all levels was 390 cases (down 15.8% compared to the same period). Up to now, all levels and sectors have resolved 375/390 cases, reaching a rate of 96.2%.

Through the settlement of the denunciation, violations of 10,357 million VND were discovered (of which: it was recommended to recover 437 million VND to the state budget and return 9,920 million VND to citizens). It was recommended to recover 50 square meters of land to the state and return 385 square meters of land to citizens. It was requested that competent authorities take administrative discipline against 37 individuals who committed violations; return rights and clear the name of 41 people. 1 case was transferred to the investigation agency and the investigation agency initiated a case for the crime of "property embezzlement" (the case of citizens denouncing the chairman and land officials of Nghia Thinh commune, Nghia Dan district).

Along with that, the Inspectorate and all levels and sectors promote propaganda and education on corruption prevention and control in conjunction with the implementation of Directive No. 26/CT-TTg dated September 5, 2016 of the Prime Minister on strengthening discipline and order in state administrative agencies at all levels... and continue to implement the rules on ethical conduct of cadres, civil servants and public employees according to the Law on Cadres and Civil Servants, implement Directive No. 17-CT/TU of the Provincial Party Committee and Directive No. 10/2013/CT-UBND dated April 6, 2013 of the Provincial People's Committee on continuing to strengthen discipline and administrative order in the activities of agencies, organizations and units in the province. In addition, guide and urge sectors and levels to implement quite synchronously solutions to prevent corruption.

Along with professional activities, the Inspectorate pays attention to the work of building the industry. Nghe An Inspectorate has proactively built regulations for coordination with local agencies, researched scientific topics, initiatives, improved experiences, strengthened training, fostered political, inspection, state management skills, etc. At the same time, it pays attention to building, training, and fostering a strong development of staff in terms of quantity and quality. Currently, the entire Nghe An Inspectorate has 39 inspection organizations with 305 staff with sufficient moral qualities, capacity, professional qualifications, political courage and professional courage, meeting the increasingly high requirements of the profession in the new situation.

The country's innovation requires the provincial Inspectorate to rise to the task, be determined to innovate in thinking and working, be proactive, creative, united, unanimous, and make every effort to focus on assigned tasks.

Special attention is paid to building a team of inspectors with strong political will and professional courage, not being tempted or pressured by external forces in performing their duties and public service, good at expertise, professional skills, moral qualities, having an honest and upright lifestyle; worthy of being an effective tool of the Party and the Government in inspecting and examining the implementation of the Party's guidelines and policies, the State's laws and policies in all fields and on the front against negativity, waste and corruption; actively contributing to the cause of Party innovation and rectification, successfully implementing the Resolution of the 18th Provincial Party Congress, term 2015 - 2020 and the Resolution of the 12th National Party Congress.

At the same time, it practically and actively contributes to the reform of the national administrative system, building a strong socialist rule-of-law state, worthy of the trust of the people, continuing to maintain the title "Hero of Labor in the renovation period" awarded by the Party and State.

Nghe An Provincial Inspectorate has been awarded many noble prizes by the Party and State: Title "Hero of Labor in the Renewal Period" in 2015; 2 Independence Medals (Second Class, Third Class); 3 Labor Medals (First Class, Second Class, Third Class), Excellent Emulation Flag of the Government, Excellent Emulation Flag of the Government Inspectorate, Excellent Emulation Flag of the Provincial People's Committee and many Certificates of Merit of the Government, Government Inspectorate and Provincial People's Committee.
