Innovation in inspection work to meet new task requirements
(Baonghean) -In recent times, Nghe An Provincial Inspectorate has determined to innovate its thinking and working methods, be proactive, creative, united, and make every effort to focus on performing assigned tasks.
Innovation and creativity
In the direction of the implementation of inspection work in recent times, there have been many innovations and creativity that have brought high efficiency to the Nghe An Inspectorate in performing its tasks. In administrative inspection, the implementation of each individual, discrete inspection has been changed to inspection by each topic and on a large scale, thereby synthesizing the general situation in the whole province to evaluate and propose recommendations and measures to the Provincial Party Committee and the Provincial People's Committee in the work of leadership, direction, management and operation to improve the effectiveness and efficiency of state management of inspection and limit the occurrence of violations and negativity. At the same time, this approach has created conditions for the Inspectorate to be proactive in using and arranging time to perform its other tasks; combining well between inspection work according to plan and the task of handling complaints and denunciations when assigned by the Provincial People's Committee.

At the same time, inspecting responsibility is linked to inspecting public service; always linking the inspection of responsibility of heads at all levels and sectors in implementing legal regulations with the inspection of the performance of public duties and tasks of cadres and civil servants. Thereby, it has truly assessed closely the responsibility and working efficiency of heads and of each cadre and civil servant, clearly changing the awareness of all levels and sectors, enhancing responsibility and shortening the time to perform tasks and public services; limiting the occurrence of negativity as well as complaints, denunciations, recommendations and reflections of citizens and organizations, enterprises. This work was deployed from the Provincial Inspectorate, after being effective, it was expanded and implemented throughout the province.
Implementing the documents of the Government Inspectorate on guiding the development of inspection plans and socio-economic development programs of the province, the Provincial Inspectorate has advised the Provincial People's Committee to issue a decision approving a focused and key inspection plan; at the same time, guiding the inspection of departments, branches, and sectors; districts, cities, and towns in the province to develop inspection plans in accordance with the direction; review and handle the elimination of duplicate inspection subjects and contents among units and notify the review results to inspection organizations in the province. As a result, 100% of State inspection organizations in the province issued inspection programs and plans in accordance with the direction.
Focus on inspecting key, sensitive areas
The inspection work last year focused on key, sensitive areas that are prone to negativity and corruption, and have received public attention. During the year, the entire industry has well organized and implemented planned inspections, large-scale thematic inspections, and surprise inspections, specifically: Conducted 287 administrative inspections at 1,128 units; discovered 741 inspected units with economic violations and recommended handling with a total amount of 72,715 billion VND; recommended handling 13,772 square meters of land; recommended administrative handling of 95 organizations and 175 individuals with violations; transferred files to the investigation agency for two cases. At the same time, 1,105 specialized inspections were conducted against 10,643 individuals and 1,105 organizations. Through inspection, 4,371 decisions on administrative sanctions were issued against 2,828 individuals and 1,533 organizations, with a total fine of 14.475 billion VND; 14.211 billion VND was paid, reaching a rate of 98.2%. Regarding public service inspection, the inspection of the responsibility of leaders in implementing the law on inspection, complaints, denunciations and anti-corruption in the whole industry was carried out 82 times at 122 units; 50 units were discovered with violations, recommendations for review and experience drawing for 48 groups and 252 individuals; recommendations for administrative sanctions against 19 groups and 2 individuals with violations in performing public duties.

In the work of inspecting the implementation of the law on inspection, handling complaints and denunciations, and preventing and combating corruption, more attention is paid, considering this a key task of inspection at all levels and in all sectors. Regarding the work of receiving people, handling petitions, and resolving complaints and denunciations:
The Inspectorate has not only done a good job in state management but also advised all levels and sectors to seriously and resolutely implement and create positive changes, contributing to raising the awareness of officials and people in receiving people and resolving complaints and denunciations. It has monitored, synthesized and forecasted the situation, and advised on timely resolution of complaints and denunciations as soon as they arise at the grassroots level.
At the same time, advise the Provincial People's Committee to effectively resolve many outstanding, complicated, and long-standing complaints. As a result, in 2016, State administrative agencies at all levels in the province received 5,683 citizens coming to make complaints, denunciations, recommendations, and reflections, down 8.9% compared to the same period. The total number of complaints and denunciations under the jurisdiction of State administrative agencies at all levels was 390 cases (down 15.8% compared to the same period). Up to now, all levels and sectors have resolved 375/390 cases, reaching a rate of 96.2%.
Through the settlement of complaints and denunciations, violations of 10,357 million VND were discovered (of which: proposed to recover to the state budget: 437 million VND, returned to citizens 9,920 million VND). Proposed to recover 50 square meters of land to the state, returned 385 square meters of land to citizens. Proposed that competent authorities administratively discipline 37 individuals with violations; return rights and exonerate 41 people; transferred 1 case to the investigation agency and the investigation agency has initiated a case for the crime of "property embezzlement".
Along with that, the Inspectorate and all levels and sectors promote the propaganda and dissemination of legal education on corruption prevention and control in conjunction with the implementation of Directive No. 26/CT-TTg dated September 5, 2016 of the Prime Minister on strengthening discipline and order in state administrative agencies at all levels... and continue to implement the rules of ethical conduct of cadres, civil servants and public employees according to the Law on Cadres and Civil Servants, implement Directive No. 17 of the Provincial Party Committee and Directive No. 10/2013 of the Provincial People's Committee on continuing to strengthen discipline and administrative order in the activities of agencies, organizations and units in the province. In addition, guide and urge sectors and levels to implement quite synchronously solutions to prevent corruption.
In the coming time, the Nghe An Provincial Inspectorate determines that it must fully and deeply understand the current situation of the country in order to have higher determination, further promote the role of inspection, constantly innovate and improve the efficiency of inspection activities, truly meet the requirements of innovation and improve the efficiency and effectiveness of State management.
