(Baonghean) - Spring marks the beginning of a new year, so at the start of spring, everyone hopes for many positive changes for themselves, their families, and, more broadly, for the entire country and nation.

I remember that in the early years of the Doi Moi (Renovation) period, we talked a lot about renewing our thinking and expected that innovation in thought would lead to innovation in action, bringing about greater success in building and developing the country. And we succeeded. The development of the country over 30 years of renovation is the clearest and most convincing evidence. So, in this new year, do we need to continue renewing our thinking? Of course we do, absolutely! The global situation is constantly changing, requiring our thinking to always be innovative in order to adapt and respond promptly to the changing circumstances.

But along with a change in thinking comes a change in action. The reason for saying this is that, in recent years, the strategic vision for development, both short-term and long-term, from the central government to local authorities, has been relatively specific in terms of development direction and necessary actions. It's regrettable that in implementation, in some places and at some times, we haven't acted promptly enough with the right mindset and lacked decisiveness. This is especially true in addressing existing shortcomings and weaknesses within the system. Therefore, although the country has made progress and the economy is growing, it hasn't been fast or strong enough to gradually close the gap with neighboring countries. As the Minister of Planning and Investment stated, while we are growing, other countries are also growing, and some are even growing more systematically to create better momentum for future growth. Meanwhile, we are recovering from the slowdown and trying to regain high growth rates.

From that perspective, he arrived at the conclusion: "Further radical reform of Vietnam's economic institutions is necessary. This doesn't require a lot of money, not billions of dollars, but rather reform in each official, in each position, especially in high-level leadership." Reform here means reform in action. Because the reform of thinking has already been demonstrated through policies, guidelines, and strategies, and we already have them all; all that's needed is for the actions to be implemented correctly, effectively, and efficiently.

This renewal must be evenly distributed across the actions of everyone, from those in high positions to ordinary people, from the central government to local authorities. We have discussed and talked about this extensively. The guiding principles and slogans for action are already in place. What is most needed now are concrete actions to ignite enthusiasm, revitalize spirit and confidence to overcome challenges, seize opportunities, and drive the country's growth to unprecedented levels in this new year of the Goat. We must renew our actions to bring about immediate changes in practical development!
