Innovating dialogue activities in Con Cuong district.

Proactively understand the thoughts and aspirations of the people.

Since the beginning of 2024, the "Effective Mass Mobilization" emulation movement in Con Cuong district has made positive contributions to the local socio-economic development, contributing to building, consolidating, and promoting the strength of national unity and achieving socio-economic development goals, ensuring national defense and security, and maintaining political stability, order, and social safety in the district. In particular, activities to strengthen meetings, contacts, and dialogues have been emphasized by authorities from the district level to the grassroots.

In Bong Khe commune, implementing Resolution No. 187-NQ/DU dated March 27, 2024, of the Commune Party Committee on leading the construction of transportation infrastructure in 2024 in the commune, in addition to establishing steering committees from the commune to the village level; assigning specific tasks to each team and department responsible for each cluster and village, and emphasizing the "exemplary" role of cadres and Party members in the political system... the Commune Party Committee and People's Committee also strengthened outreach activities,dialoguewith officials and people in the villages.

In cases of disagreement, the leaders of the commune's Party committee and government personally went down to the grassroots level to persistently propagate and explain so that people understood and supported the initiative. This created a movement of collective effort in building new rural areas, donating land, trees, and structures on the land with the motto "The State and the people work together."

As a result, the people donated land, fences, gravel, stones, sand, cash, and labor to build rural roads in 10 out of 11 villages, with a total estimated contribution of nearly 29 billion VND. In addition, the people actively beautified their yards, planted flowers and ornamental trees along the roads, creating a "bright, green, clean, and beautiful" environment, and developed many practical and effective models and solutions such as: "Safe residential clusters for fire prevention and control," "Self-managed neighborhood clusters," "Flower-lined roads," "Electric and flag-lined roads," etc.

According to Comrade Nguyen Van Hung, Deputy Secretary and Head of the Mass Mobilization Department of the Bong Khe Commune Party Committee, in addition to activities involving contact and dialogue to implement Resolution No. 187-NQ/DU, since the beginning of the year, the commune has regularly maintained a schedule of citizen reception by the Party Secretary, Chairman of the People's Council, and Chairman of the People's Committee; organized a dialogue conference between the heads of the Party Committee and the government with the people of Thanh Dao village on the issue of granting land use right certificates; and coordinated with the district's departments and agencies to organize dialogues with households in Lien Tra village, Bong Khe commune, regarding land use and compensation for land clearance... Through these contact and dialogue sessions, many pressing issues of concern to the people have been promptly resolved.

In Mon Son commune, meetings and dialogues between the Party Committee and the People's Committee are also regularly and effectively maintained. Comrade Hoang Nhat Son, Deputy Secretary of the Party Committee, said: “The dialogue process creates a comfortable, democratic, and open atmosphere; the heads of the Party Committee and the government directly answer and resolve each opinion of the people. Through these dialogues, we proactively understand the thoughts and aspirations of the people regarding the responsibility of key officials to set an example and the work of receiving and serving the people; at the same time, we implement solutions for building new rural areas, developing the economy, reducing poverty, and creating jobs, such as mobilizing people to donate land, trees, and assets on the land to expand roads, contributing to the Fund for the Poor, and maintaining student attendance at school…”

Thanks to these efforts, this year the commune has renovated 4.7 km of concrete roads; built a community tourism development model for 3 households in Nam Son village; persuaded 2 households to voluntarily submit applications to be removed from the list of poor households by the end of 2024 in Co Phat and Khe Bung villages; and encouraged more than 100 workers to submit applications for employment at Minh Anh Garment Company…”.

Innovate the methods of contact and dialogue.

Recognizing the significance and importance of direct contact and dialogue with the people, over the years, the Standing Committee of the Con Cuong District Party Committee has closely followed Project No. 07-DA/TU of the Standing Committee of the Nghe An Provincial Party Committee on improving the effectiveness of contact and dialogue and implementing the conclusions of the heads of Party committees and governments after contact and dialogue with the people in Nghe An province in the period 2021-2025 and beyond; and Regulation No. 11-QDi/TW, dated February 18, 2019, of the Politburo on the responsibility of heads of Party committees in receiving people, engaging in direct dialogue with people, and handling people's feedback and suggestions. Through this, it has effectively led, directed, and organized the implementation of contact and dialogue activities between the standing committees of Party committees at all levels and representatives of the people, and dialogues between the Chairmen of the People's Councils and Chairmen of the People's Committees of communes and the people.

To ensure effective regular contact and dialogue, the District Party Committee's Mass Mobilization Department advises the District Party Committee to issue resolutions and plans on strengthening and innovating the leadership of Party committees and organizations in government mass mobilization work. A specific dialogue plan is developed, including time, location, and selection of prominent issues of public and local concern. Through these dialogues, the heads of Party committees at all levels can assess the situation regarding the organization and implementation of political tasks at the grassroots level and identify emerging obstacles and difficulties in order to provide guidance and solutions.

Accordingly, from 2021 to the present, the district has organized more than 20 citizen reception sessions annually by the District Party Committee and the District People's Committee. Through these meetings and dialogues, citizens can directly exercise their right to self-governance, frankly proposing pressing issues directly related to their lives and activities, such as: policies and regulations; environmental pollution; compensation and land clearance; security and order; etc.

Specifically, on October 11, 2024, the Standing Committee of the Con Cuong District Party Committee organized a meeting and dialogue program between the heads and deputy heads of district-level departments and agencies and the heads of Party committees and governments (referred to as key officials) of communes and towns in the district. Following this meeting, the Con Cuong District Party Committee issued a document announcing the conclusions of the Standing Committee, thereby directing relevant departments and units of the district to focus on resolving the recommendations and proposals made at the dialogue, such as: Enhancing the effectiveness of the Land Clearance Campaign Committee for construction projects in the district; Directing decisive measures to accelerate the disbursement of funds for key projects (Thanh Nam Bridge, District Health Center, District Ethnic Minority Boarding Secondary School, etc.); Accelerating the investment and construction progress of the National Revolutionary Historical Relic Site of Mr. Vi Van Khang's House in Thai Hoa village, Mon Son commune; Continue to develop a master plan for the Khe Sat Temple complex and mobilize social investment for construction to complete the complex as soon as possible, maintain the annual organization of the Khe Sat Temple Festival; eliminate the situation of "empty gardens and empty barns" in villages and hamlets in remote areas...

Currently, the Con Cuong District Party Committee is actively preparing the content and conditions for organizing the meeting between the Standing Committee of the District Party Committee and the Party branch secretaries and heads of villages, hamlets, and neighborhoods in the district in 2024, which is expected to take place at the end of November.

In the coming period, the district will continue to strengthen innovation and further improve the work of contact and dialogue with the people; seriously consider criticisms and suggestions from the people on management and administration; raise the awareness and responsibility of professional staff and local leaders; and at the same time, strengthen inspection and supervision of the responsibility of officials in resolving complaints and denunciations at the grassroots level.
