Address specific issues

At the end of May 2024, the head of the Party Committee and government of Hoi Son commune (Anh Son) organized a dialogue with the cadres and people of village 2. In addition to answering many questions from the people, the head of the Party Committee and government also assigned responsibility to each organization and individual to resolve each issue raised by the people.

Specifically, right after the dialogue, Vice Chairman of Hoi Son Commune People's Committee and 2 cultural and social cadastral officials were assigned the responsibility of coordinating with the village to organize the hanging of ropes and placing of danger signs in some areas, and at the same time working with the construction unit to ensure the safety of people's travel and daily life during the construction of the irrigation project in the area.

Regarding the people's reflections related to land disputes, the Party Secretary of the commune himself, together with the Fatherland Front officials of the commune and the village, went to survey the actual situation; met and discussed directly with the households, and proposed solutions. Or regarding the proposed opinions of the people who brought centralized water for use, the commune government also directly worked with the water supply unit to survey the people's needs to proceed with the next steps...

Comrade Ngo Thi Huyen - Secretary of the Hoi Son Commune Party Committee said that from 2021 to now, the locality has organized 7 dialogues in a concentrated form at the commune and each village. Through the dialogue, the heads of the Party Committee, the government, and the leaders and professional civil servants of the commune exchanged in detail and specifically; people have a better understanding of the discussed contents, at the same time the Party Committee and the government also promptly grasp and see more clearly the difficulties and problems of the people to resolve them promptly, avoiding causing frustration among the people.

In Nghia Duc commune (Nghia Dan), when there was a policy to build a road connecting Nghia Son commune to Thai Hoa town, passing through the commune for more than 11km, expanding from 5m to 12m but there was no budget for compensation and site clearance, the Party Committee and the commune government proactively organized 5 dialogues to disseminate the policy and information about the project, as well as to propagate, mobilize and persuade people to donate land, property and site clearance.

Comrade Lang Thi Lieu - Deputy Secretary of the Party Committee of Nghia Duc commune shared: The project has more than 350 households affected with more than 80,000m²Residential and production land needs to be recovered. Many people are also concerned, including households that have to retreat, donate hundreds to nearly a thousand square meters of production land along with some rubber, acacia, sugarcane, and cassava trees. Some households have their residential land affected, and their gates and solid fences worth tens of millions of dong have to be demolished without compensation. However, through dialogue, the Party Committee and the government have analyzed to show the people many long-term benefits when investing in building this road, people have sacrificed their immediate family interests to donate land and assets to implement the road. Up to this point, basically, households have handed over the site to the construction unit...

Diversify forms and content of dialogue

Dialogue is considered a direct, close, specific leadership and direction measure and has two-way impact between the Party Committee, the government and the people. Therefore, this work is carried out by all levels in the province in many different forms, contents and objects, aiming to create a common unity in terms of awareness, ideology and action in carrying out the political tasks of the sector and locality.

In Nghia Dan district, since the beginning of the term, the heads of the district Party Committee and government have organized 5 dialogues. Including dialogues with 2 communes that have reached the new rural area goal to unify views and policies on continuing to build advanced new rural areas; organizing dialogues with 10 communes that have not reached the new rural area goal to remove difficulties and obstacles, determined to reach the new rural area goal within the term; dialogues with units implementing commune mergers in the period 2023 - 2025; dialogues with secretaries of Party cells of blocks, hamlets, and villages in the whole district on developing Party members; dialogues with secretaries and heads of blocks, hamlets, and villages in 6 communes in ethnic minority areas.

On the basis of dialogue, many policies and guidelines are fully and thoroughly informed so that the grassroots can understand correctly and propose solutions and directive measures with high determination.

Comrade Truong Minh Hoai - Head of the People's Mobilization Committee of Nghia Dan District Party Committee gave an example, in 2020, in 10 communes that had not yet reached the new rural area finish line, the mentality of officials and people in some localities was not resolute due to worries that when reaching the new rural area, investment resources and some policies such as health insurance would be cut. However, through dialogue with district leaders, people clearly understood that according to Decision No. 861 of the Prime Minister, Nghia Dan district did not have any communes classified as particularly difficult to enjoy policies. On the other hand, building new rural areas is to promote the will of self-reliance and self-reliance of the locality, the internal strength of the people themselves to improve people's lives, not "waiting and relying" on the State. The district also oriented the way of doing things, attaching responsibility to each locality, especially the heads of Party committees and authorities with a determined spirit of being ready to rotate and replace cadres with low capacity and ability to complete tasks. Thanks to that, after the dialogue, the movement to build new rural areas in the communes has had many movements and up to now, Nghia Dan district has 22/22 communes reaching the new rural finish line.

Or from the difficult reality of party member development work, in 2022, through dialogue between the Standing Committee of Nghia Dan District Party Committee and the team of party cell secretaries of blocks, hamlets, and villages, many party cells have struggled to come up with many solutions and resolutely directed, creating positive changes. As a result, if in 2020 only 74 party members were developed; in 2021 164 party members were developed; in 2022 165 party members were developed; in 2023 210 party members were developed; in the first 5 months of 2024 77 party members were developed, higher than the same period in 2023...

In Anh Son district, the local Party Committee and government also pay attention to dialogues to resolve citizens' petitions and thematic dialogues to resolve outstanding issues. There are dialogue contents that receive the agreement of officials and people such as: Dialogue to resolve policies for teachers with contracts of 06 and 09; dialogue with the people of Lang Son commune regarding the merger of junior high schools; dialogue at the village, hamlet, and residential group levels...

Comrade Nguyen Thi Thuy An - Head of the Anh Son District Party Committee's Mass Mobilization Committee affirmed: Villages, hamlets, and residential groups, although not an administrative level in the political system, play an extremely important role, being the "extended arm" of the grassroots Party Committee and government. Therefore, conducting dialogue activities with the grassroots core is also a way for the district Party Committee and government to work together to resolve difficulties arising from practice.

Therefore, in 4 years (2020 - 2023), with 9 dialogues between the Standing Committee of Anh Son District Party Committee and the heads of Party committees and authorities, dialogues were held with the team of secretaries, village heads, hamlet heads, and residential groups in the entire district and village elders, hamlet heads, and prestigious people among ethnic minorities in the district. From the dialogues, many people's reflections and concerns were focused on being corrected and overcome.
