Leadership approaches involve a two-way impact through dialogue.

Dialogue is a leadership method that creates a two-way interaction between Party committees, the government, and the people. This work is emphasized at all levels in Nghe An, creating a common understanding and action in carrying out the political tasks of the sector and locality.

Solve specific problems

At the end of May 2024, the head of the Party Committee and the local government of Hoi Son commune (Anh Son district) held a dialogue with officials and residents of Hamlet 2. Besides answering many questions from the people, the head of the Party Committee and the local government also assigned responsibility to each organization and individual to resolve each issue raised by the residents.

Specifically, immediately after the dialogue, the Vice Chairman of the People's Committee of Hoi Son commune, along with two land and social affairs officials, were assigned the responsibility of coordinating with the village to put up warning signs and barriers in several areas, and to work with the construction unit to ensure the safety of people's travel and daily lives during the construction of the irrigation project in the area.

Regarding residents' complaints about land disputes, the Party Secretary of the commune, along with officials from the commune and village Fatherland Front, personally conducted on-site surveys; met and directly discussed with households, and proposed solutions. Similarly, concerning the suggestion to bring centralized water supply to the area, the commune government also directly worked with the water supply unit to survey residents' needs and proceed with the next steps…

Comrade Ngo Thi Huyen, Secretary of the Party Committee of Hoi Son commune, said that from 2021 to the present, the locality has organized 7 dialogue sessions in a centralized format at the commune and village levels. Through these dialogues, the heads of the Party committee and government, along with leaders and professional officials of the commune, have exchanged detailed and specific information; the people have a better understanding of the discussed contents, and at the same time, the Party committee and government have been able to promptly grasp and clearly see the difficulties and obstacles of the people in order to resolve them early, avoiding creating resentment among the people.

In Nghia Duc commune (Nghia Dan district), when there was a plan to build a road connecting Nghia Son commune to Thai Hoa town, passing through the commune for more than 11km and widening from 5m to 12m, but there was no funding for compensation and land clearance, the commune's Party committee and government proactively organized 5 dialogues to both disseminate the plan and information about the project, and to persuade people to donate land and property for land clearance.

Comrade Lang Thi Lieu - Deputy Secretary of the Party Committee of Nghia Duc commune shared: The project affects more than 350 households with over 80,000 square meters.2Residential and agricultural land needs to be reclaimed. Many residents expressed concerns, including households that had to move back, donating hundreds to nearly a thousand square meters of agricultural land along with some rubber, acacia, sugarcane, and cassava crops. Some households had their residential land affected, and their sturdy gates and fences, worth tens of millions of dong, had to be demolished without compensation. However, through dialogue, the Party committee and government explained to the people the many long-term benefits of investing in the construction of this road. The people sacrificed their immediate family interests to donate land and property for the road project. By this time, most households have handed over the land to the construction unit...

Diverse forms and content of dialogue

Dialogue is considered a direct, thorough, specific, and two-way leadership and guidance method between Party committees, government, and the people. Therefore, this work is given attention by all levels in the province through various forms, contents, and target groups, aiming to create a common unity in awareness, thought, and action in carrying out the political tasks of the sector and locality.

In Nghia Dan district, since the beginning of the term, the head of the district Party committee and government has organized 5 dialogues. These include: a dialogue with 2 communes that have achieved the new rural development goals to unify viewpoints and policies for continuing to build advanced new rural areas; a dialogue with 10 communes that have not yet achieved the new rural development goals to resolve difficulties and obstacles and to be determined to achieve the new rural development goals within the term; a dialogue with units implementing the commune merger in the 2023-2025 period; a dialogue with the secretaries of Party branches in hamlets and villages throughout the district on Party member development; and a dialogue with the secretaries and heads of hamlets and villages in 6 communes in ethnic minority areas.

Through dialogue, many policies and guidelines are fully and thoroughly communicated to the grassroots level, enabling them to understand correctly and propose solutions and measures with high determination.

Comrade Truong Minh Hoai, Head of the Mass Mobilization Department of Nghia Dan District Party Committee, cited an example: in 2020, in 10 communes that had not yet achieved the new rural development goals, the mindset of officials and people in some localities was not resolute due to concerns that achieving the new rural development goals would lead to cuts in investment resources and policies such as health insurance. However, through dialogue with district leaders, the people understood that, according to Decision No. 861 of the Prime Minister, Nghia Dan district does not have any communes classified as particularly difficult to receive policy benefits. On the other hand, building new rural areas is about promoting the self-reliance and self-improvement of the locality, the internal strength of the people themselves to improve their lives, without "waiting and relying" on the State. The district also provided guidance on how to proceed, assigning responsibility to each locality, especially the heads of Party committees and governments, with a resolute spirit and readiness to rotate and replace officials with low capacity and ability to complete tasks. As a result of the dialogue, the new rural development movement in the communes has seen significant progress, and to date, Nghia Dan district has 22 out of 22 communes achieving the new rural development goals.

Based on the practical difficulties of Party member development, in 2022, through dialogue between the Standing Committee of the Nghia Dan District Party Committee and the team of Party branch secretaries in various blocks, hamlets, and villages, many Party branches pondered and proposed numerous solutions and decisively directed efforts, creating positive changes. As a result, while only 74 Party members were developed in 2020; 164 in 2021; 165 in 2022; 210 in 2023; and 77 in the first five months of 2024, higher than the same period in 2023…

In Anh Son district, the local Party committee and government also prioritize dialogue to resolve citizens' petitions and thematic dialogues to address pressing issues. Some dialogue topics have received the support of officials and citizens, such as: dialogue to resolve policies for contract teachers under categories 06 and 09; dialogue with the people of Lang Son commune regarding the merger of junior high schools; and dialogue at the village, hamlet, and neighborhood levels.

Comrade Nguyen Thi Thuy An, Head of the Anh Son District Party Committee's Mass Mobilization Department, affirmed: Villages, hamlets, and residential areas, although not administrative levels within the political system, play an extremely important role, acting as an "extended arm" of the Party committee and local government. Therefore, conducting dialogues with grassroots leaders is also a way for the district Party committee and government to work together to resolve difficulties arising from practical situations.

Therefore, over the four years (2020-2023), nine dialogue sessions were held involving the collective leadership of the Anh Son District Party Committee and the heads of Party committees and government agencies. These dialogues were dedicated to village and hamlet secretaries, heads of hamlets and residential groups throughout the district, as well as village elders, hamlet leaders, and influential figures among ethnic minority communities in the district. Through these dialogues, many concerns and grievances of the people were addressed and rectified.

Box: Implementing Project 07, dated November 24, 2021, of the Provincial Party Committee Standing Committee on “Innovating and improving the effectiveness of contact, dialogue, and implementation of conclusions of heads of Party committees and governments at all levels after contact and dialogue with the people in the province during the 2021-2025 period”, over two years (2022-2024), all levels in the province organized 715 dialogues between heads of Party committees and governments and the people. The positive impact of these dialogues is the resolution of many problems among the people, contributing to alleviating grievances, creating social consensus to promote socio-economic development, and contributing to building a strong Party and government at each level and throughout the province.
