Nghe An is straining to respond to storm No. 10 with the spirit of "proactive - urgent - determined"

Faced with the complicated developments of storm No. 10 (Bualoi) which is rapidly moving into the East Sea and is expected to directly affect the North Central region, including Nghe An, localities in the province have urgently deployed many response solutions.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, on September 28-30, storm No. 10 will cause heavy to very heavy rain, strong winds on land, high risk of flash floods, landslides in mountainous areas and flooding in low-lying areas. Local authorities and forces have proactively taken action, not to be passive or surprised.

To proactively respond to storm No. 10, on the morning of September 27, right after the online meeting of the Provincial People's Committee, Comrade Phan Duc Dong - Member of the Provincial Standing Committee, Party Secretary, Chairman of the People's Council of Truong Vinh Ward, together with leaders of the Party Committee, People's Committee of the ward and departments, branches and organizations directly inspected the storm prevention and control work at many key points in the area.

The delegation visited Ben Thuy Pumping Station and Cau Den Pumping Station to check the operation of the drainage system; and also conducted a field survey in Quyet Mountain area, where there is a potential risk of landslides when heavy rains last for a long time.

At the scene, the Party Secretary emphasized the need for forces to review and promptly evacuate households in dangerous areas, proactively deploy forces and vehicles on duty 24/7, and absolutely not be caught off guard. All activities must aim at the highest goal of ensuring the safety of people's lives and property. With the spirit of "proactive - urgent - decisive", the entire political system of the ward has been and is taking synchronous action, ready to respond to storm No. 10.

In Mon Son commune, which suffered a lot of damage in previous storms No. 3 and No. 5, response work is given top priority. Along the foot of Pa Cu mountain, 15 households with 56 people in Nam Son village are facing a high risk of landslides. Village officials directly go to each household to propagate, mobilize, and be ready to evacuate in case of emergency. Village chief Ngan Thi Xuyen said that in previous years, landslides had encroached on people's houses, many households had to evacuate urgently, so people are used to preparing a plan.

“There are 9 landslides along this route, Pa Ma stream rises and flows into residential areas causing flooding when there is heavy rain. Therefore, this time, we are more proactive, we have started dredging the blocked areas; thoroughly implementing the evacuation of people when necessary because heavy rain can come at any time,” Ms. Xuyen emphasized.

Also on the morning of September 27, Phuc Loc commune held a conference to deploy the work of preventing and fighting storm No. 10. The Chairman of the Commune People's Committee - Truong Thi Thanh Huyen, thoroughly grasped the spirit of urgency and proactiveness; required the whole commune to seriously implement the "4 on-site" motto. Propaganda work was strengthened, people were mobilized to reinforce their houses and protect their property; the militia and self-defense forces and organizations were assigned specific tasks, and rescue vehicles were ready. "Our goal is to ensure the safety of the people and minimize damage," affirmed the Chairman of the People's Committee of Phuc Loc commune.

In Kim Lien commune, the Disaster Prevention Command and related units are required to be on duty 24/7; at the same time, they are assigning forces to check flood-prone areas, trees that are prone to falling, lighting systems, schools, and traditional markets. Construction projects are forced to stop operating cranes, scaffolding must be reinforced, and suspended equipment must be dismantled.

At the same time, the commune has sent forces to tie up trees and promptly handle unsafe points regarding electricity and traffic. Information and propaganda work has been assigned to the Department of Culture, ensuring that people are promptly informed of storm developments and the government's response.

In Hanh Lam commune, Chairman of the People's Committee Le Van Giang issued an urgent notice, requesting the immediate activation of the 24/7 duty regime at the People's Committee, Military Command and Commune Police. Cadres and hamlet chiefs went directly to each alley and each house, mobilizing people to reinforce their houses, harvest agricultural products, and evacuate people and property from dangerous areas. The evacuation work was carefully prepared: Schools, medical stations, and hamlet cultural houses were arranged as safe shelters, ensuring food, drinking water, and essential medicines.

At the same time, the Military Command and the commune police prepare forces and mobile vehicles for rescue when required. The commune police also increase patrols to maintain security and order at evacuation points, markets, and residential areas.

Not only in the mountainous areas, the coastal areas of Nghe An are also struggling to cope. In Cua Lo ward, which is directly exposed to the storm, hotels and restaurants have urgently reinforced their facilities. Mr. Dam Van Thang, owner of Minh Chau hotel, said: "We have mobilized workers to use formwork to reinforce glass doors and roofs. Everything is done early to avoid damage when the storm hits." Not only accommodation establishments, but also coastal residents are actively reinforcing their houses and bringing boats ashore for safe shelter.

It can be seen that from the highlands to the coast, from remote communes to tourist towns, the response to storm No. 10 in Nghe An is urgent and proactive. Localities not only implemented through documents and meetings, but also concretized with practical actions: Officials went down to households, shock forces prepared vehicles, shelters were ready to welcome people, houses were secured, crops were harvested, livestock were relocated./.
