Deputy Prime Minister Tran Hong Ha: Absolutely must not be subjective before the dangerous developments of storm No. 10

Storm No. 10 is a very fast moving storm (nearly twice the average speed), with strong storm intensity and wide range of influence, which can cause combined impacts of many types of natural disasters such as strong winds, heavy rains, floods, flash floods, landslides and coastal flooding.

On the morning of September 27, the National Civil Defense Steering Committee held an online meeting to urgently deploy response work to storm No. 10. The comrades chairing the meeting were: Deputy Prime Minister, Permanent Deputy Head of the National Civil Defense Steering Committee Tran Hong Ha; General Nguyen Tan Cuong - Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense, Permanent Member of the National Civil Defense Steering Committee.

Nghe An attended the meeting chaired by comrades: Nguyen Van De - Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial Civil Defense Command; Major General Le Hong Nhan - Deputy Commander of Military Region 4.

Absolutely do not be subjective before the storm's developments.

According to the report of the representative of the National Center for Hydro-Meteorological Forecasting, the storm center is forecast to reach the shore at 7:00 p.m. tomorrow, September 28, but from 3:00 p.m., coastal provinces from Thanh Hoa to Hue will have strong winds of level 9, level 10 and then gradually increase. All coastal areas in these localities will be affected, with the focus on Nghe An and Thanh Hoa provinces.

Worryingly, the storm is expected to make landfall in the Central Coast at the time of high tide, strong winds, high water levels, and large waves, so the coastal areas will be greatly affected in terms of dike works and aquaculture, with Thanh Hoa and Nghe An being the main focus. Rainfall is forecast to be very high, ranging from 100 to 300 mm nationwide, with the focus being on the provinces from Thanh Hoa to Ha Tinh, with over 400 mm and locally over 600 mm, causing flash floods and landslides. The storm will then continue to cause heavy rain in Laos, with the amount of floodwater flowing to Thanh Hoa, Nghe An, and Ha Tinh provinces being very high.

At the meeting, General Nguyen Tan Cuong said: Currently, the Ministry of National Defense maintains on-duty over 240,580 officers and soldiers and over 40,000 vehicles to be ready to respond, proactively help people harvest crops and promptly evacuate people from dangerous areas, and support bringing boats ashore. The Navy and Coast Guard forces are ready with vehicles and forces for rescue at sea; the Air Defense - Air Force, Corps 18 are ready for air rescue; the Communications Corps checks and reviews the communication system. At the same time, prepare forces and vehicles to be able to promptly enter key areas and work with localities to overcome the situation.

Proactive prevention and safety assurance are the highest requirements.

Speaking at the meeting, Deputy Prime Minister Tran Hong Ha emphasized: Storm No. 10 moves quickly and has a very wide range of influence, so we absolutely cannot be subjective. We need to determine the spirit of prevention as the main thing to promptly and urgently take necessary measures. Today, provinces must prohibit ships from going out to sea and prohibit all activities at sea. Localities, based on forecasts from the hydrometeorological sector, will determine areas affected by the storm and heavily affected by post-storm circulation to have scenarios and timely evacuation plans.

In isolated areas, it is necessary to ensure communication and food; proactively develop plans to ensure traffic and communication during and after storms, move forces, machinery and equipment from one area to support another when needed, if it exceeds the capacity of the locality, report to the Prime Minister for support. Prepare plans, forces and materials to reinforce, propose dike rescue plans when necessary. Clearly define the responsibilities of each individual, each force and unit in natural disaster prevention, and implement plan 4 on the spot. It is necessary to strengthen propaganda so that people and forces absolutely do not become subjective, causing serious consequences.

The Deputy Prime Minister directed: The Ministry of Agriculture and Environment and the Hydrometeorological Department must determine the most accurate time for the storm to reach the shore, the vulnerable areas related to coastal dykes, the areas affected by high tides and rising water; clearly state, specifically and in detail in the following directive documents, so that localities have a basis to prepare and deploy response measures.

The Ministry of Industry and Trade urges and inspects all hydroelectric reservoirs and resonant reservoirs, assigns responsibility to reservoir owners and the Head of the Provincial Civil Defense Steering Committee if a "flood on flood" situation occurs when heavy rain is forecast in the area; reservoirs must calculate to proactively release water in a timely manner. The working group of the Ministry of National Defense will directly direct and support storm response work in Thanh Hoa and Nghe An, other ministries and branches will direct in the provinces and cities affected by the storm.

According to experience, storm No. 10 will have all 3 unfavorable factors: The rule is that when there are 2 consecutive storms, the next storm will be very strong; the average duration of a storm is 8 days, while storm No. 10 is coming ashore on the 4th day; the sea temperature is suitable for the storm to develop stronger and it is difficult for it to weaken.
