The Standing Committee of Nghe An Provincial Party Committee requested to proactively and focusedly respond to storm No. 10 (Bualoi)

Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council signed and issued Official Dispatch No. 4418 -CV/TU dated September 26, 2025 on proactively and focusedly responding to storm No. 10 (Bualoi).

To proactively respond to storm No. 10 early and from afar, ensuring people's safety and minimizing property damage, the Provincial Party Standing Committee requests:

The Standing Committees of the Party Committees of communes and wards direct and closely monitor the developments and direction of the storm in the coming days to proactively review plans, forces and means to be ready to organize and deploy support work to evacuate and relocate people in unsafe areas before the storm directly affects them and to deploy response, rescue and relief work when bad situations occur.

Proactively deploy measures to prevent and combat storms at sea, in coastal areas and on land as soon as possible, paying attention to proactively reinforcing to ensure the safety of houses, infrastructure works, green tree systems, sea dykes, limiting damage to production, especially agricultural production in coastal areas; supporting people in harvesting agricultural products that are about to be harvested.

Regularly inform vessels and boats operating at sea about the storm's developments so that appropriate plans can be made for production and exploitation of aquatic and marine products. Organize monitoring, counting and statistics of the number of vessels operating in the affected area; ensure communication with vessel owners to provide guidance and timely handling of incidents (for coastal communes and wards).

Regarding the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee requested the leaders of the Provincial People's Committee to direct relevant agencies and units: Based on the specific situation of risks and the level of impact of the storm in the coming days, decide to restrict ships and means of transport from going out to sea, operating at sea or prohibiting the sea when necessary (pay attention to prevent storms and lightning before the storm directly affects); decide to control and limit means of transport during the time the storm causes strong winds and heavy rain to limit incidents and ensure the safety of people's lives.

Proactively prepare backup plans for power supply and telecommunications signals, ensuring uninterrupted communication in case the storm makes direct landfall or affects Nghe An province.

Direct the safe operation of irrigation dams, hydroelectric dams, and dykes, and proactively have response plans to ensure the safety of residents in case of the worst-case scenario (floods exceeding design levels), not to be caught off guard; direct the readiness of forces, vehicles, and equipment in key and vulnerable areas (to each village and hamlet) to deploy rescue operations in case of bad situations...

The Standing Committee of the Provincial Party Committee requested the Provincial Party Committee's Propaganda and Mass Mobilization Commission; Nghe An Newspaper, Radio and Television to strengthen propaganda work, regularly update the situation and developments of storm No. 10 in the coming days so that people, Party committees and authorities at all levels know to proactively prevent and have appropriate response plans.

On the evening of September 26, storm Bualoi moved into the East Sea and became storm number 10. The strongest wind near the storm's center was level 11-12, gusting to level 15, moving very quickly at a speed of about 30km/hour.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, in the next 2 days, storm No. 10 will continue to strengthen to level 12-13, gusting to level 16, moving very quickly towards the sea and mainland of the North Central and Northern regions of our country. The closer it gets to the coast of our country, the stronger the storm will become.

Due to the influence of the storm, in the sea area from Thanh Hoa to Quang Ngai from the evening of September 27, the wind will gradually increase to level 6-7, then increase to level 8-9, near the storm center level 10-13, gust level 16, waves 5-7m high, rough seas.

This is a strong storm, moving very fast, can cause strong winds, heavy rain on land in the North Central and Northern regions, risk of flash floods, landslides in mountainous areas, threaten the safety of dams, flooding in low-lying areas, especially coastal and riverside areas.

Prime Minister Pham Minh Chinh signed Official Dispatch No. 173/CD-TTg dated September 26, 2025 requesting ministries, branches and localities to focus on responding to this storm.
