In the context that Nghe An is entering a new development phase with the goal of "shifting from breadth to depth development", science, technology and innovation are considered the core driving force to improve productivity, quality and competitiveness of the economy. Nghe An Newspaper, Radio and Television had an interview with Mr. Nguyen Quy Linh - Director of the Department of Science and Technology on this topic.
PV:DThe draft Resolution of the 20th Provincial Party Congress, term 2025 - 2030 sets the goal of "strongly shifting from breadth to depth development", science, technology, and innovation are considered the core driving force to improve productivity, quality, and competitiveness of the economy. From the industry's perspective, what do you think is the core spirit and the biggest guiding ideology of the resolution regarding the role of science, technology, and innovation in the next 5 years?
Comrade Nguyen Quy Linh:The core spirit of the resolution on the role of science, technology and innovation in the next 5 years is expressed through 3 major viewpoints, which are: Improving productivity, quality and production efficiency; increasing competitiveness; sustainable development.
In particular, the application of science, technology and innovation contributes to improving labor productivity and product and service quality, increasing output value; helping businesses and economic sectors of the province have competitive advantages, contributing to improving the competitiveness of the economy.
Focus on innovating the growth model associated with restructuring the economy towards modernity, depth and high adaptability, based on 4 strategic pillars, including: Green economy, digital economy, marine economy, knowledge economy. Taking capital, people, science, technology and innovation as the foundation, transforming to in-depth development, helping to reduce dependence on resources, protect the environment and create sustainable development.
PV:So what is the most breakthrough solution that the Science and Technology sector will focus on implementing to create a real change, helping Nghe An make a breakthrough based on technology and innovation in the coming term?
Comrade Nguyen Quy Linh: To carry out the tasks in the coming term, we have identified three important solutions that need to be focused on, namely: Human resource development; policy mechanisms; comprehensive digital transformation.

Regarding human resource development, that is, focusing on training, fostering, attracting, using and retaining talents. Arranging a team of specialized IT staff, staff with scientific and technical qualifications in departments, branches and localities. Effectively implementing the movements of "Self-study, self-improvement of capacity", "Digital literacy" to popularize and improve knowledge for target groups in the province.
Regarding mechanisms and policies, submit to competent authorities to issue mechanisms and policies to support science, technology, innovation and digital transformation (including specific policies) in Nghe An province. Develop an open innovation ecosystem and promote finance for innovation.

Comprehensive digital transformation of command and control activities based on modern technology, connected data, and smart cities. This is the core factor to ensure the State creates and serves. Build a provincial Intelligent Operation Monitoring Center (IOC), connecting to the commune level. Deploy smart digital platforms in industries and fields.
PV:“Science and technology-based growth” requires a strong innovation ecosystem. What specific mechanisms and policies does the province have to attract and retain science and technology talents, and at the same time, encourage businesses to invest more heavily in research and development (R&D)?
Comrade Nguyen Quy Linh: Recently, the province has issued a number of important policies such as Resolution No. 03/2020/NQ-HDND and Resolution No. 12/2020/NQ-HDND, contributing to creating initial momentum in building an innovation ecosystem.
However, many points have now been revealed that are no longer suitable to new development requirements, such as not fully covering the fundamental elements of the innovation and digital transformation ecosystem; low and scattered support levels, not creating strong motivation for research, application of new technologies and development of the science and technology market.

Currently, the industry is consulting on the issuance of a new resolution on policies to support science, technology, innovation and digital transformation for the 2026-2030 period, expected to be submitted for approval in the fourth quarter of 2025.
The Resolution will propose specific mechanisms on science, technology, innovation and propose mechanisms to attract and retain scientific and technological talents, at the same time, encourage businesses to boldly invest in R&D, thereby building a real innovation ecosystem, becoming a driving force for growth.
PV:One of the ultimate goals is economic development. So how will the Department's action plan focus on promoting digital transformation and applying high technology to the province's key economic sectors to create key products with high added value?
Comrade Nguyen Quy Linh:The action program of the Department of Science and Technology will focus on promoting digital transformation and applying high technology to the province's key economic sectors, focusing on 3 areas: Green agriculture applying high technology; Digital transformation in tourism; Green transformation in the processing industry. Specifically:

In agriculture: Develop in the direction of green, smart, high-tech agriculture; Promote the application of digital technology, biotechnology, IoT (Industrial Internet of Things) in production, processing, and traceability to create key agricultural products with high brands and added value. Form agricultural production areas applying high technology, smart, digital transformation associated with processing and markets. Develop high-tech forestry zones.
In tourism: Applying digital transformation in promotion, building smart tourism products, digital experiences for tourists, thereby enhancing the competitiveness of Nghe An destinations. Applying virtual reality (VR) technology to create virtual tours, unique historical and cultural experiences at the province's destinations.

In the processing industry: Encourage businesses to invest in new technology, automation, AI and green transformation to increase quality, reduce costs and meet export standards.
Finally, with great confidence and expectations from the upcoming Congress, I hope that the team of cadres, intellectuals of science and technology and the business community of the whole province will be united and join hands with the spirit of innovation, pioneering and integration; the team of intellectuals of science and technology need to take the lead in researching, applying and transferring new technologies to create breakthrough solutions to serve socio-economic development, and businesses should boldly invest in R&D, considering science and technology as the key to improving productivity, quality, competitiveness and promoting sustainable growth.
