Nghe An Provincial Party Secretary requests weekly and monthly reports on progress of science and technology development and digital transformation
Nghe An Provincial Party Secretary Nguyen Duc Trung requested a mechanism to notify and report the results of implementing tasks on science, technology development, innovation, and digital transformation weekly and monthly by each department, branch, and industry to evaluate and urge stronger and more effective implementation.
On the afternoon of June 24, Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Head of the Steering Committee chaired the 2nd meeting of the Steering Committee on science and technology development, innovation, digital transformation, administrative reform and Project 06 provinces.
Attending the meeting were comrades: Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation; and comrades in the Provincial Party Standing Committee, the Provincial Party Executive Committee, and members of the Steering Committee.

Important and urgent task
Reporting on the implementation of tasks on science, technology development, innovation, and digital transformation, Director of the Department of Science and Technology Nguyen Quy Linh said that, compared with the 2025 work program of the Steering Committee, up to now, 3/81 tasks have been completed on schedule; 75/81 tasks have been and are being implemented; 3/81 tasks have not been implemented.
The number of tasks identified to be completed by the end of the second quarter is 8, and 3/8 have been completed so far; 5/8 tasks are being implemented. In the last 6 months of the year, there are 73 tasks that need to be continued, including 3 regular tasks.

The province also organized the launching ceremony of the "Digital Education for All" movement in combination with the implementation of Plan 328 of the Provincial Party Committee and Plan 348 of the Provincial People's Committee; announced the Electronic Information Portal to implement Resolution No. 57 of Nghe An province at the address:https://nq57.nghean.gov.vn.
The Provincial Party Committee, Provincial People's Committee and affiliated agencies have proactively reviewed, proposed amendments and supplements to relevant legal documents. Continued research to issue breakthrough policies on science and technology development, innovation and digital transformation.

Nghe An province is focusing on developing digital infrastructure, continuing to remove signal depressions, installing 5G networks, and developing plans to bury and renovate a cable network with a length of 614.025 km in 2025 and 2026.
Maintain and complete on schedule the Central level the upgrading of specialized data transmission network infrastructure serving Party and State agencies connecting from the Central to the commune level to ensure the transmission of top secret level data (to the provincial level) and secret level data (to the commune level). Investment steps are being taken for the Smart Monitoring and Operation Center - NgheanIOC.

The work of digitizing records and documents has been planned and implemented by Party and government agencies to ensure that data and records are stored, managed, exploited, and reused to serve management, operations, and serve businesses and people in performing online public services.
Director of the Department of Science and Technology Nguyen Quy Linh also reported on difficulties and bottlenecks.on performing assigned tasks; building and perfecting institutions and policies; investing in technology infrastructure, digital transformation, digital data; mechanisms to ensure high-quality human resources and proposing solutions and assignments for each group of tasks.

At the meeting, leaders of departments, branches and sectors reported on the results of implementing assigned tasks; at the same time, proposed contents to promote the development of science, technology, innovation and digital transformation more strongly and effectively.
Speaking at the meeting, Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation Vo Thi Minh Sinh requested the specialized agencies of the Provincial People's Committee to report the results of weekly task implementation to the Provincial People's Committee to report to the Provincial Steering Committee.

The advisory and support agencies of the Provincial Party Committee, the Fatherland Front and mass organizations report the implementation results to the Provincial Party Committee Office for synthesis and reporting to the Provincial Steering Committee. Therein, clearly and specifically list the tasks to be completed before June 30, after July 1, the tasks to be completed by month must be specified.
Agencies and units must seriously report on the establishment of the Steering Committee, following the plans of the Central Steering Committee, the Provincial Party Committee, and the Provincial People's Committee for implementation. Develop regulations for sharing common data; upgrade, renovate, and invest in terminal equipment for 130 communes and wards.
Weekly and monthly reports on implementation results
Concluding the meeting, Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee Nguyen Duc Trung emphasized that developing science, technology, innovation, and digital transformation is a difficult, new content with a large amount of work, especially in the context that the province is restructuring the apparatus, restructuring commune-level administrative units, and implementing a 2-level local government model.
Provincial Party Secretary Nguyen Duc Trung acknowledged the efforts of agencies and units and the initial results achieved in the past time. However, many tasks under Plan No. 328 of the Provincial Party Committee have been implemented slowly and have not been focused and directed strongly.

In addition, the construction of databases and infrastructure conditions have not met the requirements. Mechanisms and policies, especially attracting resources, human resources, and high-tech enterprises to participate in science and technology, are still difficult. Information security and safety issues; coordination mechanisms between departments, branches, and sectors are not synchronous and not timely.
To promote the implementation progress, Provincial Party Secretary Nguyen Duc Trung requested agencies and units to continue to closely follow the Provincial Party Committee's Action Plan, the Provincial Steering Committee's 2025 Work Program and combine related contents, especially Plan 02 of the Central Steering Committee to implement the tasks.

On that basis, from July 2025, the standing agency of the Provincial Steering Committee and the advisory agency will review and notify specific tasks on a monthly basis, including general tasks and specific tasks of each department, branch and sector. Departments, branches and sectors must report specific results of the implementation of assigned tasks on a weekly and monthly basis. The Standing Committee of the Provincial Steering Committee meets monthly to evaluate the results of implementing tasks according to the plan.
Emphasizing the tasks in the coming time, Provincial Party Secretary Nguyen Duc Trung requested the Party Committee of the Provincial Party Agencies and the Provincial People's Committee to urgently lead the development of a plan to implement Plan 02 of the Central Steering Committee on promoting digital transformation in a synchronous, fast and effective manner to meet the requirements of restructuring the political system's apparatus, with special attention paid to 42 tasks that must be completed before June 30.

The Provincial Party Committee led the Provincial People's Committee to direct departments, branches and sectors to continue reviewing the difficulties, obstacles and bottlenecks that have been pointed out, and propose to the Provincial Steering Committee to promptly resolve them; in which, paying attention to human resources, attracting technology enterprises, developing science and technology infrastructure, developing a creative startup ecosystem, supporting research and development in cooperation between state agencies, universities and enterprises.
At the same time, proactively review the system of directive documents, programs, projects, and proposals to continue to implement synchronously with the direction of the Central Government; put the Provincial Smart Monitoring and Operation Center - NgheanIOC into operation in September 2025 according to Plan 02 of the Central Steering Committee. For the center to operate effectively and with quality, it is necessary to ensure the conditions, especially the database system, connectivity, etc.

Continue to implement the "Digital Education for All" movement, paying special attention to the disadvantaged, the elderly, and ethnic minorities in mountainous and disadvantaged areas.
Provincial Party Secretary Nguyen Duc Trung also requested the Provincial People's Committee to assign the task to the Department of Science and Technology to prepare conditions to ensure digital infrastructure and shared digital platforms when implementing two-level local government for continuous and smooth operation. At the same time, continue to coordinate with other departments to select key contents in science and technology development.

Based on the proposals of departments, branches and localities, the Finance sector balances capital sources to prioritize urgent and key tasks on science and technology development, innovation, digital transformation, especially tasks related to the deployment of information systems to implement the 2-level local government model. The Public Security sector ensures information security and safety to serve the activities of the 2-level local government model.
Provincial Party Secretary Nguyen Duc Trung requested the Provincial Party Committee Office to advise on the implementation of digital transformation tasks in Party agencies; review the contents according to Plan 02 of the Central Steering Committee to advise on implementation to meet progress requirements; review and complete the specialized data transfer network serving Party and State agencies to ensure information transmission.

In addition, urgently advise on the issuance of a Working Group to assist the Provincial Steering Committee; advise on the establishment of a Provincial Advisory Council on science, technology development, innovation and digital transformation. Continue to research, upgrade and improve the technology cryptography department into a cryptography - digital transformation department under the Provincial Party Committee Office to meet tasks and requirements.
The Provincial Party Committee's Organizing Committee coordinated with the Department of Home Affairs to study policies to arrange specialized or responsible staff for science, technology, and digital transformation in agencies of the political system, especially 130 communes and wards in the province.

The Provincial Party Committee's Propaganda and Mass Mobilization Department continues to widely disseminate contents related to the development of science, technology, innovation and digital transformation, especially the "Digital Education for All" movement, especially in difficult mountainous areas and ethnic minority areas. The Provincial Party Committee's Inspection Committee properly implements and ensures the progress of inspection and supervision tasks according to plans.
Provincial Party Secretary Nguyen Duc Trung requested the members of the Steering Committee to closely follow the assigned tasks and effectively and substantially carry out the tasks, and direct the tasks and work to meet the requirements.
