Nghe An Provincial Party Secretary: Highly focus on leadership, direction, and organization of implementation of key tasks

On the morning of June 10, Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee chaired the regular meeting of May 2025 of the Provincial Party Committee Standing Committee.

Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Tran Duc Thien - Deputy Head of Department III of the Central Inspection Commission; with comrades in the Provincial Party Standing Committee and leaders of a number of departments, branches and sectors.

Many positive results

The Provincial Party Standing Committee listened to and commented on the report on the implementation results of Conclusion No. 123 of the Party Central Committee on the Supplementary Project on socio-economic development in 2025 with the growth target of 8% or more; Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Resolution 66 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution 68 of the Politburo on private economic development.

Implementing Conclusion No. 123-KL/TW of the Central Executive Committee, the Provincial Party Standing Committee promptly issued directive documents and organized conferences to disseminate and deploy them at all levels and sectors in the province.

The Provincial Party Committee directed the Provincial People's Committee to develop a plan and supplement the growth scenario to strive for 10.5% in 2025. The growth plan and scenario assign specific targets and products to each department, branch, and locality for implementation with 5 groups of key tasks and solutions.

Implementing Conclusion No. 148 of the Politburo and Secretariat on the results of grasping the situation, urging, guiding and inspecting a number of key work topics in 2025, the Provincial Party Committee issued Plan No. 322 to implement the conclusions of the Politburo and Secretariat and issued Notice No. 1768 on the implementation of the GRDP growth target in the first quarter and tasks and solutions in the second quarter of 2025.

Despite many difficulties and challenges, in general, the socio-economic situation in the province in the first 5 months of the year continued to maintain growth momentum and achieved many positive results in all sectors and fields.

Agricultural, forestry and fishery production developed steadily. Industrial production grew strongly, with the industrial production index in May estimated to increase by 18.4%. In the first 5 months, the IIP index is estimated to increase by 13.89%, of which the processing and manufacturing industry increased by 13.69% over the same period in 2024.

The service sector continued to show signs of improvement. State budget revenue in the area in the first 5 months was VND11,360 billion, reaching 64.1% of the estimate, up 8.4% over the same period.

By the end of May, the total disbursement of the 2025 public investment plan reached 30.01%. The province has approved investment policies for 23 projects and adjusted 73 projects with a total newly granted and increased investment capital of VND8,098.4 billion.

The work of arranging administrative units and building a two-level local government organization model has been vigorously implemented, ensuring the progress required by the Central Government. The consultation on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution has been completed.

The Provincial Party Committee has seriously organized dissemination, training, issued plans and many documents directing and urging the implementation of Resolution 57-NQ/TW of the Politburo. Established a Provincial Steering Committee headed by the Provincial Party Secretary.

The Provincial Party Executive Committee has issued Action Plan No. 328 to implement Resolution 57-NQ/TW; led and directed the Provincial People's Committee and agencies and units in the province to specify and organize implementation. The Provincial Party Standing Committee issued the Master Plan for digital transformation in Nghe An province's Party agencies for the period 2025 - 2030 and the Plan to deploy the "Digital Education for All" movement in the province.

The awareness of all levels, sectors, cadres, party members and people about the development of science, technology, innovation, creativity and national digital transformation has changed significantly. The Provincial Party Committee and Party Committees at all levels have focused on concretizing the content and tasks of Resolution 57 into the draft documents of the Party Congress for the 2025-2030 term and the programs and work plans of agencies and units, and at the same time directed their implementation resolutely and regularly.

After 5 months of implementation, Nghe An province has basically issued comprehensive and consistent mechanisms and policies. On that basis, departments, branches and localities continue to specify them through plans of agencies and units.

The province is currently researching and developing breakthrough mechanisms and policies to develop a creative startup ecosystem, support research and development suitable to local characteristics and develop high-quality human resources.

In addition, the Department of Justice has chaired the drafting of the Action Program to implement Resolution No. 66-NQ/TW of the Provincial Party Committee and collected comments from departments, branches and localities to continue to complete the draft, and advise the Provincial Party Committee Standing Committee and the Provincial Party Committee in June 2025.

The Department of Finance has consulted on the draft plan to implement Resolution No. 68-NQ/TW of the Party Executive Committee for the Provincial People's Committee to report to the Standing Committee of the Provincial Party Committee and the Provincial Party Executive Committee in June 2025.

Highly focused in leadership, direction and implementation

Concluding this content, Provincial Party Secretary Nguyen Duc Trung agreed with the content of the report presented by the Standing Committee of the Provincial Party Committee with very positive results. However, compared with the set goals, there are still challenges, especially in the context that the province is carrying out many tasks that are both large, difficult and complicated.

To achieve the set goals for the first 6 months and the whole year of 2025, the Provincial Party Secretary said that it is necessary to have a high level of concentration in leadership, direction, and implementation, especially from July 1, when the district level activities end and the 2-level local government model is implemented.

Emphasizing the directions and tasks in the coming time, Provincial Party Secretary Nguyen Duc Trung suggested continuing to review and carefully evaluate the implementation of the set goals and targets, especially those that are still low compared to requirements; closely following the direction of the Central Government, the Government, and the Prime Minister to concretize them in accordance with the province's goals.

Continue to focus on removing difficulties and obstacles for businesses and people to promote production and business activities. Because there are currently many changes in policies affecting businesses and people.

Promote administrative reform, improve the investment and business environment. In particular, it is necessary to specify solutions to reduce the time to handle administrative procedures, reduce administrative procedures, and reduce legal compliance costs.

The Provincial Party Secretary also proposed to accelerate the disbursement of public investment capital and three national target programs. Accelerate the implementation of the contents of the arrangement of commune-level administrative units, build a model of organizing a two-level local government, especially arranging conditions for new communes to operate smoothly, effectively, efficiently and effectively.

In addition, continue to pay attention to the fields of culture - society, social security, especially pay attention to policies to support people in difficulty in the province. Urgently deploy and complete the program to support the construction and repair of houses for people with meritorious services, poor households, and households with housing difficulties to ensure the set progress.

Regarding the implementation of the four key resolutions of the Politburo, Provincial Party Secretary Nguyen Duc Trung emphasized that for Resolution 57, there is an action program and implementation plan, so it is necessary to review and implement according to the tasks.

For other resolutions, continue to complete the action plan for implementation, in which priority content is selected for implementation. Every month, the Provincial Party Committee Standing Committee will listen to and give opinions on the results of implementing these important tasks.
