Nghe An is forecast to be in the focus of storm number 10.

Nghe An is forecast to be one of the key areas affected by storm No. 10, causing heavy to very heavy rain, risk of flash floods, landslides and isolation.

On the morning of September 27, after an online meeting with the Government, chaired by Mr. Nguyen Van De - Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial Civil Defense Command, the Provincial People's Committee held an online meeting with localities in the province on response to storm No. 10.

From the morning of September 27, Nghe An province has had moderate to heavy rain, some places have very heavy rain and thunderstorms, with rainfall ranging from 20-40mm, locally over 80mm. It is forecasted that from September 28 to the morning of September 29, Nghe An province will have very heavy rain, some places have especially heavy rain with forecasted rainfall: In coastal plains and midlands, it is common 150-250mm, some places over 300mm; in mountainous areas, it is common 100-200mm, some places over 250mm. From noon of September 29 to the morning of September 30, Nghe An province will continue to have moderate to heavy rain with rainfall ranging from 30-60mm, some places over 80mm.

In this situation, Nghe An province has banned ships from going to sea since 5am on September 27th; all vessels operating at sea in the province have received notice of the location and direction of storm No. 10 and are being called to come ashore for shelter. All dam projects are being deployed and operated by localities and units according to approved disaster prevention plans.

Storm No. 10 is forecast to have complex developments with an intensity of level 11-12 when it makes landfall, gusting to level 13. The storm center is forecast to make landfall in the area from Thanh Hoa to Quang Tri, with the main center being Nghe An. It is forecasted that there will be very heavy rain in the area. In that situation, Vice Chairman of the Provincial People's Committee Nguyen Van De requested all levels, sectors and localities to urgently and promptly deploy response work to storm No. 10.

The Vice Chairman of the Provincial People's Committee requested the Border Guard Command, coastal localities and relevant units to continue to guide and support people in implementing necessary measures to ensure safety for boats at anchorage. Be ready to deploy forces to respond and search and rescue as quickly as possible when situations arise.

At the same time, review and deploy measures to ensure safety for tourism, aquaculture and fishing activities at sea, estuaries and along the coast; resolutely evacuate people on cages and aquaculture huts to safe places before the storm directly affects them.

Drawing on experience from responding to previous storms, especially storm No. 5, comrade Nguyen Van De assigned localities and units to urgently organize tree pruning, deploy measures to ensure safety, limit damage to houses, warehouses, headquarters, public works, industrial parks, factories, power grids, and telecommunications systems. At the same time, mobilize forces and take advantage of the opportunity to harvest agricultural products.

Along with that, control traffic, organize traffic flow, guide traffic, limit people from going out during storms and heavy rains to ensure safety. Localities and irrigation companies are ready to deploy plans to ensure drainage and prevent flooding for agricultural production areas; industrial parks, urban areas, and residential areas.

In particular, the Vice Chairman of the Provincial People's Committee noted that wards and communes in Vinh city (old) need to focus on implementing flood control and proactively prepare generators in case of power outage to drain water.

Deploy shock troops to inspect and review residential areas along rivers, streams, dykes, dams, low-lying areas, and areas at high risk of flooding, flash floods, and landslides to proactively organize the relocation and evacuation of people when situations arise; have plans to support temporary accommodation, food, necessities, and ensure stable lives for people. People must be evacuated from dangerous areas before 5:00 p.m. tomorrow (September 28).

In particular, prepare forces, means, equipment, and necessities according to the "4 on-the-spot" motto to be ready to respond to all situations, especially in key areas, areas at risk of being isolated, and areas that have suffered heavy damage due to natural disasters in recent times.

Check and proactively take measures to ensure the safety of reservoirs and downstream areas. Irrigation and hydropower companies urgently operate and regulate hydropower and irrigation dams to reserve capacity to receive floods according to regulations; organize regular staff to be ready to regulate and ensure the safety of works and downstream areas; arrange regular staff to be ready to operate, regulate and handle situations.

Control and guide safe traffic, especially through tunnels, spillways, deep flooded areas, and fast-flowing water; proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes. Strictly prohibit people from collecting firewood or fishing on rivers, streams, and downstream of dams during floods to avoid human casualties.

The Vice Chairman of the Provincial People's Committee noted that localities need to prepare generators at the command centers of wards/communes in case of power outages so that information, command and operation can be carried out smoothly during storms.
