Innovating and improving the quality and effectiveness of the Nghe An Provincial People's Council's operations.
In response to the need for reform, the People's Council of Nghe An province has always been concerned with improving the quality of its activities according to its functions and duties, contributing to better promoting the role of the local elected body, representing the will and aspirations of voters and the people.

IMPROVING THE QUALITY OF ACTIVITIES
Right from the beginning of its term, the Provincial People's Council issued a plan to improve the quality and effectiveness of the activities of the Nghe An Provincial People's Council, 18th term, 2021-2026, along with Plan No. 174, dated August 9, 2022, on the implementation of the plan.
Based on adhering closely to each objective, target, content, task, and solution set forth, the Provincial People's Council has continuously innovated and improved the quality of its activities, demonstrating dynamism and concern in all aspects according to its functions and duties. First and foremost is the organization of its sessions, which has been recognized by voters and the people. Alongside this, it has innovated and applied information technology and digital transformation with the "Paperless Session" software. The quality of the Provincial People's Council's sessions has been enhanced through prompt, rigorous, and high-quality management.

In particular, at the recent 21st Session (the regular mid-year session of 2024), despite reducing the duration from two and a half days to two days, the pace and quality of the work at the session remained high. Thanks to the implementation of digital transformation, the Standing Committee of the Provincial People's Council has been able to closely and effectively monitor and evaluate the quality of delegates' activities at the session, contributing to raising the awareness and responsibility of delegates, creating a more vibrant session, especially in group discussions, plenary discussions, and question-and-answer sessions with many provincial People's Council delegates participating in questioning and debate; thereby improving the quality of the provincial People's Council sessions.
In addition to the regular two sessions per year, the Provincial People's Council has also flexibly organized many specialized sessions, enhancing its decision-making capacity. For example, in 2023, the Provincial People's Council held four specialized sessions, and in the first seven months of this year, it has held three specialized sessions.

Comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, shared: The organization of specialized sessions of the Provincial People's Council aims to meet the urgent and timely requirements, demonstrating its support for the Provincial People's Committee in directing and managing the implementation of newly issued regulations from the Central Government, as well as many issues related to the province's socio-economic development, such as implementing compensation and land clearance policies; converting land use purposes for projects; allocating capital for the implementation of National Target Programs; rearranging district and commune-level administrative units in the 2023-2025 period; and approving public investment... In the first half of 2024 alone, the Provincial People's Council passed 46 resolutions in the three specialized sessions, meeting the requirements of the province's socio-economic development.
The supervisory activities of the Provincial People's Council, its Standing Committee, and its committees, as well as the explanatory sessions of the Standing Committee of the Provincial People's Council, have been focused on improving quality right from the stage of selecting key and priority topics. This involves synthesizing information from various channels, including opinions and recommendations from voters of general importance across many localities; pressing social issues; and proposals from delegates, delegate groups, and specialized committees of the Provincial People's Council.

Similarly, the explanatory sessions of the Standing Committee of the Provincial People's Council focused on issues of land allocation, forest allocation, management, protection and development of forests; explaining the implementation of Project 1 on addressing the shortage of residential land, housing, production land, and clean water under the National Target Program for socio-economic development in ethnic minority and mountainous areas giai đoạn 2021 - 2023; and explaining on ensuring occupational safety and hygiene.
Following the supervision and accountability process by the Provincial People's Council, the Provincial People's Committee issued plans for serious implementation; some contents were addressed through resolutions and directives issued by the Provincial Party Standing Committee to strengthen the Party's leadership role in state management of mineral resources and management of investment projects using land in the province; thereby improving the quality and effectiveness of supervision and accountability.

Strive harder!
Despite efforts to improve the quality of activities in accordance with the functions and duties of the Provincial People's Council, in practice there are still issues that do not meet the wishes and determination of the Provincial People's Council and the expectations of voters and the people.
For example, in resolving citizens' petitions and complaints, although the Provincial People's Council has made many innovations and relentlessly pursued the resolution of issues by all levels and sectors, there are still many issues that are prolonged and answered vaguely. Besides objective factors such as the complexity of voters' petitions, including the processing of land-related documents and procedures; compensation and land clearance; and many voters' opinions related to infrastructure investment, while investment resources are insufficient, subjective factors still include the failure of departments, sectors, and agencies to promptly resolve and respond to voters' concerns.

During the monitoring, questioning, and accountability sessions, there are still issues that the Provincial People's Council has concluded, recommended, and proposed but have not been thoroughly resolved by the relevant departments and units. Comrade Nguyen Nam Dinh, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Council, stated: The project to improve the quality and effectiveness of the Nghe An Provincial People's Council's operations will continue to be implemented, aiming to enhance the quality and effectiveness of the Provincial People's Council's activities.
This includes continuing to promote the application of information technology and digital transformation in all areas and activities of the Provincial People's Council. Along with organizing "paperless sessions" as currently practiced, it is necessary to strengthen connectivity and information sharing between different levels and sectors to meet the increasingly high quality requirements of the People's Council's operations.

The Standing Committee of the Provincial People's Council continues to closely follow the leadership of the Party Committee to effectively perform its functions and duties, while proactively researching and updating legal regulations, especially new regulations that impact the socio-economic development and national defense and security of the province. In the immediate future, this includes the Land Law and Resolution No. 137 of the National Assembly on special mechanisms and policies for Nghe An province regarding greater decentralization and delegation of power to the province, including the responsibilities of People's Councils at all levels; contributing to building the Provincial People's Council into a truly effective state power organ at the local level, representing the will and aspirations of voters and the people.
