Innovating leadership methods towards a more practical approach, using work efficiency as a measure, is creating a clear transformation throughout the Party Committee of the Provincial People's Committee. New approaches in each field contribute to unlocking resources, improving management effectiveness, and creating momentum for development.

One detail that has been mentioned by many at the Cua Lo Tourism Festival 2026 is not the lavishly invested stage, the artistic programs, or the record number of tourists, but the theme "The Call of the Sea in All Four Seasons".
Just four short words, but they reflect a completely different approach to tourism development. Cua Lo is no longer positioned as a summer destination but is placed within a strategy of building a year-round tourism ecosystem, with culture as the foundation, the identity of Nghe An as a competitive advantage, and innovation as the driving force for growth.

The rapid shift in leadership thinking is reflected in practical results. In the first seven months of 2026, Nghe An welcomed approximately 8.24 million visitors, an 11% increase compared to the same period; total revenue from tourism reached VND 25,504 billion, and tourism revenue reached VND 10,227 billion, a 15% increase, with Cua Lo being a key tourist destination making a significant contribution.
Behind these changes and results lies the meticulous preparation of the Department of Culture, Sports and Tourism, along with the leadership and guidance of the Provincial Party Committee and the Provincial People's Committee. This story also reflects the ongoing movements within the entire Provincial Party Committee and the Provincial People's Committee.
Faced with increasingly demanding development requirements, grassroots Party organizations are no longer limited to leading the completion of professional tasks in the traditional way, but are proactively seeking solutions to practical problems, advising on new mechanisms and policies, and creating more effective governance models.
A common thread is that all innovations are aimed at improving the quality of service for citizens and businesses, and creating further impetus for development.
At the Party Committee of the Department of Culture, Sports and Tourism, this spirit is concretized by determining that the party organization must truly become the political nucleus in creating development.
Comrade Tran Thi My Hanh - Director of the Department, stated: The Department's Party Committee has identified three major transformations to be implemented synchronously: Shifting from mere preservation to promoting the value of heritage; shifting from developing individual fields to building a cultural, sports, and tourism ecosystem; and shifting from administrative management to digital management and data-driven management.
While the cultural sector demands new ideas to expand its development space, in the judicial sector, innovation in leadership methods is manifested in improving the quality of advice, perfecting institutions, and creating a legal environment with the perspective that this is both a resource and a driving force for development.

In implementing Resolution No. 66-NQ/TW dated April 30, 2025, of the Politburo on reforming the work of lawmaking and enforcement to meet the requirements of national development in the new era, under the leadership of the Party Committee, the Department has advised on the development of programs and plans to implement Resolution No. 66 of the Provincial Party Committee and the Provincial People's Committee.
A notable achievement is the implementation of the Prime Minister's directive on a comprehensive review of legal documents. To date, the entire sector has completed the first phase of reviewing over 1,000 currently effective legal documents, gradually identifying overlapping, contradictory, and inadequate regulations to propose amendments and additions, contributing to resolving institutional bottlenecks.
Comrade Nguyen Thi Lan - Deputy Director of the Department of Justice, stated: The Party Committee always links the responsibility of the Party committee and the head of the department with the quality of each advisory product. Each task clearly defines the lead person, coordinating units, implementation schedule, and output.

Meanwhile, the Party Committee of the Department of Agriculture and Environment has identified administrative reform and digital transformation as breakthroughs, focusing on reviewing business processes, standardizing administrative procedures, promoting the application of information technology, aiming to reduce time and costs and increase transparency.
To date, the entire sector has advised on the publication of 381 administrative procedures and 396 internal processes and electronic processes in handling administrative procedures; completed 100% of the time reduction for 22 administrative procedures stipulated by the province; and reviewed and reduced the processing time for 8 administrative procedures announced by the ministry with an average reduction rate of 35%.
In addition, 100% of administrative procedures have reduced the requirement for citizens to present personal identification documents, contributing to reduced compliance costs, facilitating convenience for people and businesses, and improving the efficiency of administrative reform; 100% of administrative procedures are implemented using a non-geographical approach…
Deputy Director Nguyen Thi Nhung stated: In the coming period, the unit will continue to review and simplify administrative procedures; improve the quality of online public services; promote the digitization of documents, online payments, and the resolution of administrative procedures in an electronic environment.
GSolving difficult and new problems
In the first year of implementing the Resolution of the 14th National Congress of the Party and the Resolution of the 20th Congress of the Nghe An Provincial Party Committee, the Party Committee of the Provincial People's Committee continued to innovate leadership methods and improve the quality of Party committee and branch meetings, linking them with the political tasks of each agency and unit.
Each resolution and work program is geared towards addressing practical issues, contributing to achieving the GRDP growth target of 10.5-11.5% and improving the effectiveness and efficiency of state management.

Along with leading the implementation of socio-economic development goals, the Provincial Party Committee and People's Committee focused on directing the removal of difficulties for key projects; resolving obstacles related to land clearance and investment procedures for key projects; accelerating the disbursement of public investment capital; and strictly managing budget revenue sources.
At the same time, we will continue to streamline the organizational structure, promote decentralization and delegation of power while enhancing the implementation capacity of local governments; and promote administrative reform and digital transformation to build a transparent and open investment environment.

To effectively achieve these goals, the Provincial Party Committee and People's Committee have identified the building of a contingent of cadres and Party members as a decisive task; focusing on improving the quality of Party committee meetings, strengthening political and ideological education, cultivating public service ethics, and promoting the sense of responsibility and service to the people of each cadre and Party member. Every task is linked to the responsibility of the head of the organization; the results of implementation become an important basis for evaluating cadres and overcoming manifestations of favoritism and formalism.
According to Comrade Pham Tuan Vinh - Member of the Provincial Party Committee, Deputy Secretary of the Party Committee of the Provincial People's Committee - when implementing the tasks for the last six months of the year, he suggested that Party committees, especially the leaders, continue to promote the role of setting an example; Party committees and leaders must truly be centers of unity, exemplary in thinking, decisive in action, and thorough; directly lead and guide the resolution of difficult, new, and outstanding issues; and ensure that words are matched by deeds, using work results as a measure of leadership capacity and prestige.

It is evident that, as the leading force within the State sector, the Party Committee of the Provincial People's Committee is continuing to innovate its leadership methods towards a more thorough, substantive, and effective approach. When each resolution is linked to action, and each grassroots Party organization creates concrete changes, this forms a crucial foundation for realizing the province's rapid and sustainable development goals in the new phase.
