During the 2021 - 2026 term, Nghe An Provincial People's Council, with the spirit of innovation, creativity, companionship, sharing, collaboration, and coordination with authorities at all levels and relevant agencies and units for the common development goals of the province.

Propose appropriate policies

In 2022, the Provincial People's Council held 7 sessions (including 2 regular sessions and 5 thematic sessions), passing 106 resolutions to carry out the tasks of socio-economic development and ensuring national defense and security in the province. This is the year with the highest number of thematic sessions ever. Although the time requirements for preparation and organization of thematic sessions are often very urgent, the Standing Committee, the Provincial People's Council Committees, the Office of the National Assembly Delegation and the Provincial People's Council have promoted their spirit and sense of responsibility, proactively coordinated with relevant agencies and units to organize the sessions in accordance with regulations, time schedule and quality.

Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council affirmed the motto of always innovating, creating, accompanying, sharing, collaborating, and coordinating with authorities at all levels, relevant agencies and units for the common development goal of the province. The thematic meetings held between the two regular meetings have promptly met the progress of implementing the province's tasks according to the policies of the Central Government, the Standing Committee, the Provincial Party Standing Committee, and the Provincial Party Executive Committee; realizing mechanisms and policies in the shortest time, removing many difficulties, obstacles, and concerns of businesses and people.

As of early 2022, when the Covid-19 epidemic had not been controlled, the Provincial People's Council considered the proposal of the Provincial People's Committee to pass a resolution stipulating the price of SARS-CoV-2 testing services not covered by the Health Insurance Fund for organizations and individuals who need testing at State medical examination and treatment facilities in the province. This resolution has created a legal corridor for medical facilities, meeting the urgent needs of the people, contributing to the basic successful control of the Covid-19 epidemic in the province by the end of 2022.

The thematic sessions of the Provincial People's Council in 2022 also promptly passed many resolutions stipulating principles, criteria, and norms for the plan to mobilize, allocate, and integrate resources to implement the National Target Program with state budget capital for implementation in the province. Following the thematic session - the 9th Session, the Provincial People's Council issued a resolution on the plan for investment capital to develop the central budget to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2025 and 2022 according to Resolution No. 88 of the National Assembly and Decision No. 1719 of the Prime Minister on socio-economic development policies in ethnic minority areas.

In particular, a series of resolutions on investment policies and adjustments to investment policies for works and projects; policies on land recovery and conversion for the implementation of works and projects were considered and approved by the Provincial People's Council, meeting the requirements of the Provincial People's Committee's direction and management in attracting investment; removing difficulties and obstacles in capital sources, promoting the implementation of works and projects, and accelerating the disbursement of investment capital in the province.

The organization of thematic meetings of the Provincial People's Council was affirmed by Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee at the regular meeting at the end of 2022, contributing to solving many urgent and urgent issues from practice related to the tasks of socio-economic development, ensuring national defense - security, and foreign affairs of the province.

In addition to organizing thematic meetings, Comrade Chu Duc Thai - Standing Member, Head of the Culture - Social Committee of the Provincial People's Council said that the Standing Committee and Committees of the Provincial People's Council always accompany the Provincial People's Committee and the branches from suggesting proposals to build resolutions, through monitoring activities, listening to the thoughts, recommendations and reflections of voters, the Provincial People's Council realizes the need to issue resolutions to resolve; at the same time, being proactive right from the construction stage, surveying the reality and conducting examinations so that the promulgated policies ensure a legal basis and are suitable for reality, contributing to quickly bringing the resolution into life.

Solve many pressing problems from practice

In 2022, many activities of the Provincial People's Council also demonstrated the solidarity with all levels and sectors in solving and removing difficulties and pressing issues in social life. Activities of meeting voters, receiving citizens, receiving petitions, reflections and recommendations from voters and people have also been innovated with the spirit of fully and promptly receiving all opinions of voters and people in the province, instead of waiting until the voter contact period to receive them. Thereby, helping all levels and sectors to immediately deal with urgent people's issues.

To continue to affirm its role in accompanying the province in solving difficulties and obstacles, in 2023, the Provincial People's Council will continue to innovate its activities, joining with all levels and sectors in handling problems and difficulties through the activities of the People's Council, the Standing Committee and the People's Council committees, groups and delegates of the Provincial People's Council. In particular, focusing on urging all levels and sectors to seriously and effectively implement the recommendations and proposals of the Provincial People's Council; paying attention to a number of areas related to compliance with the law on environmental protection; administrative reform; implementation of mechanisms and policies on investment in socio-economic development issued by the Provincial People's Council...; contributing to promoting the drastic, synchronous and effective implementation of programs, projects and plans to implement the Resolution of the 19th Provincial Party Congress, the Resolution of the 13th National Party Congress and the 5-year socio-economic development plan for the period 2021 - 2025 in the province.
