Innovation in implementing short-term social insurance regime

(Baonghean.vn) - Recently, the provincial Social Insurance has piloted electronic transactions for procedures to resolve short-term social insurance benefits. This is a remarkable innovation of the social insurance sector in the administrative reform process, creating convenience for employees and employers.

Ms. Ngo Thi Duyen - a worker at Hoang Thi Loan Textile Joint Stock Company, has just finished her maternity leave not long ago. Carrying the happiness of giving birth to her second healthy and plump child, returning to work, Ms. Duyen was even happier when the staff of the company's Organization and Administration Department informed her that she would receive her maternity allowance. She expressed surprise when this amount of money "arrived" earlier than expected, because with her first child, it took her about 6 months after giving birth to receive it.

“The officer in charge of the regime explained that the company has just applied electronic transactions to resolve maternity, sick leave, and health recovery benefits. Thanks to that, the processing time has been shortened, and as an employee, I feel very excited to enjoy this convenience,” said Ms. Duyen.

With nearly 1,000 employees, Hoang Thi Loan Textile Joint Stock Company has beneficiaries of short-term social insurance benefits almost every month. Mr. Pham Van Quyen - Head of the company's Organization and Administration Department affirmed the convenience, time and cost savings and high accuracy in the process of implementing electronic transactions to resolve benefits for employees. Mr. Quyen said that recently, the company has closely coordinated with the provincial Social Insurance to implement electronic transactions, bringing many benefits to employees.

According to statistics from the provincial Social Insurance, from the end of May 2018 to the beginning of August 2018, Hoang Thi Loan Textile Joint Stock Company resolved short-term social insurance benefits for 82 sick, maternity, and recuperation patients through electronic transactions, ensuring speed and accuracy.

Along with Hoang Thi Loan Textile Joint Stock Company, the other two pilot units are Haivina Kim Lien Company Limited and the Provincial Post Office, the implementation results have had positive feedback.

At Haivina Kim Lien Company Limited, in addition to recognizing the speed and convenience of the electronic transaction system, the staff in charge also highly appreciated that this system is like a compact data library, with just one click, all information related to the process of participating in and enjoying social insurance benefits of employees is displayed.

The most impressive thing is the accuracy and transparency in management, because when entering data, if there is even one mistake in the information, the system will immediately report an error. The process of coordination with the provincial Social Insurance is also highly appreciated by businesses for its speed and science. Accordingly, just a few hours after sending data, if there is an error, the business will receive feedback from the Social Insurance Regime Department with specific instructions on how to resolve it; at the same time, there will be an email with an appointment date to return the results.

Haivina Kim Lien is a company with thousands of employees, most of whom are female, so every month, the number of people needing to resolve sick leave, maternity leave, and health recovery leave is very large. In less than 3 months of implementing electronic transactions, the company has resolved short-term benefits for 411 people.

Similarly, at the Provincial Post Office, the leaders and employees of the unit also welcomed the application of electronic transactions in resolving short-term social insurance regimes. In fact, electronic transactions in general have become familiar to all staff of the Provincial Post Office due to the nature of its operations in the information sector.

The provincial Post Office leader said that in the past, when implementing the regime for employees, the responsible officer had to go directly to the provincial Social Insurance headquarters, bringing a lot of paper documents to meet administrative procedures, but now the time and effort have been shortened when only needing to sit in place and operate on the software. The progress in administrative reform is also clearly shown in the reduction of paper document storage, not taking much time when needing to retrieve information.

For the provincial Social Insurance agency, the implementation of electronic transactions brings many practical benefits. Accordingly, this software has contributed to completing the toolkit to support the reconciliation of maternity and childbirth benefit records through the Health Insurance Appraisal data system, facilitating the inspection, control, and prevention of incorrect declaration of the child's date of birth and benefit taking advantage of the regime.

In addition, the time to resolve short-term social insurance regimes is much faster than before because officers do not have to edit or copy data manually. However, the implementation process still has certain limitations. For example, for sick child regime records, it is not possible to reconcile on the health insurance appraisal portal because there is no regulation on declaring the child's health insurance card code, and currently the software can only reconcile the employee's health insurance card code; In the case of outpatient treatment, it is also not possible to control because the health insurance appraisal database system only shows information on the start date of leave, not information on the last day of leave for treatment...

Based on the advantages and limitations in the pilot implementation process, Mr. Nguyen Quang Quyet - Head of the Regime Department, Provincial Social Insurance said that the Social Insurance Regime Department proposed to implement the implementation in the whole province for units that have been using the GDĐT declaration system, starting from July 10, 2018 for short-term social insurance regimes.

To implement all short-term social insurance regimes in electronic transactions and strictly control the social insurance fund, the provincial Social Insurance also recommends that the Ministry of Health direct the Department of Health and medical examination and treatment facilities to fully enter medical examination and treatment data recorded on records and documents on vouchers according to the instructions in Circular 56/2017/TT-BYT into the national health insurance appraisal information portal, according to the unified data format of Vietnam Social Insurance for implementation./.
