Innovation and improvement of the quality of scientific research (*)

Chairman of the Provincial People's Committee Nguyen Xuan Duong delivered a speech at the announcement ceremony.

Nghe An is the largest province in the country in terms of area, with a population of over 3 million people. It is a cultural, educational, training, and scientific-technological center of the North Central region; by 2020, it had basically become a relatively prosperous province in the country, in accordance with Resolution No. 26 of the Politburo.

In recent years, Nghe An's socio-economic situation has seen many positive changes, with over 11,000 businesses currently operating and approximately 1,000 new businesses established each year. Therefore, the demand for financial, accounting, technical, agricultural, forestry, and fisheries personnel, as well as the need for university-level human resource training to serve the socio-economic development, national defense, and security goals of the province, the North Central provinces, and neighboring Laos, is very high.

Arising from practical needs; implementing Resolution No. 17 of the Provincial Party Congress on upgrading Nghe An College of Economics and Technology to a university; with the assistance of the Ministry of Education and Training, central ministries and agencies, and the efforts of the Board of Directors and faculty; Nghe An College of Economics and Technology has invested in building facilities, teaching equipment, and a team of lecturers to ensure the conditions for university-level training are met according to regulations.

On January 27, 2014, the Prime Minister issued Decision No. 205/QD-TTg establishing the Nghe An University of Economics, a school with a 54-year history of development and more than 10 merged member schools. Thus, from now on, Nghe An province has another university with the function of training economic and agricultural-forestry technical personnel. The establishment of the Nghe An University of Economics, along with the existing system of 5 universities, 10 colleges, and 15 vocational schools in the province, has contributed to fulfilling the aspirations and desires of the Party Committee, the people, and students of the province, aiming to create a high-quality workforce to meet the needs of industrialization and modernization of the country. Nghe An has gradually become a center of culture, education, training, science, and technology in the North Central region.

Effectively implementing Resolution No. 29 of the 11th Central Committee of the Communist Party of Vietnam on "Fundamental and comprehensive reform of education and training to meet the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration," with the goal for higher education being: "Training high-level human resources, nurturing talents, developing the qualities and abilities of self-learning and self-enrichment of creative knowledge of learners... Diversifying training institutions to suit the needs of technological development and various fields and professions." This is a very favorable opportunity, but also a great challenge for the leadership, faculty, and staff of the university as it enters the university level.

To strive towards building Nghe An University of Economics into a center for education, scientific research, application and technology transfer, and training high-quality human resources to serve socio-economic development, I believe you still have much work to do. First and foremost, I propose that the university continue to implement the tasks outlined in the Ministry of Education and Training's guidelines, develop a specific plan to improve the capacity and qualifications of management staff and lecturers; innovate and enhance the quality of scientific research; continue to invest in building, consolidating, and strengthening infrastructure and teaching equipment to meet the requirements of a university in the era of integration; and complete the necessary conditions to promptly submit to the Ministry of Education and Training proposals for opening undergraduate training programs in the 2014-2015 academic year. This is especially important for faculties and departments related to socio-economic research and development in Nghe An province and the North Central region, which are in need. Connecting schools with real-world issues facing the local community and the country.

On the part of the province, we will create all favorable conditions for the school to build and develop. I also propose that departments, agencies, mass organizations, and businesses closely cooperate with Nghe An University of Economics to effectively achieve the set goals, initially coordinating to effectively carry out student recruitment and training in the 2014-2015 academic year...
