Hubei Province (China) replaced the Provincial Party Secretary and made Zhangluan District the first place in the province to implement "wartime" style resident management.

According to the latest decision of the Central Committee of the Communist Party of China, the Mayor of Shanghai will assume the position of Secretary of the Hubei Provincial Party Committee. Meanwhile, Zhangluan District, Shiyan City of this province officially implemented "wartime" management from 24:00 on February 12, to thoroughly prevent the spread of the Covid-19 epidemic.

According to the latest decision of the Central Committee of the Communist Party of China, Mr. Ying Yong, Mayor of Shanghai, will replace Mr. Jiang Chaoliang as Secretary of the Hubei Provincial Party Committee.

Mr. Ying Yong, born in 1957, is from Zhejiang. He was transferred to Shanghai in late 2007 as Secretary of the Party Committee of the Shanghai Higher People's Court. He became Secretary of the Shanghai Municipal Party Committee in January 2017.

The decision to change personnel was made in the context of the new infections in this epidemic province increasing suddenly by nearly 10 times in just 1 day, after clinically diagnosed cases were included in the statistics of infected people.

Meanwhile, according to the latest announcement from Zhangluan District, Shiyan City, Hubei Province, the district will implement "wartime" residential management. The probation period will be in a 14-day cycle, after which a decision will be made on whether to continue or not based on the epidemic situation. This is the first area in China to implement wartime management since the beginning of the epidemic.

According to this announcement, all buildings will be completely locked down, except for medical staff, medical supply staff, epidemic prevention officials, staff serving basic needs, such as electricity, water, gas, food supply..., all other subjects are not allowed to enter or exit the building. Vehicles, except for vehicles serving epidemic prevention work, ambulances, fire trucks, police... are also not allowed to enter or exit residential areas. All daily necessities of the people will be provided by the District Committee and residential areas at a certain time frame with predetermined types and prices. Even urgent medicine will be purchased by a service.

In addition, buildings and residential areas will have guards on duty 24/7, any cases that do not comply with regulations will be stopped. Any acts of intentionally breaking into or crossing the border or isolation line will be arrested.

The strongest and most stringent management measures will be implemented under the "wartime" supervision of the village and residential area authorities. All cadres, party members and residents must unconditionally submit to the leadership and management of the local authorities.

The announcement explains that these are "extraordinary" measures in an "extraordinary" period that cannot be avoided, in order to thoroughly prevent the spread of Covid-19 in the community./.
