Tax policy dialogue - an important solution to support businesses
(Baonghean) - Dialogues between businesses and tax authorities are always lively with many opinions being raised by businesses. Through recording the dialogue sessions, it can be seen that many tax problems with businesses have been resolved.
Recently, the Provincial Tax Department organized a dialogue with enterprises managed by the Tax Department to disseminate and provide detailed instructions to enterprises on new tax policies that have come into effect and to discuss and resolve problems arising in the implementation of tax policies. Nearly 800 enterprises participated in this dialogue. According to the Provincial Tax Department, this is one of the dialogues with the largest number of enterprises participating. Each enterprise operates in a different field, so the questions raised by enterprises are not the same, requiring tax officers to have a firm grasp of State documents and regulations in order to answer quickly and explain satisfactorily.
During the dialogue, there were many questions from businesses about issues that taxpayers have been concerned about recently, such as: Policies on corporate income tax incentives; policies on value added tax; resource tax, tax refunds, agricultural land rental tax for farms... and difficulties in the process of implementing electronic invoice services.
A representative of Ha Huy Construction Joint Stock Company shared: “As a construction company, the construction warranty amount is quite large, affecting the implementation of the State's tax. Therefore, coming to this direct dialogue, we would like to ask whether the enterprise can extend the tax for the construction warranty amount? The Provincial Tax Department responded according to regulations, and at the same time instructed the enterprise to send the question in writing so that the Tax Department is responsible for sending it to the General Department of Taxation. Therefore, the company will soon prepare a document to send, with the hope of removing difficulties for the enterprise."

Participating in a dialogue with the Tax Department, a company producing and trading animal feed, located in the Southeast Economic Zone, asked: If the company rents agricultural land in districts inside and outside the province to build chicken and pig farms, will it be eligible for corporate income tax exemption or reduction? In response to this question, the leaders of the Provincial Tax Department advised and guided the company to complete the necessary documents and procedures... to enjoy tax incentives.
At the dialogue, the use of electronic invoices was of interest to businesses. In addition to the discussion at the dialogue, the Tax Department also arranges staff to provide daily consultation to businesses, thereby promptly resolving difficulties and problems in the implementation of tax laws, as well as in production and business, bringing many benefits to both businesses and the Tax Department, contributing to promoting the economic development of the province.

Mr. Ha Le Dung - Deputy Director of the Provincial Tax Department said: With the viewpoint of dialogue to accompany, exchange, remove and share difficulties and problems for taxpayers, the Tax Department has made efforts to actively participate in creating the most favorable environment to help businesses and taxpayers feel secure to stabilize production and business. Every year, in addition to 2 direct dialogues with businesses organized by the Provincial Tax Department and 1 time/quarter for tax branches, the Tax sector also has other dialogue methods such as: Documents, telephone, direct dialogue at the Tax sector... Thereby, the Provincial Tax Department will combine with training and guidance on new tax policies. The dialogue is also innovated, not general but will go into each specific field of taxpayers, thereby resolving problems in the most timely manner, bringing efficiency to both businesses and the Tax sector in performing assigned tasks.
