On the afternoon of September 11, in Nghe An, the Department of Geology and Minerals (Ministry of Agriculture and Environment) and the Department of Agriculture and Environment of Nghe An jointly organized a conference to discuss and answer questions surrounding the implementation of the Law on Geology and Minerals in 2024.
Representatives of the Department of Geology and Minerals (Ministry of Agriculture and Environment) and leaders of the Department of Agriculture and Environment of Nghe An co-chaired the conference.
Also attending were representatives of the Office of the National Reserves Assessment Council, the North Central Geological Federation, departments, branches, the Association of Small and Medium Enterprises in Quy Hop and nearly 300 enterprises and mine executives in the province.

At the beginning of the conference, the representative of the Minerals Department, Nghe An Department of Agriculture and Environment emphasized that Nghe An province continues to organize dialogues and exchanges on related issues in the process of implementing the Law on Geology and Minerals 2024 with businesses because there are many new regulations and arising problems. The most prominent is the regulation on classifying mineral groups to decentralize to the Provincial People's Committee or the Ministry for licensing; shortening the licensing period and limiting the issuance of new licenses....

In addition, due to the regulations of the Law on Geology and Minerals and the decrees guiding its implementation, in Nghe An, there is a situation where processed products and products from mineral mines licensed by the Provincial People's Committee are difficult to export and do not enjoy preferential tax rates on export support from the State; it is not clear whether the mines are located in areas bordering two provinces or are licensed by the province or the Ministry...

In addition, the 2024 Law on Geology and Minerals and its implementing documents provide many new, stricter regulations on licensing conditions for geological and mineral exploration and exploitation; at the same time, a number of prohibitions in the field of mineral exploitation are added.

Next, at the conference, representatives of the Department of Geology and Minerals answered questions about regulations on shortening the licensing time; limiting the issuance of new licenses for sand and gravel mining; regulations on policies and mechanisms to encourage businesses to invest in deep processing, limiting the export of raw minerals; reporting and exchange procedures between localities and the Ministry when discovering mineral resources...

Based on the licensing period and progress of each project, the representative of the Department of Geology and Minerals also recommended that after being licensed for exploration and exploitation, enterprises need to arrange resources and select technology to exploit mineral resources in accordance with regulations.

Regarding newly arising problems as well as to effectively implement this Law in the coming time, the Department of Geology and Minerals as well as the Ministry of Agriculture and Environment said they will accompany and support the province to remove difficulties for businesses...
It is expected that tomorrow (September 12), the Department of Agriculture and Environment will organize a training course on the implementation of the Law on Geology and Minerals 2024 and guiding documents for implementation for about 600 delegates and representatives of the People's Committees of 130 communes and wards in the area./.
