According to current law, exchanging small change for a profit is prohibited and can result in a fine of 40 million VND.

On October 20, 2016, the Ministry of Culture, Sports and Tourism issued Document No. 4237/BVHTTDL-VHCS requesting the Provincial People's Committee to direct local agencies and departments to effectively implement festival activities in 2017. Specifically:

- Absolutely do not allow the situation of exchanging small change for profit during festivals, gambling, begging, superstitious activities, jostling, and robbery.

- Stop festivals with offensive content, inciting violence, causing public outrage.

- Do not organize festivals for commercial purposes, violating regulations on civilized lifestyle.

- Do not sell wild animal meat or violent toys.

- Have a plan to manage donation boxes; arrange forces to promptly collect all types of offerings and oil money that are not placed in the right place; use donation money openly, transparently and for the right purpose. Do not bring foreign mascots or strange artifacts that are not in accordance with Vietnamese customs and traditions into relic sites and worship areas.

Those who violate regulations on currency exchange activities may be subject to administrative penalties according to the provisions of Clause 5, Article 30 of Decree 96/2014/ND-CP dated October 17, 2014, specifically as follows:

- Fine from 20,000,000 to 40,000,000 VND for exchanging money not in accordance with the law.
