Illegal human trafficking subjects caught in the net of the law

(Baonghean.vn) - After a period of monitoring, on April 7, the Investigation Security Department of Nghe An Province Police arrested and urgently searched Pham Duy Tuyen for the act of organizing others to illegally flee abroad.

In Duc Tho town, Duc Tho district (Ha Tinh), almost all the locals here know the couple Pham Duy Tuyen and Nguyen Thi Hanh. Because this couple not only has the "talent" to organize sending others abroad but also mobilizes tens of thousands of foreign currencies to lend at high interest rates.

During the period from 2001 to 2004, Pham Duy Tuyen was present in Nghe An, Hanoi, and even went to the Song Da Hydropower Plant in Hoa Binh Province to "hunt" for people to illegally send abroad. However, many people lost money but could not go, or went to their destination but could not find work, so they returned to Nghe An Provincial Police to report Pham Duy Tuyen's actions.

On November 6, 2006, Pham Duy Tuyen was arrested by the Nghe An Provincial Police Security Investigation Agency for the crime of "Organizing others to illegally flee abroad" and was brought to trial by the Provincial People's Court, sentencing Pham Duy Tuyen to 2 years and 6 months in prison for the above crime. Regarding civil penalties, the court also sentenced Pham Duy Tuyen to compensate the victims a total cash amount of over 665,000,000 VND.

After serving his prison sentence, Tuyen returned to his hometown and continued to raise foreign currency with his wife to lend money at high interest rates. At its peak in 2010, Tuyen and Hanh raised tens of thousands of dollars from local people and then lent money at exorbitant interest rates.

After earning a large sum of money, building a big house, and buying all the expensive amenities, Tuyen returned to the "profession" of organizing people to go abroad illegally. With his experience, in a short time, Pham Duy Tuyen received tens of thousands of USD from victims in Ha Tinh, Nghe An provinces, and Hanoi to organize people to work illegally in Eastern European countries such as the UK and the Federal Republic of Germany. Tuyen took most of the victims through tourist tours.

From the above signs of Pham Duy Tuyen's law violations, the Nghe An Provincial Police Investigation Security Agency sent a working group of experienced investigators to Ha Tinh province, Hanoi city, and districts, cities and towns in Nghe An province to investigate and collect documents.

After collecting all the evidence and documents, as well as the complaints of the victims, the Security Agency decided to urgently arrest and search Pham Duy Tuyen for the act of organizing the illegal sending of others abroad.

However, when investigators arrived at the high-rise house of Tuyen and his wife in Block 5, Duc Tho town, Tuyen's wife claimed that the couple had divorced and that the house belonged to her. To prove her statement, Ms. Hanh also showed Pham Duy Tuyen's residence in another commune.

However, when the working group arrived, it was an abandoned house, overgrown with grass and no one living there. Assuming that Pham Duy Tuyen was still living in the high-rise building next to Ms. Hanh's house in Duc Tho town, the leaders of the Security Investigation Department decided to search the house.

On April 7, a working group of 9 comrades arrived at the high-rise building built next to Ms. Hanh’s house, of which 3 investigators were assigned to conduct a search of the house. After the search, Pham Duy Tuyen was still not found. However, one thing that made the investigators suspicious was that the two houses had connecting doors.

Suspecting that Tuyen had quickly run to the house across the street to hide when being searched by the authorities, the leader of the Investigation Security Department of Nghe An Province Police cleverly approached the room in the house across the street. As expected, when the authorities appeared, they discovered Pham Duy Tuyen was in the room. Knowing that the police had arrested him, Tuyen tried to escape but was promptly stopped by the authorities. Immediately after that, the emergency arrest warrant for Pham Duy Tuyen was executed.

The Investigation Security Agency and the Provincial People's Procuracy opened the seal of the case evidence in the presence of suspect Tuyên.

Searching the high-rise building, the Security Investigation Force seized 9,000 pounds (equivalent to 280 million VND) and many types of documents related to the case of organizing others to go abroad illegally. According to the Security Investigation Force, by the above sophisticated and deceitful tricks, the subject Pham Duy Tuyen has repeatedly escaped the emergency arrest warrant for the act of organizing others to go abroad illegally by the police of some localities.

At the Security Investigation Agency, through investigation, up to now, Tuyen has confessed to having received nearly one hundred thousand USD from victims in Ha Tinh, Nghe An, and Hanoi. Recently, the Security Investigation Agency decided to temporarily detain Pham Duy Tuyen for the act of "Organizing the illegal sending of others abroad" to continue expanding the investigation.
