Eligible students for tuition fee exemption under the new regulations.
The Ministry of Education and Training has announced a draft joint circular guiding the implementation of some provisions of the new decree regulating tuition fee exemptions and reductions, and support for learning costs.
Those who are exempt from tuition fees
According to the draft, students in public primary schools are exempt from paying tuition fees.
Students enrolled in full-time teacher training programs at public vocational and higher education institutions, according to state-assigned training quotas.
Students pursue specialized fields of study that meet the requirements of socio-economic development, national defense, and security as stipulated in the Law on Higher Education. The list of specialized fields of study is prescribed by the Ministry of Education and Training in accordance with the actual conditions of each period.
Those eligible for tuition fee exemption include: People who have rendered meritorious services to the revolution and their relatives, specifically:
Heroes of the People's Armed Forces; Wounded soldiers, those receiving benefits similar to wounded soldiers; Sick soldiers;
Children of revolutionary activists before January 1, 1945; children of revolutionary activists from January 1, 1945 to the August 1945 uprising; children of Heroes of the People's Armed Forces; children of Labor Heroes during the resistance war; children of martyrs; children of wounded soldiers and those receiving benefits similar to wounded soldiers; children of sick soldiers; children of resistance fighters exposed to chemical toxins.

Children attending kindergarten and students with disabilities who belong to near-poor households as defined by the Prime Minister are eligible. The criteria for near-poor households are implemented according to the regulations approved by the Prime Minister for each period.
Preschool children and students under 16 years of age who lack a source of support as stipulated in Decree No. 136/2013/ND-CP regulating social assistance policies for social protection beneficiaries. Specifically: abandoned children who have not yet been adopted; orphans who have lost both parents;
Orphaned by one parent and the other parent is missing according to the law; orphaned by one parent and the other parent is receiving care and support at a social welfare institution or social housing facility;
Orphaned by one parent, and the remaining parent is serving a prison sentence or undergoing administrative disciplinary action at a reformatory, compulsory education facility, or compulsory drug rehabilitation center;
Both parents are legally missing; both parents are receiving care and support at a social welfare institution or social housing facility;
Both parents are currently serving prison sentences in correctional facilities or are serving administrative penalties at reformatories, compulsory education institutions, or compulsory drug rehabilitation centers;
One parent is missing according to the law, and the other parent receives care and support at a social welfare institution or social housing facility;
One parent is missing according to the law, and the other parent is serving a prison sentence in a correctional facility or is serving a sentence for an administrative violation at a reformatory, compulsory education facility, or compulsory drug rehabilitation center;
One parent is receiving care and support at a social welfare institution or social housing facility, while the other parent is serving a prison sentence or is serving a sentence for an administrative violation at a reformatory, compulsory education institution, or compulsory drug rehabilitation center.
Individuals aged 16 to 22 who fall under one of the categories mentioned in point c above and are currently studying in high school, vocational school, professional secondary school, college, or university for their first degree.
Children attending kindergarten and primary/secondary school whose parents are classified as poor households according to the regulations of the Prime Minister. The poverty line is implemented according to the regulations approved by the Prime Minister for each period.
Kindergarten and primary school children are the children of non-commissioned officers and soldiers serving a fixed term in the People's Armed Forces.
Students enrolled in government-sponsored programs (including students enrolled in vocational training programs with boarding facilities lasting 3 months or more).
Students of ethnic minority boarding schools, pre-university schools, and pre-university departments.
Students studying at vocational and higher education institutions who are ethnic minorities from poor and near-poor households are eligible. The criteria for poor and near-poor households are implemented according to regulations approved by the Prime Minister for each period.
Students major in Marxism-Leninism and Ho Chi Minh Thought.
Students and trainees studying one of the following specialties: Tuberculosis, Leprosy, Psychiatry, Forensic Examination, Forensic Psychiatry, and Pathology at public medical training institutions, according to the State's training quotas.
There are very few ethnic minority students in areas with difficult or extremely difficult socio-economic conditions.
College and university students, graduate students, and doctoral candidates studying disciplines within the field of atomic energy.
Those who have graduated from lower secondary school can continue their studies at the intermediate level. Students at intermediate and college levels can pursue vocational training in fields that are difficult to recruit for but are in demand by society, according to the list determined by the head of the central state management agency for vocational education.
Students pursuing specialized professional fields meet the requirements of socio-economic development, national defense, and security as stipulated in the Law on Vocational Education. The Ministry of Labour, Invalids and Social Affairs issues a list of specialized professional fields according to its assigned functions and tasks.
Eligible students for tuition fee reduction
The following groups are eligible for a 70% tuition fee reduction: Students studying traditional and specialized arts in public and private cultural and arts schools, including: performers of traditional folk opera, Hue traditional music, Southern Vietnamese folk music, stage actors, folk performance artists, Ca Tru singing artists, Bai Choi singing artists, and traditional musical instrument performers;
Students majoring in court music, Cheo, Tuong, Cai Luong, dance, and circus arts; and those studying strenuous, hazardous, or dangerous occupations in vocational education.
Kindergarten children and students from ethnic minority groups (excluding very small ethnic minority groups) in areas with particularly difficult socio-economic conditions as defined by competent authorities.
Those eligible for a 50% tuition fee reduction include: Kindergarten children and students whose father or mother is a civil servant or employee and has suffered a work-related accident or contracted an occupational disease and is receiving regular benefits;
Children attending kindergarten and primary/secondary school whose parents belong to near-poor households as defined by the Prime Minister. The criteria for near-poor households are implemented according to the regulations approved by the Prime Minister for each period.
Eligible individuals for tuition fee support
Orphaned children attending kindergarten and primary/secondary school, or those with disabilities, who belong to poor or near-poor households as defined by the Prime Minister. The criteria for poor and near-poor households are implemented according to the regulations approved by the Prime Minister for each period.
Children attending kindergarten and primary/secondary school whose parents are classified as poor households according to the regulations of the Prime Minister. The poverty line is implemented according to the regulations approved by the Prime Minister for each period./.
