Land consolidation and plot exchange associated with field re-planning

(Baonghean.vn) - Continuing the working trip in Nghe An, on the afternoon of September 23, comrade Cao Duc Phat - Member of the Party Central Committee, Deputy Head of the Central Economic Commission and the working delegation worked with the Standing Committee of the Provincial Party Committee on policies and solutions to promote land accumulation and concentration in the process of agricultural and rural industrialization.

After the 11th Central Committee issued Resolution No. 19-NQ/TW dated October 31, 2012 on "Continuing to innovate land policies and laws during the period of comprehensively promoting the renovation process, creating a foundation for our country to become an industrialized country in a modern direction by 2020", the Provincial Party Standing Committee has led and directed Party committees at all levels, Party executive committees and organizations to do a good job of propagating, disseminating and thoroughly understanding the content of the resolution.

Nghe An has a total agricultural land area of ​​more than 1,464,697 hectares, of which agricultural land is more than 304,000 hectares and non-agricultural land is more than 129,000 hectares.

Comrade Cao Duc Phat spoke, acknowledging the effectiveness of land accumulation work in Nghe An in recent years.

By the end of 2015, 313/313 communes in the province that were capable of land consolidation had completed land consolidation in the field. After land consolidation, each household had an average of 2.3 plots left. The public land area has been arranged into concentrated areas.

After more than 3 years of implementation, the whole province has built over 720 effective production models and 62 large-scale field models. The number of agricultural machinery has increased to 7,639 machines. Land consolidation in localities has been associated with re-planning of fields, traffic systems, internal irrigation and conversion of crop and livestock structures. In the period 2011 - 2015, total budget revenue from land reached over 6 trillion VND.

From 2014 to present, in the whole province, the State has allocated and leased land to 598 cases, with an area of ​​4,425 hectares.

In the period of 2011 - 2015, Nghe An attracted 91 investment projects in economic zones and industrial parks, including 6 FDI projects. Industrial parks located in the Southeast Economic Zone have many large projects, implemented quickly, attracting many workers, such as: Hoa Sen Steel Factory, Vissai Seaport, complex of industrial park projects, urban areas and VIP services...

Agricultural mechanization after land conversion in Nghe An.

To date, the province has over 3,000 cooperatives, small-scale industrial production, and animal husbandry, attracting over 37,000 workers. There are nearly 700 cooperatives, attracting 270,000 cooperative members. However, most of the cooperatives are currently facing difficulties in capital and limited management skills.

After conducting field research in some localities and listening to reports from the Provincial People's Committee and localities on policies and solutions to promote land accumulation and concentration in the process of agricultural and rural industrialization in the province, comrade Cao Duc Phat highly appreciated the land accumulation of Nghe An in recent years, which has brought high economic efficiency to farm owners, households and businesses.

He emphasized that in order to turn agricultural production into a large-scale commodity, there must be linkages through cooperatives and enterprises. To do that, it is necessary to do a good job of land accumulation, creating conditions for people and enterprises to invest in production. In the coming time, localities need to have solutions to support people in the work of confirming, converting, leasing, and transferring agricultural land.

Comrade Nguyen Dac Vinh accepted the instructions of Comrade Cao Duc Phat; at the same time, directed the sectors and localities to continue to do well the work of land accumulation and land transfer in the coming time.
