(Baonghean) - The results of implementing Directive 08-CT/TU on mobilizing farmers to consolidate and exchange plots have confirmed that this is a correct policy towards commodity production, strongly promoting the mechanization process in agricultural production. However, the problem of converting crop structure and improving efficiency per unit area is a difficult problem for localities...

Control models

In Cam Son commune (Anh Son), after land consolidation and plot exchange, the area for growing crops was nearly 50 hectares, corn was 130 hectares, and rice was over 90 hectares, helping local people specialize in production and reduce labor.

Farmer Tran Van Ninh's family in Hamlet 4 - Hoi Lam, Cam Son Commune previously had 6 sao of production land divided into 4 different plots of both alluvial and marginal land. After the conversion, his family's production land area was consolidated into 6 sao on marginal land to grow 4 crops a year, rotating with varieties of squash, pumpkin, watermelon, beans, cabbage, etc. At this time, his family, like many other households, is entering the squash harvest season.

Mr. Ninh said: “Before the land conversion, due to fragmented production, there were no conditions for intensive investment, so the production value was low, with profits of only about 20 - 30 million VND. After the conversion, with the same 6 sao, the profit was about 80 million VND.”

In the alluvial land, Cam Son people have grown corn and since the winter crop of 2015, they have cooperated to sell to the factory for animal feed, bringing quite good economic efficiency. Currently, Cam Son commune is planning to convert part of the alluvial land to grow sugarcane. "After accounting, we see that growing sugarcane will bring higher income than growing corn. Therefore, we are working with Song Lam Sugar Factory to have a plan to invest in input and guarantee output for the product to convert 50/130 hectares to grow sugarcane", said Mr. Nguyen Van Thang - Vice Chairman of Cam Son Commune People's Committee.

In the province, many communes such as Luu Son (Do Luong), Nam Anh (Nam Dan), Thanh Lien (Thanh Chuong)... have boldly converted some areas to grow vegetables, and the results have also confirmed that the economic value is 2-3 times higher than growing rice.

For example, Thanh Lien commune, a typical commune of Thanh Chuong in implementing land consolidation, plot exchange and crop conversion, has re-planned the fields according to the motto "each land has its own tree" into 4 areas: the area for growing typical fruit trees such as Dien grapefruit and Thanh Long trees; commercial vegetables and the area for raising fish and rice... In the commune's alluvial land alone, 40 hectares of land have been set aside for growing vegetables, beans, squash... However, the current difficulty of Thanh Lien commune, according to Mr. Phan Ba Ngoc - Chairman of the Commune People's Committee, is the problem of product consumption: "Thanh Lien commune has planned 40 hectares for growing vegetables, but has not used up the entire area because the output is not guaranteed.

Vườn bưởi của bác Nguyễn Thị Loan, khối Trung Nghĩa, phường Quang Tiến (TX. Thái Hòa)cho hiệu quả cao.
Mrs. Nguyen Thi Loan's grapefruit garden in Trung Nghia block, Quang Tien ward (Thai Hoa town) is highly effective.

If other communes in the region also grow vegetables in a concentrated manner like us, then the output for the products will certainly be extremely difficult." Commune Chairman Phan Ba Ngoc further proposed: "There needs to be a more macro-level regulatory planning for each commune and each region in shifting the structure of crops and livestock based on reviewing terrain, land conditions and market factors."

Up to now, from the results of land consolidation and field exchange, the whole province has built over 720 effective production models such as: Safe vegetable production, rice, corn, peanuts, watermelon, cucumber, squash, banana, fresh flowers, sweet potatoes, cassava, papaya, gac fruit, chili for export, sugar cane, fish - rice, green asparagus, pig, cow, goat, chicken farming,... with high productivity and quality, increasing the competitiveness of agricultural products in the market, improving production efficiency, increasing income for farmers.

In addition, by the end of 2015, localities had implemented 62 large-scale field models. According to calculations, in terms of productivity and output, the models basically achieved an increase of 10-15% compared to the general level. The income value per unit area increased, reaching an average of over 100 million VND/ha/year, contributing to increasing income for people, farmers have higher income of 10-15% compared to normal production...

For the "large-scale field" model, a production practice with proper and sufficient investment according to advanced technical processes in agricultural production has been formed; at the same time, a sustainable link between the "4 houses" has been created, affirming the sustainability of the model, creating conditions and premises for land accumulation in the future. On the other hand, the implementation of land consolidation and plot exchange has created large, concentrated fields, and synchronized infrastructure for intra-field production such as intra-field roads, canals, etc., which has promoted organizations, households, and individuals to pay attention to investing in mechanized production; the number of machines serving agricultural production has increased rapidly over the years, initially liberating human labor in heavy stages, ensuring the right season, saving time and costs, and shortening seasonal production time for people. In particular, the level of mechanization in rice reached the highest level, especially in the stages of land preparation, harvesting, and transportation.

After land consolidation in Trang Son commune (Do Luong), only a few areas of low-yield rice cultivation have been converted to livestock and fish farms.
By the end of 2015, after implementing land consolidation and plot exchange, the whole province had tens of thousands of agricultural machines of all kinds; production stages were rapidly mechanized such as land preparation reaching over 88%, transportation 92%, rice harvesting 60%...

Difficult to solve the "output" problem

In fact, after the success of the "field revolution", most communes in the province are confused and struggling with what crops to convert to new fields after land consolidation and plot exchange to ensure stable output and increase the value per unit area. For example, in Trang Son commune, the locality that converted the best land in Do Luong district, after land consolidation and plot exchange, only about 25 hectares of ineffective land were converted to bidding for fish farms and pig farms, while other types of land still regularly produce two rice crops a year.

Chairman of Trang Son Commune People's Committee, Le Dinh Thong shared: "The commune has also planned an additional 2-hectare safe vegetable production area in hamlet 13, but has not yet implemented it because it is uncertain about the market, as well as the implementation method. As for other areas besides traditional rice, the commune has not yet developed a plan or plan to convert to improve economic efficiency per unit area."

Determining the goal of the new rural construction program is to improve the material and spiritual life of farmers, making the face of the countryside constantly change, Phuc Son commune (Anh Son) has focused on directing the transformation of the agricultural economic structure, reorganizing production in a modern direction.

Implementing the land consolidation and plot exchange, this locality has 25 villages and hamlets, of which 9 are remote and isolated, with complex terrain and scattered fields, making it difficult to implement land consolidation and plot exchange; therefore, Phuc Son focuses on implementing land consolidation and plot exchange in 16 outlying villages and hamlets with a total area of nearly 200 hectares of agricultural land. After land consolidation and plot exchange, there are a number of effective economic development models such as: fish - rice, squash growing, etc.

Thanh Lien Commune (Thanh Chuong) after conversion has boldly introduced red-fleshed dragon fruit variety for experimental planting on alluvial land.

However, like many other localities, Phuc Son commune is struggling to find a solution to the problem of improving agricultural production efficiency.

Recently, this locality has registered with Anh Son district to build 3 large model fields with corn on an area of over 31 hectares, rice on an area of nearly 60 hectares and vegetables on an area of nearly 9 hectares. Registering to do the model, but the thing that worries and is also the most worrying thing for the leaders of this commune is the output for the products. Vice Chairman of Phuc Son Commune People's Committee - Mr. Luong The Phuong shared: "The district cooperates with the Plant Protection Station to supply seeds for the models, but it is very difficult to consume the products. We have also considered the option of cooperating with Phuc Son Agricultural Service Cooperative, but are concerned about their capacity. The cooperative has been converted according to the Law on Cooperatives in 2012, but has only demonstrated its capacity in providing input services such as water regulation, rice field protection...".

Obviously, the movement of farmers to consolidate and exchange land plots has created a breakthrough and positive step in agricultural production, but there are still some shortcomings and limitations that need to be learned from and solutions must be found.
