Urge the implementation of Decree 67, actively support fishermen
(Baonghean.vn) - On the afternoon of August 26, the People's Committee of Nghe An province held a meeting of the Steering Committee for the implementation of Decree No. 67/2014/ND-CP of the Government on a number of policies for fisheries development toEvaluate past performance and deploy future tasks.
Comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee chaired the meeting. Representatives of leaders of departments, branches, leaders of districts Quynh Luu, Dien Chau, Nghi Loc, Hoang Mai town, Cua Lo town, and the Department of Fisheries.

According to the report of the Department of Agriculture and Rural Development, up to now, the Provincial People's Committee has approved the eligibility for loans for 124 ships, of which 64 ships have been newly built and upgraded (42 ships have credit contracts). Total loan value disbursed: 259/358 billion VND. Debt collection: 1,068 million VND. 29 ships have been put into effective operation, especially with a trip earning over 1 billion VND.
Regarding insurance policies, 72% of fishing vessels have participated in insurance, the remaining vessels are not participating in insurance because their insurance from 2015 has not expired yet.

Representatives of sectors and localities participating in the meeting analyzed existing problems and made recommendations to speed up the implementation of Decree 67. Especially regarding the settlement of procedures, processing of documents, disbursement of capital from banks to ensure the construction of ships or the need for training, technical training, and training for fishermen to effectively use newly built ships.

Representatives of the provincial State Bank and representatives of commercial banks answered questions from district leaders. Regarding the case of 4 ships that were almost completed but had not yet signed a credit contract, representatives of the provincial State Bank said that the reason was that the fishermen had decided to build the ships before the bank approved them. Therefore, the banks could not sign the credit contract or disburse because according to Decree 67, they do not provide loans for financial compensation.

Concluding the conference, comrade Dinh Viet Hong acknowledged the achievements and emphasized a number of tasks and solutions to implement Decree 67 in the coming time. Sectors and localities continue to review and remove names from the list of ship owners who have transferred commercial loans or have no need to build new ships, and add ship owners who are qualified and have a need to build new ships; Organize training courses for captains, chief engineers, and operators of newly built ships.

For the case of 4 ships that were built before the bank approved, the Vice Chairman of the Provincial People's Committee assigned the Department of Agriculture and Rural Development to coordinate with localities and banks to discuss specific solutions in the spirit of supporting people if possible.
