Public units are equipped with a maximum of 3 cars/unit.
The Ministry of Finance has just issued a Circular guiding the implementation of Decision 32/2015/QD-TTg of the Prime Minister stipulating standards, norms and management and use regimes for cars in state agencies, public service units, and single-member LLCs in which the State holds 100% of the charter capital.
Accordingly, from November 30, 2015, the provision of cars for general work for agencies, organizations and units with leadership positions with a position allowance coefficient of 0.7 or higher will be implemented as follows:
Offices of ministries, ministerial-level agencies, government agencies, other central agencies, political organizations, and socio-political organizations are equipped with a maximum of 3 cars/unit.
Departments and equivalent organizations under Ministries, ministerial-level agencies, Government agencies, other central agencies, political organizations, and socio-political organizations are equipped with a maximum of 2 cars/unit.

Other units under Ministries, ministerial-level agencies, Government agencies, other central agencies, political organizations, socio-political organizations (Departments, Committees and equivalent organizations) are equipped with a maximum of 1 car/unit.
Also according to the new guidelines, cars serving general work for the General Department and equivalent organizations (with leadership positions with a position allowance coefficient of 0.7 or higher) are implemented: The General Department Office is equipped with a maximum of 2 cars/1 unit. The Department and equivalent organizations under the General Department are equipped with a maximum of 1 car/1 unit.
Other units under the General Department are equipped with a maximum of 1 car/2 units. In case of an odd number of units, the number of cars equipped is equal to the number of cars according to the norm of the next adjacent units (For example: In case of two units, a maximum of 1 car is equipped; in case of three units, a maximum of 2 cars is equipped; in case of four units, a maximum of 2 cars is equipped; in case of five units, a maximum of 3 cars is equipped).
