(Baonghean) - Implementing Decision No. 08/QD - TTg/2015 of the Prime Minister, from January 18, 2016, Nghe An Social Insurance officially provides free software for all employers to declare social insurance (SI) by electronic transaction. Strive to complete installation for 100% of units by March 31, 2016, 90% of transactions will be done electronically and no paper documents will have to be submitted to the Social Insurance agency.

Previously, large-scale enterprises using a lot of labor such as Nghe Tinh Port Joint Stock Corporation or Hoang Thi Loan Knitting, Trang An Confectionery (Cua Lo Town) every time there were cases of additional declaration or issuance of new Social Insurance books or Health Insurance cards, Unemployment Insurance had to go to the Social Insurance agency to wait, wasting a lot of time without knowing how the settlement process would be afterwards. Now, through electronic transactions, it is much more beneficial. Mr. Bui Kieu Hung - Deputy General Director of Nghe Tinh Port Joint Stock Company started the conversation with us with such an open sharing. Not only that, enterprises like Nghe Tinh Port with nearly 500 employees, the specific nature of their activities is quite diverse, the labor is mainly in the field, illness and accidents are very likely to happen. The transition from direct transactions to electronic transactions has helped the unit a lot. In addition to reducing personnel to focus on other professional work, the Company also knows the progress of insurance file processing, where the problems are to promptly overcome them. Therefore, when there was a policy of declaring and handling social insurance procedures by electronic transactions, the unit's leaders strongly supported and registered immediately.

Ms. Le Thi Thu Phuong - Head of Human Resources Department of 79 Traffic Construction Joint Stock Company said: Previously, the process of making documents and procedures was done by the company's human resources officer. Whenever there was an error, they had to go to the Social Security agency to correct it and wait, which was very time-consuming. Now that the software has been installed, the Company can enter it online into the Social Security agency's system. When there are problems, they will be answered right on the system and processed within 1 session; when the unit requests, the Social Security agency officer will come to guide them very enthusiastically, so it is very convenient.
With the above great utility, not only the units using many labors support but also the districts and towns, where most of the enterprises are small and medium-sized, have actively implemented it. In Cua Lo Town - where most of the enterprises are small and medium-sized, but by March 8, 2016, 169/169 units have completed the registration for electronic transactions, nearly 1 month ahead of the province's general plan. Mr. Nguyen Dinh Ngoc - Director of Cua Lo Social Insurance shared: to get the above results, the unit has been proactive and has had methodical and drastic implementation solutions. From mid-2015, the Town started applying transactions through the postal system for units to get acquainted; then when there is a policy on electronic transactions, the Social Insurance immediately organizes dissemination, assigns staff to train and guide the units; any unit with problems, especially the administrative sector, promptly advises the Town People's Committee to issue documents to urge and remind immediately. Similar to Cua Lo, the People's Committee of Vinh City or Hung Nguyen District, based on the direction of the Provincial People's Committee, promptly issued documents to urge and remind units.
With such synchronous participation, in less than 2 months of implementation, 4,277 units have registered for transactions, reaching 66% of the plan; of which 3,266 units registered for electronic transactions with digital signatures and 1,011 units registered for online transactions.
Not only the specialized departments but also the One-stop Transaction Offices of the Social Insurance Agency also benefit from this transaction. The representative of the One-stop Transaction Office - Provincial Social Insurance said: currently, the Office only receives paper documents sent by post, so the number of people coming to the One-stop department has decreased significantly, reducing inconvenience for the labor-using unit and also reducing pressure on the One-stop department.
Continue to remove shortcomings and obstacles
According to the plan, by March 31, 2016, 100% of the using units will have to complete the registration of electronic transactions and the Social Insurance agency will not accept paper documents. However, as of March 15, the whole province has only achieved 66% of the plan and there are still 34% of units that have not registered, which is not a small pressure. Vinh City, the locality that has deployed the most units with 1,830 units, reaching 84%, but is also the unit that has nearly 700 units that have not been deployed. Mr. Tran Van Huyen - Director of the City Social Insurance said: The City Social Insurance is assigned to manage units that employ less than 100 workers; on average, each day, staff and partner units providing software mobilize about 50 units to register and install. Vinh City strives to complete by March 31, 2016, but there are still many difficulties because the remaining units are private enterprises, very small in scale, so it is very difficult to access. According to Mr. Huyen, although registering for online transactions is free, if using digital signature software the price is not too high (about 500 thousand VND/year), many enterprises still use the excuse of no cost to refuse or are not really enthusiastic about electronic transactions.

Talking to us, representatives of Global Medical Equipment Joint Stock Company in Ha Huy Tap Ward and Nghe An Water Supply and Environment Joint Stock Company in Nghi Phu Commune are two of the units that registered for electronic transactions quite early in Vinh City. Representatives of these units said: being promoted by the Social Insurance about the convenience of electronic transactions, the units were very supportive and registered immediately. However, the characteristic of small businesses is that they do not have people specializing in human resources administration as well as Social Insurance, so they limit the change of forms; when providing new software, they need to be supported by Social Insurance or the software provider partner, and have more specific instructions. In fact, the units have registered but have not used it and have not brought the machine for installation...
In addition, the electronic transaction form software in the field of social insurance in our province still has problems that are not suitable for the type of agricultural service cooperatives. For this reason, about 285 agricultural service cooperatives in Hoang Mai, Hung Nguyen, Yen Thanh... do not have tax codes when registering their business, so they cannot register.
Ms. Tran Thi Ha - Head of the Department of Collection Management, Provincial Social Insurance said: The above problems and shortcomings will be proposed by the Provincial Social Insurance to Vietnam Social Insurance to update and amend in the coming time. Currently, electronic transactions are being implemented in the field of declaring procedures for participating in social insurance, issuing health insurance cards, unemployment insurance, and issuing social insurance books. The process of declaring social insurance procedures electronically promotes the responsibility of employers and instead of pre-checking as before, the Social Insurance agency will strengthen post-checking supervision and inspection. When electronic transactions are applied more widely in the fields of Social Insurance, it will not only help Social Insurance agencies and employers manage their employees better, but also ensure the legitimate and legal rights of employees./.
Electronic transactions have two levels: online transactions (without digital signatures) and electronic transactions using digital signatures. The transaction software is very easy to implement, the unit only needs a computer and an internet connection to apply. For online transactions, the enterprise only needs to register and download the software to the unit's computer or go to the Social Security agency's website to declare directly and send it as a file to the Social Security agency (paper documents sent by post); if the documents are valid, the system will notify immediately and if they are not valid, the system will also notify the unit to edit. The results will be sent by the Social Security via the Post Office, the employer does not have to travel and reduces nearly 150 working hours compared to before.
