(Baonghean.vn) - The Provincial People's Council's monitoring delegation requested the Livestock Breeding Center to actively and proactively implement solutions to create revenue sources and increase income for staff and workers.

Nghe An Livestock Breeding Center is a revenue-generating public service unit under the Department of Agriculture and Rural Development. Currently, the center is assigned 36 staff members with the function of researching, testing, applying and transferring scientific and technological advances in the production and services of breeds and feed for livestock farming in the province. Performing the function of State management of livestock breeds in the province.

The Center is currently providing public services: Organizing and implementing artificial insemination for pigs, buffaloes and cows; maintaining the original breed of livestock and poultry in the province; organizing training and transferring scientific and technological advances to breeders.

On the morning of April 4, the Supervisory Delegation of the Provincial People's Council led by Comrade Thai Thi An Chung - Deputy Head of the Legal Committee of the Provincial People's Council had a working session with the Livestock Breeding Center under the Department of Agriculture and Rural Development on the implementation of the autonomy mechanism in public service units.

However, artificial insemination (AI) of livestock has not yet met all the needs for breed improvement; every year, AI breeding to create new cow breeds meets about 30% of the demand, and pig breeding meets about 40% of the demand.

The livestock information network still has many shortcomings. The work of cattle and buffalo information is mainly carried out in the plains and midlands, while in the difficult mountainous communes and highland districts, the work of livestock information has not been carried out due to people's customs and lack of staff and techniques.

"The service of producing and trading pig semen is very low, so the business of pig semen is mainly a professional task. The center has 10 breeding stations but most of them do not have any income from service business. Therefore, the center's revenue is very difficult" - Mr. Bui Duy Hung - Director of the Livestock Breeding Center reflected.

At the meeting, comrade Thai Thi An Chung requested the Livestock Breeding Center to clarify: the number of units providing livestock breeding services, the market share of the Center, the implementation of self-financing contracts and the autonomy roadmap of the unit?

Responding to the issues of concern to the Supervisory Delegation, Comrade Bui Duy Hung - Director of the Livestock Breeding Center affirmed: Currently, the center is trying to implement and improve the quality of public services, but if following the roadmap until 2020, the unit will find it difficult to ensure regular expenses.

Speaking at the meeting, the representative of the Department of Agriculture and Rural Development said that the Department currently has 25 public service units under its management. Implementing autonomy, the units are implementing partial autonomy in regular expenditures. The representative of the Department of Agriculture and Rural Development reflected: The difficulty of public service units is that there are no specific guiding documents from the province, so the sector and units are still confused in implementation. It is proposed that the province soon establish a Steering Committee and issue specific guiding documents for departments and branches to implement.

Concluding the working session, comrade Thai Thi An Chung - Deputy Head of the Legal Committee of the Provincial People's Council, acknowledged the results of the Livestock Breeding Center in researching and applying scientific and technological advances to upgrade livestock breeds for people, creating conditions to increase income for people.

In addition, the Center proactively develops plans and allocates budgets for livestock breeding stations. Regarding the organization of human resources, the Center develops a project for job positions and arranges appropriate personnel. In terms of financial autonomy, the unit has been proactive in implementing joint ventures, providing services, fulfilling financial obligations, and setting up financial funds.

Comrade Thai Thi An Chung emphasized: In 2017, the Center's self-funded contract was 83 people, which proves that the Center has a new source of income to pay its employees. Therefore, it is recommended that in the coming time, the unit proactively implement solutions to create revenue sources to increase income for employees.

The livestock breeding center needs to be more proactive in providing public services, especially in the context of the limited number of units participating in providing public services like the unit. Actively mobilize capital to invest in more breeding animals, proactively form joint ventures and partnerships with districts and communes to create revenue sources and increase income for staff and workers.
