Synchronization after rearranging the Party's grassroots organization

Complete reception and transfer

In October 2019, the Party Cell of the Plant Quarantine Sub-Department of Region VI, headquartered in Vinh City, was transferred from the Vinh City Party Committee to the Party Committee of the Agencies Bloc of Nghe An Province. This is a grassroots Party organization at a unit under the Plant Protection Department, with the function of State management of plant quarantine, consisting of 13 Party members.

In addition to the Party Cell of the Plant Quarantine Department of Region VI, according to Project No. 19, the Party Committee of the Provincial Agencies Bloc of Nghe An also received the Party Cell of the Veterinary Department of Region III; the Party Cell of the Plant Protection Center of Region IV; the Party Cell of the Investment and Construction Project Management Board of Irrigation IV transferred from the Vinh City Party Committee; at the same time, it guided the reception of the Party organizations of tax branches from districts, cities, and towns to the Provincial Tax Department Party Committee, the Provincial Agencies Bloc Party Committee. In addition, the Provincial Agencies Bloc Party Committee also transferred the Party Cell of the Cadres' Health Protection Board to the Provincial General Hospital Party Committee, the Vinh City Party Committee; the Ban Ve Hydropower Company Party Committee to the Provincial Enterprises Bloc Party Committee; the Vinh Medical University Party Committee to the Vinh City Party Committee.

In addition, within the scope of implementing Project 19, the Party Cell of the Vietnam Joint Stock Commercial Bank for Industry and Trade - North Nghe An Branch was transferred from the Quynh Luu District Party Committee to the Provincial Business Bloc Party Committee; the Party Cell of the Vietnam Joint Stock Commercial Bank for Industry and Trade - Cua Lo Branch was transferred from the Cua Lo Town Party Committee to the Provincial Business Bloc Party Committee; the Party organization of the district electricity from the district, city, and town Party Committees to the Party Committee of the Electricity Company, the Business Bloc Party Committee. To ensure high efficiency in implementation, the Provincial Party Committee's Organizing Committee issued Instruction No. 48 - on the transfer and reception of Party organizations.

In addition, the Party Committees of relevant districts, cities, and towns and the direct Party Committees have directed the organizing committee to review Party member records, prepare documents, procedures for transferring and receiving Party organizations, and completed them in October 2019.

Quickly stabilize operations

The consolidation and arrangement of the grassroots Party organization model aims to ensure the suitability and link Party building work with leadership in implementing political tasks and leadership of political-social organizations in localities, agencies and units; ensure unity in the organization of leadership in implementing political tasks and managing cadres and Party members; and to improve the leadership capacity and fighting strength of grassroots Party organizations. In addition, the arrangement also creates favorable conditions for Party committees and grassroots Party organizations to lead and direct the proper implementation of functions and tasks according to regulations; and to manage closely, synchronously and scientifically. Therefore, the arrangement process has received high consensus.

Comrade Nguyen Tien Ky - Party Cell Secretary, Head of Plant Quarantine Sub-Department of Region VI said: When I first moved here, I was still a bit confused, but the Standing Committee of the Provincial Agencies Party Committee assigned a member of the Standing Committee of the Party Committee to manage and provide specific guidance, such as recently directing the year-end Party work summary very well and is preparing to organize the Party cell congress. In addition, the Party's administrative work has also been digitized, so the Party cell has also integrated quickly.

For the Party Committee of the Provincial Agencies Bloc, after receiving and handing over, there are currently 63 grassroots Party organizations under it, including 39 Party Committees and 24 Party cells with 5,143 Party members. In particular, with the solutions of close support and companionship, according to the assessment of the Party Committee, all grassroots Party organizations have been stable so far. Accordingly, the Standing Committee of the Party Committee of the Bloc organized a conference to meet with the 4 newly received units to provide specific instructions on activities, as well as implement procedures and regulations like the activities of Party committees at all levels, because in the Party Committee of the Bloc, the main operating model is to carry out 2 key tasks: leading the implementation of political tasks and Party building work; while the city and town Party Committees' leadership and direction include activities of economic, cultural, social development, security, national defense, Party building;...

Comrade Ho Thi Hong Lien - Head of the Organizing Committee of the Provincial Agencies Party Committee said: For newly received Party cells, the Party Committee of the Block assigned members of the Standing Committee to direct and directly take charge to support; all Standing members and members of the Standing Committee of the Party Committee attended the activities, so they quickly integrated into the common home of the Party Committee of the Block. There were units with a large number of cadres and party members at the construction site, so cadres of the Party Committee of the Block went directly to the construction site to thoroughly grasp the topics such as: the topic of implementing Directive 05 in 2020, the topic of "self-examination, self-correction";...

Regarding the reception of the Party organizations of tax branches from the districts, cities and town Party Committees to the Provincial Tax Department Party Committee and the Provincial Agencies Bloc Party Committee, the Provincial Agencies Bloc Party Committee worked with the Provincial Party Committee's Organization Board and the districts, cities and town Party Committees to receive and at the same time direct the stabilization and arrangement of the Party organization in accordance with the arrangement of the Nghe An Tax Department's apparatus, reorganize the Party Committee, Standing Committee, Inspection Committee of the grassroots Party Committee and reassign a member of the Standing Committee of the Party Committee to be in charge of the Tax Department Party Committee. Therefore, although in a short time, the Tax Department Party Committee received 4 Party Committees and 17 Party cells with a total of 628 Party members at 21 tax branches of districts, cities and town Party Committees, it was quickly stabilized and at the same time rearranged in accordance with the arrangement of the apparatus. Specifically, the Nghe An Tax Department reduced 11 branches and established 10 regional tax branches. Accordingly, the Nghe An Tax Department Party Committee was rearranged into 20 Party cells and 2 department Party cells (14 Party cells are directly under the department Party cells).
