Speaking at the regular meeting in December 2024 of the Standing Committee of the Provincial People's Council, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested to objectively and fairly evaluate the activities of the Provincial People's Council delegates and pay attention to reviewing and urging the settlement of petitions and complaints from voters and people.

On the afternoon of December 25, the Standing Committee of the Provincial People's Council held a regular meeting for December 2024 to evaluate the results of activities in the month, and at the same time give opinions on the classification of the Delegation Groups and Provincial People's Council delegates in 2024 and draft the work program for 2025.

Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation; Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Fatherland Front Committee.

The meeting took time to evaluate and draw experience from organizing the 25th Session of the 18th Provincial People's Council, term 2021 - 2026, which took place on December 5 and 6, 2024.

Although this is the session with the largest number of resolutions to be considered and decided since the beginning of the 2021-2026 term with a total of 47 draft resolutions, thanks to the close coordination between the Standing Committee and the Provincial People's Council committees with the Provincial People's Committee, relevant provincial departments, branches and sectors, the review of draft resolutions still ensures quality and time progress.

With the spirit of continuing to innovate the organization of the meeting, despite the large amount of work and short time, thanks to scientific and flexible management and application of information technology, the meeting was conducted in accordance with the order, content and program set out in 2 working days.

The meeting reviewed 34 reports and passed 47 resolutions in accordance with legal regulations. After the meeting, the 47 resolutions were promptly revised and completed for submission to the Chairman of the Provincial People's Council for certification within 5 working days after the closing of the meeting.

The question and answer sessions, group discussions, and hall discussions of the Session were conducted seriously, enthusiastically, with focus, key points, and quality. At the Session, 50 delegates participated in group discussions and hall discussions; 31 delegates questioned and debated at the question and answer sessions, and answered questions at the Session.

At the meeting, members also gave their opinions on the assessment and classification of the Delegation Group and Provincial People's Council delegates in 2024; the results of activities in December 2024, discussed and agreed on the tasks of January 2025 of the Provincial People's Council Standing Committee; reported on the people's petition work in December 2024 of the Provincial People's Council Standing Committee; gave their opinions on the draft work program for 2025 of the Provincial People's Council Standing Committee.

Fair and objective assessment of the quality of delegates' activities

Concluding the meeting, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council highly appreciated the efforts and proactiveness of the committees and the Office of the National Assembly Delegation and the Provincial People's Council in coordinating with the Provincial People's Committee, provincial departments, branches and sectors to prepare and successfully organize the regular meeting at the end of 2024, which was recognized and highly appreciated by public opinion and people.

The Chairman of the Provincial People's Council also frankly pointed out 3 shortcomings in the organization of the meeting, and at the same time assigned specific responsibilities to each specialized department of the Office of the National Assembly Delegation and the Provincial People's Council to study and find solutions.

Specifically, regarding the response to some opinions and recommendations of voters at the 21st session, no specific solutions and roadmap and time for resolution have been proposed; it is recommended that the Department of Petitions and Information review and consider them specifically for monitoring, and urge all levels and sectors to resolve them. At the same time, it is necessary to pay attention to reviewing petitions, recommendations and reflections that voters and people have proposed and reflected many times to classify them, and urge all levels and sectors to resolve them in accordance with regulations, ensuring the rights of the people.

Regarding the existing and limited issues related to some documents serving the review before the session, there is still a delay according to regulations. The Office of the National Assembly Delegation and the Provincial People's Council is assigned to specifically review which departments, branches and sectors are slow? How much time is slow to evaluate and clarify in the coordination regulations between the Provincial People's Council Standing Committee and the Provincial People's Committee, avoiding mentioning the delay in preparing content for the session in general.

Regarding the existence of some provincial People's Council delegates not fully participating in meetings, not wearing delegate badges, and not wearing proper uniforms; assign the Council's Office to fully and closely monitor the activities of delegates to serve as a basis for accurately assessing and classifying the quality of delegates.

Regarding the assessment and classification of the Delegation Group and Provincial People's Council delegates in 2024, Chairman of the Provincial People's Council Hoang Nghia Hieu said: The assessment and classification of the quality of Provincial People's Council delegates is linked to the assessment and classification of cadres, civil servants and employees; therefore, it is recommended that the Council Work Department needs to closely review to ensure impartial, objective and accurate assessment and classification.

Regarding the 2025 work program, Chairman of the Provincial People's Council Hoang Nghia Hieu emphasized: This is a year of special importance; a year with many major events of the country and homeland; a year to organize Party Congresses at all levels, towards the 14th National Party Congress, at the same time accelerating the implementation of goals, targets and tasks of the 2021 - 2025 period, along with implementing Resolution 137 of the National Assembly on special policies for Nghe An province... Therefore, many tasks are set for the People's Council, the Standing Committee and the committees, the Office of the National Assembly Delegation and the Provincial People's Council to make efforts, determination, and drasticness with the spirit of continuing to innovate and be creative in activities.

In the immediate future, it is necessary to coordinate well with the Provincial People's Committee and provincial departments, branches and sectors to review the list of resolutions that need to be issued in 2025 to proactively prepare early and ensure quality; at the same time, prepare for the conference to evaluate the coordination regulations of 4 agencies: Provincial People's Council and National Assembly Delegation, Provincial People's Committee, Provincial Fatherland Front Committee; on that basis, it is necessary to clarify the advantages to promote as well as the limitations to overcome in order to improve the effectiveness of coordination in 2025 for the common development goals of the province.
