Regulations on rewards for collectives and individuals with high achievements in international, regional, national and provincial competitions currently in the province are being implemented according to Decision No. 91/2011/QD-UBND.
However, up to now, on the basis of the Law on Emulation and Commendation and the decrees and decisions of the Government that have been amended, supplemented and implemented in practice, there are a number of contents and regulations that are no longer suitable and need to be amended by a resolution of the Provincial People's Council (in accordance with the correct document format).

At the meeting, based on the draft draft prepared by the Provincial Emulation and Rewards Committee, many members attending the meeting raised many opinions and concerns. Specifically, the province needs to consider a reward policy for students with permanent residence in the province who study at specialized schools at universities and achieve high results in national, regional and international competitions.
On the other hand, for the exams (competitions) transferred from the provincial level to the national, national, regional, international, there is no reward policy, but for some awards in the field of literature and art, there are no provincial, national, international awards but only national regional awards, the province also needs to consider having a reward policy to encourage and motivate.

Many opinions also suggested that the Provincial People's Committee should study the bonus levels between the fields of culture, literature, art, press, and sports to ensure they are suitable to the nature of each field, avoiding equalization.
Concluding the meeting, Chairman of the Provincial People's Committee Thai Thanh Quy requested the Provincial People's Committee to absorb the opinions of the delegates to make appropriate adjustments and supplements before bringing them to the discussion at the Provincial People's Committee meeting to submit to the Provincial People's Council.
Referring to each field, the Chairman of the Provincial People's Committee emphasized that the fields of culture, literature and art are unique and bear the mark of Nghe people and need to be preserved, promoted and deserve to be honored. Therefore, he suggested that the drafting agency should research and redefine the reward level higher than the current draft.

Regarding the awards in the field of journalism, the Chairman of the Provincial People's Committee said that it is necessary to stipulate appropriate rewards for authors who have won national awards, including: National Press Award; Press Award on Party building - Golden Hammer and Sickle, Award on the movement to create and promote the example and morality of Ho Chi Minh and the National Radio and Television Festival.
For awards organized by central ministries and branches, the reward level is equal to that of provincial press awards.
