Comrade Vo Trong Hai was elected to hold the position of Chairman of Nghe An Provincial People's Committee.

Building a government that acts, innovates, and serves

At the meeting, the Provincial People's Council conducted the process of electing Chairman of the Provincial People's Committee for comrade Vo Trong Hai - Deputy Secretary of the Provincial Party Committee.

Previously, in Decision No. 2525-QDNS/TW, dated November 14, 2025, the Central Party Secretariat decided that comrade Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ha Tinh province ceased to participate in the Executive Committee, Standing Committee and ceased to hold the position of Deputy Secretary of the Ha Tinh Provincial Party Committee for the 2025-2030 term; transferred and appointed to participate in the Executive Committee, Standing Committee and hold the position of Deputy Secretary of the Nghe An Provincial Party Committee for the 2025-2030 term.

The ceremony to announce the decision of the Central Party Secretariat was held by Nghe An Provincial Party Committee on the afternoon of November 17.

At the 34th Session, with 100% of delegates attending the meeting agreeing by secret ballot, Deputy Secretary of the Provincial Party Committee Vo Trong Hai was elected by the Provincial People's Council to hold the position of Chairman of the People's Committee of Nghe An province for the 2021-2026 term, replacing his predecessor, comrade Le Hong Vinh.

Previously, the Provincial People's Council conducted the procedure to dismiss comrade Le Hong Vinh from the position of Chairman of the People's Committee of Nghe An province for the 2021-2026 term due to being assigned other work by the competent authority.

Nghe An Provincial People's Council has passed resolutions confirming the results of dismissal and election of the Chairman of the Provincial People's Committee for the 2021-2026 term.

In his acceptance speech, the new Chairman of Nghe An Provincial People's Committee, Vo Trong Hai, expressed his honor to be trusted and elected by the Provincial People's Council to hold the position of Chairman of Nghe An Provincial People's Committee for the 2021-2026 term.

“I would like to sincerely thank the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the delegates of the Nghe An Provincial People's Council for entrusting me with this important responsibility. This is both an honor and pride, but also a great responsibility before the Party Committee, the government and the people of the whole province,” said comrade Vo Trong Hai.

Taking on a new task at a time when 2025 is about to end, meaning that the 2021-2026 term is entering its final stage, the whole province is focusing on completing socio-economic development goals and targets; at the same time, building a socio-economic development plan for the 2026-2031 period in the context that Nghe An and the whole country are entering a new development period - an era of national growth with many intertwined opportunities and challenges.

Comrade Vo Trong Hai emphasized: This is a pivotal time, requiring determination, innovation and strong action to reach the finish line early and firmly, creating a foundation for the next development stage of the province.

The biggest difference in the current period is the operation of a two-level local government organization, comprehensive digital transformation, shifting from a management mindset to an governance and service mindset, promoting high growth and managing development speed.

In that context, the new Chairman of the People's Committee of Nghe An province expressed his deep awareness that: The Chairman of the People's Committee of the province in the new period is not only an operator and manager, but also a creator, leader, inspirer, and new driving force for rapid and sustainable development.

In his new position, he pledged to innovate thinking and flexible, creative, and drastic management methods for real results; build an honest, action-oriented, and service-oriented government, taking the satisfaction of the people and businesses as a measure; promote growth based on innovation, digital transformation, and green transformation; care for human development, improve people's lives, ensure social security, maintain discipline and stability; arouse the strength of national solidarity, and foster a strong aspiration to rise up.

“At the same time, I will always be humble in learning, open-minded, close to the people, respect the people, and work for the people; dare to think, dare to do, dare to take responsibility; and together with the Provincial People's Committee, build an action-oriented, creative government that serves the interests of the people and the development of Nghe An province,” said Comrade Vo Trong Hai.

He also shared that each vote of confidence today is a deposit of the great trust and aspiration of voters and delegates of the Provincial People's Council. That trust is the driving force for him to constantly strive, work hard, and devote himself to the common development of Nghe An province.

At the meeting, based on the submission of the Standing Committee of the Provincial People's Council, the Provincial People's Council passed a Resolution allowing comrades Nguyen Duc Trung - former Secretary of the Provincial Party Committee (now Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee); Le Hong Vinh - former Deputy Secretary of the Provincial Party Committee, former Chairman of the Provincial People's Committee (now Deputy Secretary of the Provincial Party Committee, Chairman of the Quang Tri Provincial People's Committee) to cease their duties as delegates of the 18th Nghe An Provincial People's Council, term 2021-2026 due to job transfer.

Speaking at the meeting, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Quang Tri province expressed his deep emotions when looking back on his working journey as a delegate of the Provincial People's Council and Chairman of the People's Committee of Nghe An province before taking on the new task.

He expressed his belief that the Provincial People's Council and delegates will continue to accompany and create favorable conditions for the new Chairman of the Provincial People's Committee and the Provincial People's Committee to successfully complete their tasks.

He also believes that in the coming time, in their roles as leaders, Comrade Nguyen Khac Than, Secretary of the Provincial Party Committee, Comrade Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee will continue to work with the Standing Committee and the Standing Committee of the Provincial Party Committee to direct and accompany the Provincial People's Council to plan strategic policies to develop Nghe An homeland to progress with the whole country, entering the "Era of growth, a new era of the nation".

Ktimely response to the leadership, direction and management requirements of the province

Speaking at the closing ceremony of the 34th session of the 18th Provincial People's Council, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, on behalf of the Provincial People's Council, respectfully requested the new Chairman of the Provincial People's Committee to inherit and promote the achievements gained in the past time, continue to innovate in the leadership, direction and operation of the Provincial People's Committee to successfully implement the goals and targets of socio-economic development, ensuring national defense and security of the province.

Along with that, pay attention to directing the implementation of the 4-party coordination regulations between the National Assembly Delegation, the Provincial People's Council Standing Committee, the Provincial People's Committee, and the Provincial Vietnam Fatherland Front Committee, in which, pay special attention to the coordination work with the Provincial People's Council Standing Committee to prepare for the Provincial People's Council meetings; at the same time, direct departments and branches to urgently complete the draft Resolution documents to submit to the year-end meeting and send them to the Provincial People's Council Standing Committee.

From now until the end of 2025 session of the Provincial People's Council, there is not much time left, with a large amount of work and many very important contents, comrade Hoang Nghia Hieu requested the Provincial People's Committee to direct departments and branches to review and carefully prepare the content, ensure the correct procedures, regulations and deadlines for sending documents; the contents of consultation are tight, accurate, in accordance with the Party's guidelines, policies and regulations, the State's policies and laws; be responsible before the law for the accuracy of the data and information reported.

He requested that the Committees of the Provincial People's Council promote their roles and responsibilities in examining the contents presented at the meeting to ensure quality, proper authority, and suitability with the practical situation of the locality.

Provincial People's Council delegates promoted their sense of responsibility, researched and gave opinions at the meeting, contributing to promoting collective intelligence and improving the quality and effectiveness of the Provincial People's Council meeting.

Immediately after this session, the Standing Committee of the Provincial People's Council will promptly complete the dossier and submit it to the Prime Minister for approval of the dismissal and election of the Chairman of the Provincial People's Committee according to the provisions of law.

Before closing the session, Chairman of the Provincial People's Council Hoang Nghia Hieu affirmed: The resolution of this thematic session was passed with special significance, promptly meeting the requirements of leadership, direction and management of the province in the coming time, especially in the context: All levels and sectors are vigorously implementing the tasks of 2025, the final year of the 5-year plan 2021 - 2025, the year of acceleration and breakthrough to complete the socio-economic development goals and targets, creating a premise for the implementation of the socio-economic development plan in the following period; implementing the Action Program to implement the Resolution of the 20th Congress of Nghe An Provincial Party Committee, term 2025 - 2030; the entire political system is focusing on preparing for the election of deputies to the 16th National Assembly and People's Councils at all levels for the term 2026 - 2031.
