PV: Comrade, 2024 is the first year of implementing Resolution No. 46-NQ/TW dated December 20, 2023, of the Politburo on "Renewing and improving the quality of activities of the Vietnam Farmers' Association to meet the requirements of revolutionary tasks in the new period" (Resolution No. 46-NQ/TW) and the Resolution of the 8th National Congress of the Vietnam Farmers' Association, and the Resolution of the 10th Congress of the Nghe An Provincial Farmers' Association, term 2023-2028. Could you please tell us about the outstanding achievements of the Association's work and the farmers' movement in the past period?
Comrade Nguyen Quang Tung:The Nghe An Provincial Farmers' Association has over 500,000 members, with the spirit of "Unity - Democracy - Creativity - Cooperation - Development"The Farmers' Association at all levels continues to make many innovations and creative changes, closely aligned with the actual situation at the grassroots level and the aspirations of its members."
Most notably, the Provincial Farmers' Association advised the Standing Committee of the Nghe An Provincial Party Committee to issue Plan No. 257-KH/TU to implement Resolution No. 46-NQ/TW dated December 20, 2023, of the Politburo on reforming and improving the quality of activities of the Vietnam Farmers' Association to meet the requirements of revolutionary tasks in the new period, in accordance with the functions, tasks, and activities of the Association at all levels and the actual situation of the locality, aiming to create a real transformation, innovate, improve the quality and effectiveness of the Association's activities and the farmers' movement, build a team of Association officials to meet the requirements of tasks in the new period and programs and projects to promote the development of agriculture, rural areas, and farmers in the province.
The dissemination of the Party's guidelines, the State's policies and laws, and the Association's resolutions and directives has been implemented promptly and with better quality through intensive activities, thematic activities, emulation movements, competitions, seminars, study tours of exemplary models, and meetings with advanced model examples launched at all levels of the Association. This has created a strong spread of the Association's work and the farmers' movement at all levels, encouraging the emulation movement for sustainable wealth creation and poverty reduction among members and farmers.
Coordination between associations at all levels and media agencies has been strengthened and yielded many practical results; propaganda activities on digital platforms and social networks continue to be emphasized, bringing high effectiveness and creating positive changes in the awareness and actions of members and farmers.
The organization of the Association and the training and development of cadres have been carried out quite synchronously with a focus on key areas, and the quality of grassroots organizations and members has been strengthened. The establishment and development of professional farmer branches and groups, and the recruitment of new members, continue to be promoted; the regularity of branch activities has improved; and inspection, supervision, and social criticism have made significant progress. Consulting and support services for farmers continue to expand, and activities supporting farmers with capital and connecting them to agricultural product markets have been strengthened.
The emulation movements and campaigns of the Association have been enthusiastically and actively participated in by a large number of cadres and farmer members. The role of the Association in the movement "Farmers competing in excellent production and business, uniting to help each other get rich and sustainably reduce poverty" continues to develop and expand, becoming more clearly affirmed; many exemplary producers and businesspeople, and effective economic and social models have emerged.
The role of the Farmers' Association in implementing the National Target Program for building new rural areas has been affirmed. The movements to build "Standard New Rural Gardens," "Model Farmers' Gardens," the "Farmers' Association Participating in Protecting the Rural Environment" project; and the movement to produce organic microbial fertilizer from agricultural waste and by-products have been effectively implemented, achieving high results (over 40,000 tons produced in the first nine months of 2024), receiving widespread support from members and high praise from Party committees and authorities.
The quality and proactiveness of advice provided to Party committees and government authorities, as well as coordination with various departments, organizations, and businesses at all levels of the association, have improved. These results have made a significant contribution to the development of agriculture, rural areas, and the socio-economic development of the province.
PV:Comrade, along with innovating and improving the activities of the Farmers' Association, one of the tasks that the Farmers' Associations at all levels focus on is improving the spiritual life of their members.
Comrade Nguyen Quang Tung:That's right! These days, the Farmers' Association at all levels in the province has been organizing many meaningful and practical activities to create a healthy and beneficial playground for association officials and members. Through these activities, the officials and members of the Farmers' Association become more closely connected and united, helping the association's movement grow stronger.
In particular, a new feature this year, through the organization of the "Farmers' Festival," provides officials, members, and farmers with an additional cultural and recreational platform, fostering a vibrant spirit of solidarity and unity within the movement. This allows officials, members, and farmers to feel proud of and honor the farming profession and the farmers' movement.
Recently, the 2024 Nghe An Provincial Farmers' Association's men's and women's amateur volleyball tournament was one of the activities that attracted a large number of officials and members to participate and cheer. Although this was the first year the Provincial Farmers' Association organized the tournament, it made a strong impression.
In addition, during these days, districts, cities, and towns organize cultural, artistic, and sports activities, as well as exhibitions showcasing typical local agricultural products. They also organize cleaning of village roads and alleys, build bright, green, clean, beautiful, and safe roads; and plant and care for "Rows of Trees Planted in Gratitude to Uncle Ho"...
The Provincial Farmers' Association organized a ceremony to honor outstanding farmers' association branch leaders for the period 2022-2024. This time, 60 outstanding farmers' association branch leaders were recognized. These are all exemplary figures in building the association's organization and the farmers' movement in their localities.
PV: To further improve the quality and effectiveness of the Farmers' Association at all levels, could you please outline some key tasks for the coming period?
Comrade Nguyen Quang Tung:Building on tradition, and acting proactively and positively, in the coming period, the Nghe An Provincial Farmers' Association will unite farmers throughout the province to effectively implement the Party's guidelines and the State's policies and laws.
In this context, the Farmers' Association continues to innovate the content of its propaganda, mobilization, and organization of farmers, enhancing the effectiveness of the farmers' movement. It strongly innovates the content and methods of propaganda and mobilization to effectively implement the Party's guidelines, State policies and laws, especially those related to agriculture, farmers, and rural areas, with a focus on (Resolution No. 46-NQ/TW); and Plan No. 257-KH/TU implementing Resolution No. 46-NQ/TW.
Farmers' Associations at all levels closely adhere to the Party's guidelines, directions, and resolutions, especially Resolution No. 39 of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045, to actively propagate, mobilize, guide, and support farmer members in implementation; disseminating the Association's programs and resolutions in conjunction with local political tasks using appropriate and attractive methods for farmers.
Simultaneously, focus on strengthening the organization of the Association comprehensively, with the central task being to consolidate and improve the quality of grassroots organizations; the key task is to build a team of Association officials at all levels who are qualified, capable, knowledgeable about agriculture, farmers, and rural areas, possess agricultural mobilization skills, are dedicated, responsible, and concerned about the work of the Association and the farmers' movement, especially the leaders; and diversify the forms of gathering, attracting, and recruiting members.
In addition, it is necessary to promote service activities, consulting, and support for farmers; improve the quality of training and vocational education for farmers and rural workers. It is also important to encourage farmers to actively participate in national target programs, patriotic emulation movements, and campaigns.
The Standing Committee of the Provincial Farmers' Association develops plans, clearly defining the responsibilities and content of the farmers' association's participation in emulation movements in each stage, ensuring clarity, practicality, and effectiveness. It promotes the role of the farmers' association in social supervision and criticism, and in building a clean and strong Party and political system. It strengthens the Party's leadership and the coordination between the government, the Fatherland Front, political and social organizations, and mass organizations with the farmers' association.
To effectively carry out this task, it requires officials of the Farmers' Association at all levels to be closely involved with the grassroots, enthusiastic, and to regularly keep abreast of the agricultural and rural situation; to understand the thoughts, aspirations, and legitimate requests of farmers; to demonstrate their responsibility towards farmers, to understand farmers and to work for farmers; and to stand alongside farmers to inspire their will and aspirations.
From there, we affirm the great position and role of the Nghe An peasant class in the sustainable development of agriculture and rural areas; bringing the work of the Farmers' Association and the peasant movement to continue to develop further, more strongly, more creatively, and make a truly worthy contribution to building a prosperous, modern, and civilized Nghe An homeland.
