Because of a moment of youthful rashness, Nguyen Dinh Quan, born in 1994, in hamlet 6, Nghi Hop commune, was sentenced to 1 year in prison for robbery. In early 2016, partly because of inferiority complex and partly because he had no job, Mr. Quan did not want to contact anyone.
Knowing Quan's situation, the Nghi Hop Commune Youth Union Executive Committee proactively approached and encouraged him, and the Commune Youth Union Secretary Nguyen Cong Thanh contacted him to help him with a job serving wedding loudspeakers. Quan said: "Although the income from this job is not high, it has helped me overcome my inferiority complex and quickly adapt to my new life."

Nghi Hop is a commune with many people who have completed their prison terms and are currently living in the area. Among them, there are more than a dozen subjects who are in their youth. Each person has their own situation, but most of them share the same feelings of inferiority, self-consciousness, and reluctance to participate in social activities. This is also a major obstacle in the process of reintegrating these subjects into the community.
Mr. Nguyen Cong Thanh - Secretary of Nghi Hop Commune Youth Union shared: "In the process of reforming, young people who have made mistakes need the active attention of their families and society. The youth of the commune also see their responsibility in helping them progress.
Therefore, in 2015, the Nghi Hop Commune Youth Union Executive Committee consulted with the Commune People's Committee to organize a meeting with all those who had just completed their prison terms and were present in the area to discuss, learn about their aspirations, and share their difficulties. In addition, Youth Union officials also went directly to each family to talk and encourage them to boldly participate in social activities, especially youth activities.
The Commune Youth Union also proactively contacted and introduced jobs to many young people who had completed their prison terms. Not only in Nghi Hop, but in recent times, many Youth Union units in Nghi Loc have built a model to help slow-progressing youth. According to Ms. Nguyen Thi Le - Secretary of Nghi Loc District Youth Union: in recent years, the Youth Union has noticed that the number of young people who have violated the law, completed their prison terms, served suspended prison sentences and reformed without detention in the area is quite large. Therefore, the District Youth Union Executive Committee has strongly directed the Youth Unions of communes and towns to pay attention to the work of educating, reforming and helping slow-progressing youth. This is also the criterion for evaluating the year-end classification of each Youth Union unit.
Following the direction of Nghi Loc District Youth Union, Youth Union bases, especially units with many young people who have completed their prison terms, have made lists, classified subjects and assigned officers to monitor, help and understand the circumstances of each subject to provide timely support.
In 2016, Nghi Loc District Youth Union established the "Smart Mass Mobilization" model in Nghi Thach commune to encourage backward youth to participate in activities of the Youth Union. Along with spiritual education, Nghi Loc District Youth Union completed procedures for Mr. Nguyen Dinh Tho - a young man who had just finished his prison term in Xuan Son hamlet to borrow 50 million VND from the Youth Entrepreneurship Fund to open a household carpentry workshop.
The support of the Youth Union and the Vietnam Youth Union has created a great motivation for Mr. Tho to develop the production of high-end wooden household products. Currently, his carpentry workshop has a monthly revenue of over 570 million VND, creating regular jobs for 6 workers with a salary of 7 to 9 million VND/person/month.

At Nghe An Social Labor Education Center II, the Nghi Loc District Youth Union has directed the local youth union to establish the Light Up Faith Club. The main activities of the club are to disseminate the law, provide career guidance and introduce jobs to students after drug rehabilitation. In the two years 2015 - 2016, the club coordinated to open 4 construction technical training classes for 100 students, and received paper cutting and folding jobs to create stable jobs for students in drug rehabilitation. The club also undertakes to introduce jobs for students reintegrating into the community when needed.
Ms. Nguyen Thi Le - Secretary of Nghi Loc District Youth Union said: In the coming time, Nghi Loc District Youth Union Executive Committee will continue to propagate and expand the model, help to reform slow-developing youth, focusing on vocational training, job introduction, and loans for economic development in the locality.
The specific and practical actions of Nghi Loc youth are contributing to reducing law violations in general and law violations among young people in particular when the trend of criminals is getting younger and younger.
Nghi Loc district currently has over 800 people who have completed their prison terms, are serving suspended sentences, and are serving non-custodial reform sentences, of which 78% are young people. |
