(Baonghean) - On September 18, 2014, the Standing Committee of the Nghe An Provincial Party Committee issued Resolution No. 11-NQ/TU "on the construction and development of Hoang Mai Town until 2020 and beyond". To clarify the key contents as well as the significance and importance of the Resolution, Nghe An Newspaper conducted an interview with Comrade Doan Hong Vu, Secretary of the Town Party Committee and Chairman of the Town People's Council. We respectfully present to our readers the content of this interview.

Reporter:Comrade Secretary of the Town Party Committee, could you please explain the significance and importance of Resolution No. 11-NQ/TU of the Provincial Party Standing Committee on the development orientation of Hoang Mai Town from now until 2020 and beyond?

Comrade Doan Hong Vu:Resolution No. 11-NQ/TU of the Provincial Party Committee's Standing Committee on the construction and development of Hoang Mai Town until 2020 and beyond is of paramount importance to the socio-economic development, national defense, security, and political system building, demonstrating the special attention of the Provincial Party Committee's Standing Committee to Hoang Mai Town. The resolution orients Hoang Mai's urban development towards industry, commerce, services, and tourism, identifying Hoang Mai Town as one of the three growth poles, creating momentum for the province's socio-economic development. By 2020, the town aims to basically meet the criteria of a Type III urban area, striving to be recognized as a Type III urban area before 2025.

Hoang Mai town has a favorable geographical location, situated within the key economic zone of Southern Thanh Hoa - Northern Nghe An, serving as the northern gateway to Nghe An province. Its potential in natural resources, human resources, and rich cultural and traditional heritage, if properly exploited, will create conditions for the rapid and sustainable development of the province. At the same time, Resolution 11 affirms the policies, viewpoints, and leadership of the Provincial Party Standing Committee towards Hoang Mai town. The resolution outlines important tasks and solutions regarding investment in science and technology, creating a rapid breakthrough in socio-economic development; in Party building and the political system; and brings a new impetus, enthusiasm, and encouragement, fostering consensus and a sense of responsibility among cadres, Party members, and the people of Hoang Mai town in their efforts to build a prosperous and strong homeland.

Reporter:What solutions will Hoang Mai town focus on implementing in the coming period to ensure the Resolution is quickly put into practice?

Comrade Doan Hong Vu:The Standing Committee of the Town Party Committee will launch a political campaign throughout the entire Party organization to study, understand, and widely disseminate the resolution among cadres, Party members, and the people. They will promptly develop action programs, plans, and very specific projects in various fields from the town level to the grassroots; assign responsibilities for effective implementation; and at the same time, meticulously prepare the necessary tasks and conditions for the Town Party Congress for the 2015-2020 term.

To effectively implement the resolution's key objectives, the Standing Committee of the City Party Committee identified nine groups of solutions outlined in the resolution, with a focus on: Concentrating leadership and guidance on rapid and sustainable economic development; Shifting the economic structure towards a rapid increase in the proportion of industry, trade, services, and tourism; Prioritizing the development of high-tech industrial projects and supporting industries serving large-scale industrial projects, creating breakthroughs in economic development such as: Hoang Mai 2 Cement Plant, Kobelco Sponge Iron Plant, Thermal Power Plant... attracting investment to quickly fill the area of ​​Hoang Mai I, Hoang Mai II, and Dong Hoi Industrial Parks, linked with the development of Dong Hoi Port.

Focus resources on investing in urban infrastructure development, prioritizing essential infrastructure projects: the town's administrative center... accelerating the completion of inner-city roads and key transportation routes that link regional economic development, such as the Thai Hoa - Hoang Mai - Dong Hoi road, and roads connecting to the Nghi Son Economic Zone,...

Expedite the establishment of a Continuing Education and Vocational Training Center and a new public high school to serve the education and training needs of the town. Invest in infrastructure and improve the quality of medical examination and treatment at the town's Medical Center and the Quynh Lap Central Leprosy and Dermatology Hospital; continue to build and enhance the effectiveness of ward and commune health stations. Develop a plan for training, fostering, and utilizing the workforce for the period 2015-2020, especially high-skilled human resources, to meet the requirements of development and international integration. Ensure national defense, maintain political security, and social order and safety in all situations; link socio-economic development with ensuring national defense and security.

Strengthen the Party Committee, government, Fatherland Front, and mass organizations. Continue to effectively implement Directive 03 of the Politburo on further promoting the study and emulation of Ho Chi Minh's moral example, in conjunction with the implementation of Resolution 4 of the Central Committee (11th term). Focus on planning, training, and fostering a team of cadres to meet the development requirements of the town; promote the role of the Fatherland Front and people's mass organizations in patriotic emulation movements.

Reporter:Comrade, in order to achieve breakthroughs and accelerate development in line with the resolution's objectives, what are the most important and groundbreaking solutions for Hoang Mai Town?

Comrade Doan Hong Vu: The town has determined that planning must be one step ahead. The essential task, in the immediate future, is to accelerate the development of plans that are realistic and meet the town's future development requirements, including: the overall socio-economic development plan until 2020, with a vision to 2030; the general plan; the zoning plan; the land use plan until 2020 and plans for new urban areas; the tourism plan; the transportation infrastructure plan; water supply and drainage; lighting and other plans... and to effectively manage and implement the approved plans. We will soon submit to the Provincial People's Committee and relevant departments and agencies for consideration and promulgation mechanisms and policies that prioritize creating conditions for exploiting resources (both external and internal), and decentralize some functions and tasks so that the town can quickly and effectively handle management, construction, and development.

The town will focus on accelerating administrative reforms, especially reforms of administrative procedures, effectively carrying out land clearance work, and creating a transparent investment environment, considering this as one of the breakthrough solutions to mobilize resources for investment and development. It will develop and issue a list of investment programs and projects until 2025 and 2030. It will also strengthen the promotion and introduction of investment to attract capital from all economic sectors; and maximize the use and utilization of capital sources to invest in the development of socio-economic infrastructure.

To effectively achieve the goals and reach the target on time as outlined in the resolution, the Standing Committee of the Town Party Committee has determined that, first and foremost, the town will finalize the plan for the construction and development of Hoang Mai Town until 2020 and with a vision to 2030. Simultaneously, adhering to the directions, tasks, and solutions outlined in the resolution, the town will develop action programs, plans, and organize their specific and effective implementation.

With the support of the central and provincial governments, Hoang Mai town will promote investment attraction, exploit the potential and strengths from the town's internal resources; and raise awareness, consensus, unity, and responsibility among officials, Party members, and the people for the sustainable development of their homeland.
