Reporter:Could you please tell us about the widespread impact of the patriotic emulation movement during the 2010-2015 period and how the results achieved have created a strong impetus for Nghia Dan to reach new levels of development?

Comrade Le Hong Son:In the context of the newly separated town of Thai Hoa (2010-2015), Nghia Dan district faced many difficulties due to its underdeveloped socio-economic infrastructure and the scattered, rented working conditions of district-level departments and agencies. Under these conditions, under the leadership and guidance of the District Party Committee, People's Council, and People's Committee, along with the efforts of all sectors of the district's population, the patriotic emulation movement took place vigorously and extensively, creating momentum for the successful implementation of the set tasks of socio-economic development, national defense, and security.

Thanks to the widespread promotion of the patriotic emulation movement, the officials and people of Nghia Dan district have overcome all difficulties to achieve great and comprehensive results. The average annual economic growth rate reached 14.04%; the current average per capita income is 25.6 million VND/person/year; budget revenue increased to 56,000 million VND; total social investment reached 3,500 billion VND; total food production increased to 47,250 tons; The poverty rate decreased from 25% to 7.87%... After 4 years of implementing the National Target Program for New Rural Development, the total resources mobilized for the entire period reached 2,218 billion VND. Currently, 5 communes have met 15-18 criteria, and the goal is to have 5 communes achieve new rural development standards in 2015. Thanks to the strong socio-economic development, including the very important contribution of the patriotic emulation movement, Nghia Dan has become an attractive destination for investors, with the greatest achievement being the effective implementation of the TH Group's large-scale industrial dairy farming project; the clean vegetable farming project, the medicinal plant cultivation project, and the MDF wood processing project... Particularly in Nghia Dan, the Ministry of Agriculture and Rural Development is submitting to the Government a plan for a high-tech agricultural zone, creating new prospects and improving the efficiency of land use in the hilly and basaltic red soil areas of Phu Quy and the Western region. This can be considered a good foundation and condition for entering a new phase, enabling Nghia Dan to resolutely achieve its goal of becoming the economic center of the Northwest region and a new rural district by 2020.

Reporter:Nghia Dan is known to be the only district-level locality honored and commended by the province at this year's Provincial Emulation Congress. So, what contributed to this great achievement, Comrade?

Comrade Le Hong Son:It must be said that the period from 2010 to 2015, as well as the early years after the separation, saw Nghia Dan district facing many difficulties. In that context, Nghia Dan clearly identified the need to launch and extensively implement the patriotic emulation movement throughout the district so that every cadre, Party member, and citizen understood the significance of the movement, overcame difficulties, and strived to excellently fulfill their assigned political tasks. This created a new impetus for internal development, effectively implementing the Resolution of the 27th District Party Congress, and achieving the goal of building Nghia Dan into a new development center in the Northwest region. Accordingly, each sector, each unit, and each individual developed creative solutions to improve the efficiency of their professional and political activities. Through the patriotic emulation movement, localities and advanced models actively applied scientific and technological achievements to improve production and business efficiency; consistently achieving outstanding results in all set goals and tasks. During the period 2010-2015, Nghia Dan district was continuously recognized by various levels and sectors: the Government awarded it the Emulation Flag for outstanding performance in all aspects of its work, leading the emulation movement in 2010, 2011, 2012, 2013, and 2014; especially in 2013, it was honored to receive the First Class Labor Medal from the President of Vietnam for its outstanding achievements in its work from 2008 to 2012, contributing to the cause of building socialism and defending the Fatherland; it also received flags and certificates of merit from the Provincial Party Committee and the Provincial People's Committee. The District Party Committee was consistently ranked as a Strong Party Committee by the Provincial Party Committee.

Reporter:To further deepen and broaden the patriotic emulation movement, creating a greater ripple effect and making a positive contribution to Nghia Dan's goal of becoming the economic center of the Northwest region and successfully building a new rural district by 2020, what tasks need to be focused on, Comrade?

Comrade Le Hong Son:With the goal and orientation of continuing to attract and mobilize investment resources to create a significant shift in economic development, especially in high-tech agricultural production linked to the processing of agricultural and forestry products. Promoting the construction of infrastructure for key projects in the district center and essential projects associated with the national goal of building new rural areas. Focusing on developing the people of Nghia Dan comprehensively; building and consolidating a strong political system; ensuring solid national defense, maintaining political security, and social order and safety. Some specific basic indicators: Average annual growth rate of 15-16%; economic structure by proportion: agriculture, forestry and fisheries accounting for 40%, industry and construction 35%, and services 25%; total production value of 3,792,882 million VND; average per capita income: 67.8 million VND/year; The district collected 480 billion VND in revenue (of which 150 billion VND was collected by the district); and strives to achieve the status of a new rural district by 2020.

It can be said that the tasks set for the 5-year period (2015-2020) are extremely challenging, requiring every official, Party member, and citizen in the district to make a high level of effort and determination to fulfill the common tasks. This includes continuing to thoroughly understand and seriously implement President Ho Chi Minh's patriotic emulation ideology; continuing to effectively implement Directive 39/CT-TW dated May 21, 2004, of the Politburo on continuing to innovate and promote the patriotic emulation movement, identifying, nurturing, summarizing, and replicating advanced models in all fields; and strengthening coordination with media and press agencies to promptly publicize, commend, and reward collectives and individuals with outstanding achievements. Launching and organizing patriotic emulation movements linked to the "Studying and Following the Moral Example of Ho Chi Minh" campaign aims to create strong changes in the awareness and actions of Party committees, government agencies, departments, mass organizations, cadres, Party members, and the entire population.
