INNOVATION IN WORKING STYLE AND WORK PROCEDURES

Coming to carry out the household registration book certification procedure, Mr. Nguyen Van Hiep said: “I came to the one-stop transaction department and was enthusiastically guided by the staff to process the documents quickly. The spirit and service attitude of the staff in charge of receiving people are always polite, explaining thoroughly, creating the best conditions and avoiding making people have to go back and forth many times.”

Discussing the above field, Secretary of the Party Committee of Nghia Binh Commune - Comrade Le Thi Thanh Hai said: The Party Committee, government, cadres and civil servants of the commune have innovated their working style and manner towards being close to the people, spending time at the grassroots level, grasping the thoughts and aspirations of the people, immediately resolving the needs of the people, and being ready to dialogue with the people to resolve problems arising at the grassroots level. These are solutions to improve the responsibility, spirit and attitude of serving the people of the commune's cadres and civil servants.

Nghia An Commune is a special area with 8,300 people, of which 25.5% are Catholics and 54.7% are ethnic minorities. To effectively implement administrative reform, Nghia An Commune People's Committee always implements the latest regulations on administrative procedure reform.

In addition, the commune publicly posts the list of administrative procedures and guidance documents, clearly and specifically for the people. The guidance process, the attitude of the cadres and civil servants is always enthusiastic and friendly, taking the effectiveness of handling administrative procedures as an important criterion for evaluating cadres. The one-stop transaction center receives an average of 40-50 sets of documents every day and all are resolved quickly and thoroughly by the cadres, without causing trouble for the people. In addition, for unresolved documents, the cadres explain in detail for the people to understand.

“To improve efficiency inadministrative reform, the commune leaders require cadres and civil servants to strictly follow the public service regulations, always uphold the sense of responsibility, and attach their own responsibilities and duties to the completion of local tasks" - Secretary of the Party Committee of Nghia An commune - Comrade Vo Xuan Hoa shared.

Strengthening discipline, administrative discipline, innovating working style and manners, and improving public ethics of cadres and civil servants are tasks that Nghia Dan district pays special attention to in order to promptly detect and correct errors in implementing public ethics of cadres and civil servants at all levels.

Along with that, right from the beginning of the year, in addition to establishing inspection teams to inspect the implementation of tasks, discipline, administrative discipline, public ethics, and office culture at agencies and units in the area; the district leaders also conducted surprise inspections of public service implementation in some localities. Thereby, the Standing Committee of the District Party Committee requested to overcome shortcomings and limitations and organized meetings for the grassroots to review and draw lessons.

PROMOTING THE APPLICATION OF INFORMATION TECHNOLOGY

To contribute to increasing the effectiveness of administrative reform,Nghia Dan districthas invested in upgrading equipment, promoting the application of information technology, ensuring internet connection, and implementing synchronously in all communes and towns of the district. The application of VNPT-Igate software, the district's electronic information portal helps people quickly access information and complete documents in the fastest way.

At the same time, through the software, the process and progress of document processing of the departments are displayed so that district leaders can clearly understand the process and time of document processing and administrative procedures of the departments and offices.

On the other hand, receiving and processing documents through electronic document system software has helped save time and office costs for specialized departments with many official documents that need to be processed on-site or transferred to provincial departments and branches.

On that basis, leaders at all levels of the district can process documents anytime, anywhere, contributing to innovating working methods and working styles in a modern and professional direction.

Up to now, all outgoing and incoming documents (except special documents) are processed through the VNPT-Ioffice document management and administration system; 100% of outgoing documents (except special documents) are digitally signed. 100% of leaders of departments and units under the District People's Committee and Commune People's Committee have been granted digital signatures.

During the process of processing the documents, if there is any delay, the staff apologizes to the organization and the people. In the first 6 months of the year, there were 9 documents that were overdue, the district leaders asked the departments to explain and clarify specifically.

The District People's Committee has deployed the installation of a video bridge for online meetings in the district. In the first 6 months of 2021, the district organized and participated in 22 online meetings. At the same time, the district directed the review and reduction of processing time for 66/278 administrative procedures.

Head of the Department of Internal Affairs of the People's Committee of Nghia Dan district - Comrade Nguyen Song Hao, said: In the period of 2021 - 2026, Nghia Dan district identified the key goals of administrative reform, which are: The system of State administrative agencies from district to commune is smooth, clean, strong, effective and efficient; well implementing administrative discipline and order.

The district will review and propose to simplify and shorten the time for administrative procedures for at least 30% of administrative procedures at all levels. The rate of records processed under the one-stop mechanism and the inter-connected one-stop mechanism of agencies and units that are returned before or on time must reach 98% or more. 100% of records that are delayed due to subjective reasons must be apologized to the people and organizations promptly, with no backlog of records.

At the same time, increase the rate of receiving and returning results of level 3 and level 4 administrative procedure records via online public services (at least 30% of administrative procedure records); increase the rate of receiving and returning results of administrative procedure records via public postal services (at least 10% of administrative procedure records)...

Administrative reform, aiming at people's satisfaction is the management goal of the authorities at all levels in the district. Accordingly, Nghia Dan district builds and promulgates an administrative reform program in the spirit of the Resolution of the District Party Congress for the term 2020 - 2025.

The focus is on reforming administrative procedures, striving to reduce the processing time of nearly 140 administrative procedures by 2025. Along with that is improving the professional capacity of cadres and civil servants; promoting the application of information technology, public administrative services and moving towards building an e-government.

Currently, Nghia Dan district has 278 administrative procedures under the authority of the district level, 103 administrative procedures at the commune level. The number of administrative procedures made public on the online public service system: 128 administrative procedures at level 1,2; 75 administrative procedures at level 3; 75 administrative procedures at level 4. All have been integrated into the public service portal and the electronic one-stop information system of Nghe An province.
