The breakthrough at the 6th Central Conference is to review, arrange, consolidate, and streamline the internal focal points of organizations in the political system.

Party Central Committee member, Ha Tinh Provincial Party Secretary Le Dinh Son said that at the 6th Central Conference, there were 2 Projects that were discussed very enthusiastically and were truly meaningful, which were: Continuing to innovate the organizational and management system, improving the quality and efficiency of public service units and the project "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, operating effectively and efficiently".

According to Mr. Le Dinh Son, public service units have played an important role in the socio-economic development of the whole country and are very practically related to the people, contributing to both development and ensuring social security. However, innovating the model and reorganizing public service unitsextremely necessary, because the number of salaried employees is too large.

"The adjustment is to serve the people better and also reduce the burden on the budget. Ha Tinh has implemented this content since 2011 with a resolution of the Provincial People's Council and we have implemented it quite synchronously and practically. Currently, the province has achieved certain results. I believe that the content and Resolution of the Central Committee, when issued, will soon come into life and contribute to serving the people better in the coming time" - Mr. Le Dinh Son expressed.

Associate Professor Dr. Doan Minh Huan, alternate member of the Party Central Committee and Editor-in-Chief of the Communist Magazine, said that the Central Committee believes that after many times of innovation and rearrangement, the political system of our country is still cumbersome, with many intermediate levels, so it is necessary to innovate and rearrange to be more streamlined to improve efficiency and effectiveness of operations to meet the requirements of the new period.

In the spirit of the 6th Central Conference, the goal set for 2021 is to sharply reduce the number of focal points, at least on average the whole country will reduce 10% of the number of public service staff receiving salaries from the state budget compared to 2015; focus on fundamentally resolving and terminating the number of labor contracts that are not in accordance with regulations of public service units, striving for 10% of financially autonomous units to ensure both regular and investment expenditures.
