Trang Ke Industrial Cluster Project (Yen Thanh)
(Baonghean) -Trang Ke Industrial Cluster is a project that has been "conceived" for many years, as shown through many Resolutions of the Party Committee of My Thanh Commune (Yen Thanh).
Part 1: Bringing industry to the 'rice homeland'
The project also meets the expectations of many cadres and people of My Thanh commune in particular and Yen Thanh district in general, aiming to break the monoculture, bring industry to the "rice homeland", solve employment, and improve people's lives.
12 years of "gestation"
In My Thanh commune, people are discussing the construction of Trang Ke industrial cluster infrastructure. According to people, the above project has been "heard of" since 2005 but has not been implemented yet. At the 27th Congress of My Thanh commune Party Committee, term 2005 - 2010, the industrial development policy was unanimously approved by party members.
At the 28th Congress of the My Thanh Commune Party Committee, term 2010-2015, the issue of industrial development continued to be discussed and included in the resolution. Specifically, the resolution stated: "Closely coordinate with the District People's Committee to focus on attracting investment in industrial clusters and eco-tourism areas in Thung My, Chua, De De hamlets 12 and 13a".
By 2015, the Resolution of the 29th Congress of the Party Committee of My Thanh Commune, term 2015 - 2020, determined: Regarding economic development, it is necessary to create all favorable conditions to clear the land of Trang Ke Industrial Park and Dong Kenh Waste Treatment Area, and continue to mobilize and attract investment in the industrial park.

To successfully implement the Party Resolution, in 2014, the People's Committee of My Thanh commune submitted a report to the District People's Committee requesting approval to build Trang Ke Industrial Park. In June 2014, the People's Committee of Yen Thanh district submitted a report No. 254 to the Provincial People's Committee requesting a survey to select a location to plan the construction of Trang Ke Industrial Park in My Thanh commune. Joy came to My Thanh commune when on August 1, 2014, the Provincial People's Committee issued a Decision to allow a survey to select a location and develop a detailed plan to build Trang Ke Industrial Park in My Thanh commune. The location and boundary are allowed at hamlets 12 and 13 of My Thanh commune with an area of 51.2 hectares.
On August 19, 2014, Yen Thanh District People's Committee issued a decision approving the contractor to survey and map the terrain at a scale of 1/500, and to establish a detailed plan for the construction of Trang Ke Industrial Park with an area of over 51.3 hectares. Specifically, Trang Ke Industrial Park is arranged into 2 areas on both sides of National Highway 7A; the total area of Area A north of National Highway 7A is over 33.96 hectares; the total area of Area B south of National Highway 7A is over 17.3 hectares.

In order to create consensus among the people, the People's Committee of Yen Thanh district organized a conference to collect opinions from managers, scientists, and party members of My Thanh commune on the planning of the construction of Trang Ke Industrial Park. At the conference, many delegates contributed many positive opinions on the development of sustainable industrial parks that do not affect the environment and attract many clean projects. The delegates all agreed that the construction of Trang Ke Industrial Park is correct and requested the People's Committee of Yen Thanh district to complete all procedures to soon implement the project.
On October 30, 2015, the People's Council of Nghe An province issued a Decision approving the investment policy of the Trang Ke Industrial Cluster Infrastructure Project. The objective of the project is to build technical infrastructure for Trang Ke Industrial Cluster to meet the requirements of technical infrastructure for the Industrial Cluster in order to attract investment to shift the economic structure, promote local socio-economic growth and ensure good implementation of environmental protection for sustainable development.
The total investment of Trang Ke Industrial Park project is expected to be 80 billion VND, including the main contents: internal traffic system of the industrial park; 4,186m long industrial park drainage system; wastewater treatment system in the industrial park, the project implementation time is expected to be 5 years from the commencement date. |
To implement the project, the People's Committee of Yen Thanh district has established a Compensation and Site Clearance Council. Accordingly, to implement phase 1 of the project, the total land area to be recovered is 8 hectares, including 5.3 hectares of production forest land; 1.4 hectares of rural residential land; 0.12 hectares of annual crop land; 0.08 hectares of cemetery land; 0.05 hectares of perennial crop land; 0.79 hectares of rice land... The number of households to be relocated in phase 1 is 17 households in hamlets 12 and 13.
In August 2016, Yen Thanh District People's Committee held a meeting to announce the detailed planning for the construction of Trang Ke Industrial Cluster in My Thanh Commune and held a meeting to collect opinions from the Party Secretary, Hamlet Chiefs of Hamlet 12 and Hamlet 13, and households with land and assets on the affected land on the compensation, support and resettlement plan for routes N3 and N4 of the Trang Ke Industrial Cluster infrastructure project.
Breaking monoculture
According to Mr. Nguyen Van Thach - Chairman of My Thanh Commune People's Committee, the income of the majority of people in My Thanh Commune has depended on agricultural production for many years. Specifically, in 2010, the proportion of agriculture in the economic structure accounted for nearly 60%, the average income per capita only reached 15.2 million VND/year. By 2015, although there had been a shift, the proportion of agriculture still accounted for nearly 40%, the average income per capita only reached 24.3 million VND/year.
The proportion of small-scale industry and construction accounts for only 19.5%, and industry has not been developed. The potential advantages of a semi-mountainous commune with National Highway 7A running through it have not been fully exploited and promoted. Therefore, the construction of an industrial park in My Thanh commune is a favorable opportunity to develop the socio-economy of the commune, thereby improving the lives of the people.

That is also the policy that in recent years Yen Thanh district has been striving to accelerate growth rate associated with economic restructuring. Specifically, it is to strongly improve the investment environment, expand and enhance the effectiveness of foreign affairs, promote investment attraction, build economic and social infrastructure, mobilize and effectively use resources for development.
Mr. Nguyen Thanh Ha - Vice Chairman of Yen Thanh District People's Committee said that Yen Thanh is located between 3 key areas for attracting investment and economic development of the province: Vinh City, Hoang Mai - Dong Hoi area and Tan Ky - Do Luong - Nghia Dan - Quy Hop area. Yen Thanh is also a bridge for socio-economic development between mountainous districts and coastal plains of Nghe An.
Therefore, the district has favorable conditions to develop industry and services. In addition to Yen Thanh town industrial park, the district identifies the construction of Trang Ke industrial park as a great opportunity for My Thanh commune in particular and Yen Thanh district in general to break the monoculture, develop industrialization and modernization, thereby creating jobs and contributing to improving the socio-economic life of the people.
The general view of the leaders of Yen Thanh district is to determine not to attract investment at all costs, not to trade the environment for the economy. Mr. Nguyen Thanh Ha - Vice Chairman of Yen Thanh District People's Committee added: For Trang Ke Industrial Park, only factories that ensure environmental requirements will be attracted. On the other hand, before factories invest in construction and production at the Industrial Park, they must conduct environmental impact assessments and collect public opinions. |
Yen Thanh District People's Committee will coordinate with relevant agencies in the process of designing and constructing wastewater treatment systems to control pollution. At the same time, it commits that during the construction process, it will not affect the ability to supply electricity, water, drainage, domestic drainage systems and environmental sanitation of residential areas surrounding the project.

Thus, the construction process of Trang Ke Industrial Park project in My Thanh commune has been carried out by all levels and sectors in accordance with State regulations. Currently, the State has provided 32.8 billion VND in capital for phase 1. Yen Thanh district People's Committee is disbursing to investors and paying compensation for land acquisition and clearance to households of more than 18 billion VND.
However, the project is facing difficulties due to the opposition of some households in Hamlet 12, preventing the contractor from carrying out the construction. According to the leaders of Yen Thanh district, if the project is not constructed in 2017, the possibility of the State reclaiming this project is very high and at that time, the construction of Trang Ke Industrial Park will not be implemented as proposed by the Resolution of the Party Committee of Yen Thanh district and My Thanh commune.
