The road project worth over 50 billion has degraded before being handed over.
(Baonghean.vn) - Although the traffic road project to the center of Quang Phong commune (Que Phong district) has not been handed over yet, many points on this road have seriously degraded.
The traffic route to the center of Quang Phong commune, Que Phong district is 15km long (Chau Thon - Quang Phong intersection), started construction in 2007, with Que Phong district People's Committee as the investor. The project is constructed by the joint venture of An Thinh Construction Company Limited and 423 Construction and Trading Joint Stock Company.
According to the initial approval decision of Nghe An Provincial People's Committee No. 1357/QD.UB-CN issued in May 2005, this project has an investment level of 38,700,000,000 VND. The capital is taken from the state budget to build bridges and roads to communes without car roads to the center (according to the Prime Minister's program); from the province's current investment policy for mountainous transport and mobilizing other legal sources.
In December 2016, according to Decision No. 6598/QD.UBND of Nghe An Provincial People's Committee, the project was adjusted to 51,535,000,000 VND. The difference is 12,835,000,000 VND compared to the original estimate. Using district budget capital, provincial budget support and mobilizing other legal capital sources.
The project aims to build transport infrastructure, designed according to the standards of grade 5 mountainous roads, contributing to socio-economic development associated with national security and defense, attracting investment in Quang Phong commune and surrounding areas. The motivation to help people in the particularly difficult areas of the mountainous district of Que Phong eliminate hunger and reduce poverty.
However, the contract has been extended more than twice, the last extension was to June 2016, but the project has not been completed yet. According to the investigation of Nghe An Newspaper reporters, the project is currently unfinished, workers have stopped working. In particular, this road that has not been handed over has seriously degraded. The road surface in many sections has cracked, with many potholes appearing. Mr. Le Tuan Nghia, an officer of the Que Phong District Construction Investment Project Management Board, who is directly in charge of the project, said: Currently, there are sections on the route that need to be repaired, such as the spillway at km 9 + 071, which is damaged downstream (near Ta village), and the culvert at Km 5 + 300. Other damaged sections are due to the impact of floods.
Mr. Nghia also added that the reason the construction took so long was due to problems with site clearance and changes in the original estimated source of materials, especially stone for construction.
It is known that up to now, this project has disbursed more than 38 billion VND.

Mr. Vi Thai Diep - Chairman of Quang Phong Commune People's Committee said that people are very happy because the government invested in this important road, but also hope that the project will be completed soon so that people can travel more conveniently, especially during the rainy season.
Mr. Le Van Giap - Chairman of Que Phong District People's Committee said: The road has been stalled for quite a long time, the district has also tried to urge relevant parties to speed up the construction progress so that people can benefit as soon as possible./.
