Project "craft village road" or "road 205" in Do Thanh commune?
Mr. Ho Duc Dinh (residing in Bac Vuc hamlet, Do Thanh commune, Yen Thanh district) reported: Bac Vuc rattan and bamboo export craft village was recognized by the Provincial People's Committee and the craft village enjoyed policies according to the state's policy, including traffic routes. According to Mr. Ho Duc Dinh, after the craft village was recognized by the Provincial People's Committee, the people of Bac Vuc hamlet agreed to donate land and clear the embankment to widen the road to 7m (compared to only 3-4m before). However, "the local authorities of the commune, together with some individuals with positions and power, secretly transferred the craft village road project of Bac Vuc hamlet to upgrading road 205". We asked him what basis he had for saying that the craft village road project was transferred by the commune to build road 205, but he did not have any, but only said that in the hamlet meetings, the people always mentioned the craft village road. Mr. Ho Sy Dien, head of Bac Vuc hamlet, affirmed: "Regarding the content of the craft village road, the hamlet has not had any meetings... So we cannot confirm which road is the craft village road and have not heard anyone announce it".
The village road is also Highway 205 running through the middle of Bac Vuc hamlet.
In fact, we learned that the Bac Vuc export rattan and bamboo weaving craft village in Do Thanh commune was recognized by the Provincial People's Committee in 2009 in Decision No. 6834 dated December 23, 2009 and enjoyed support policies according to current regulations of the State and the province. In particular, the Bac Vuc export rattan and bamboo weaving craft village traffic project was allowed by the Yen Thanh District People's Committee to prepare a technical economic report and approved in Decision No. 1832/QD.UBND-CN dated March 21, 2012. Pursuant to Decision No. 109/2009/QD-UBND dated December 9, 2009 of the Provincial People's Committee on promulgating regulations on management of construction investment and bidding in Nghe An province; Decision No. 80/2008/QD.UBND dated December 18, 2008 on promulgating regulations on recognition of craft villages, craft villages and policies to encourage the development of handicrafts and craft villages in Nghe An province, for the above project, Yen Thanh District People's Committee and Do Thanh Commune People's Committee (investor) are responsible for deciding on location, content, scale of investment and mobilizing capital to implement the project according to regulations. The technical economic report on the road project for the Bac Vuc export rattan and bamboo craft village approved by the People's Committee of Yen Thanh district clearly states: "Approval of the technical economic report on the road project for the Bac Vuc export rattan and bamboo craft village, Do Thanh commune, Yen Thanh district, constructed and inspected by Joint Stock Company 789 with the following content: Construction site in Bac Vuc hamlet, Do Thanh commune. Starting point at Km0+913.61 in Bac Vuc hamlet, ending point at Km2+800 in Bac Vuc hamlet, 1,877.17m long, according to the standard of a level V plain road. The project is invested and directly managed by the People's Committee of Do Thanh commune, with an approved budget of VND 5,871,852,000". Do Thanh commune has implemented the craft village road project, which is also Road 205 at the location according to the approved project.
The reason for choosing Road 205 to build a craft village road, Mr. Ho Xuan Huong - Vice Chairman of Do Thanh Commune People's Committee, said: "Bac Vuc craft village is located on both sides of Road 205. Therefore, after being recognized as a craft village, the commune built a project to build an internal commune road (Road 205-PV) because this road was degraded. Building this road is not only for Bac Vuc hamlet but also for the whole commune". People in this area said that before, the road was damaged a lot, more dangerously, in the rainy season, it was easy to fall into traps, however, since the craft village road was completed, people can travel easily, everyone is very excited.
Affirming which is the craft village road, Mr. Ho Chi Cuong - Chairman of the People's Committee of Do Thanh commune affirmed: "The craft village road of Bac Vuc starts from the beginning of Vach Bac bridge to the border of Dien Thap commune, equivalent to Km0 + 913.61 to Km2 + 800, as per the approved project". Mr. Cuong also said that the locality is continuing to propose the Provincial People's Committee to extend the craft village road project, connecting Bac Vuc craft village with Yen Hoi craft village in the same area of Do Thanh commune to serve the socio-economic development of the locality. Sharing the same opinion, Ms. Ho Thi Thoi, Chairman of the Women's Union of Do Thanh commune, a member of the community monitoring board, said: "The craft village road project was approved by the superiors to be road 205 from the commune center to the craft village, because Bac Vuc is located on both sides of road 205. The project is being implemented according to the approved design".
Mr. Ho Van Ngan - Secretary of the Party Committee of Do Thanh commune also affirmed: "The craft village road is also Road 205. Road 205 goes through Bac Vuc village, serving Bac Vuc hamlet in general". Regarding the content of donating land for road construction as Mr. Dinh reflected, Mr. Ngan said that 14 hamlets in Do Thanh commune voluntarily liberated and donated land for road construction according to the new rural construction program, not just Bac Vuc hamlet.
So it is clear that Mr. Dinh's statement that Do Thanh commune has changed the craft village road project to make road 205 is a misunderstanding, because the craft village road is also road 205. Through this incident, I think Mr. Dinh needs to clearly understand the approved project at the investor, not just hearsay and then make baseless comments. Do Thanh commune also needs to learn from experience. Before implementing the project, it is necessary to disseminate it to the hamlets and the broadcasting system so that people know in the spirit of grassroots democracy regulations. When citizens have questions, the government needs to explain clearly, not beat around the bush, causing people to misunderstand, leading to complaints and causing bad public opinion among the people.
