Khe Bo Hydropower Project commits to pay compensation to people before December 31, 2017
(Baonghean.vn) - The Khe Bo hydropower project in Tuong Duong had to relocate 20 villages in 4 communes and 1 town in the Khe Bo hydropower reservoir area, with 585 households and 2,539 people.

According to the report of Tuong Duong district, the number of households that have relocated out of the reservoir area to ensure the project is 566 households/585 households, reaching 98.6% of the plan; The number of households that have not relocated out of the reservoir is 19 households, 89 people. Of which, the number of households that migrated according to their wishes is 29 households, 117 people; the number of households that were resettled in a concentrated area: 330 households, 1446 people; the number of households that relocated and found their own land to live on is 226 households, 976 people.
Currently, the total approved budget for compensation, support and resettlement is 247 billion VND. The disbursed value is 238.62 billion VND, the remaining disbursed value is about 8.38 billion VND (currently, the compensation for land differences in resettlement areas and policies for poor households is about 20% due to completing procedures before payment according to regulations).
Up to now, the work of compensation and resettlement support only exists in part, including land compensation payment in Hoa Binh town.
Specifically: By September 2017, Vietnam Electricity Development Joint Stock Company and Khe Bo Hydropower Plant Project Management Board coordinated with the People's Committee of Tuong Duong district and the Compensation and Site Clearance Council of Tuong Duong district to agree and issue a decision approving compensation plans and paying 5 installments to people for land compensation costs in Hoa Binh town with a total value of: 5,140,300,450 VND.
Regarding payment of the difference in land value between the place of departure and the place of destination (resettlement area), up to now, the Compensation and Site Clearance Council of Tuong Duong district has not yet made a decision to calculate the difference in land value between the resettlement area and the place of departure.
However, Mr. Phan The Chuyen, Director of Khe Bo Hydropower Plant, said: Households that are required to calculate the difference in land price between the departure and destination places have been temporarily transferred 50% of the land compensation value at the departure place by Vietnam Electricity Development Joint Stock Company to pay the advance to the people.
When the District People's Committee has a decision to approve the difference in land value at the departure and destination locations, Vietnam Electricity Development Joint Stock Company will transfer the remaining funds to settle the payment for the people. It is expected that there will only be a debt of about 1 billion VND.
Mr. Nguyen Van Hai, Chairman of Tuong Duong District People's Committee added: Vietnam Electricity Development Joint Stock Company and Khe Bo Hydropower Plant Project Management Board are coordinating with Tuong Duong District People's Committee and the BT-GPMB Council of this district to complete the work of approving the land compensation plan, land difference and complete payment to the people before December 31, 2017.
Previously, the People's Committee of Nghe An province requested Vietnam Electricity Development Joint Stock Company to urgently implement the payment of support policies to overcome poverty according to the approved compensation and resettlement support plan.
According to design, the average annual electricity output of Khe Bo Hydropower Plant reaches more than 440 million kWh.
