Chinese project wins bid: Deputy Prime Minister asks Hanoi to report urgently

Deputy Prime Minister Nguyen Xuan Phuc requested the Hanoi People's Committee to preside over and coordinate with the Ministry of Construction to review the entire implementation process of the Project.

On that basis, there is an assessment to clarify recent information that public opinion has mentioned related to the project, urgently report to the Prime Minister (clearly propose solutions (if any) to ensure the project is implemented effectively, on schedule and in accordance with regulations.

The Deputy Prime Minister requested the Hanoi People's Committee to report before March 31.

Recently, a number of media agencies have reported on the implementation of the Son Tay - Hoa Lac - Xuan Mai - Mieu Mon - Hanoi - Ha Dong urban chain water supply system project phase 2, invested by Vinaconex Corporation.

Previously, Vinaconex-Viwasupco Clean Water Joint Stock Company, the investor of the Song Da Water Project Phase II, issued a statement explaining the selection of a Chinese contractor to supply ductile iron pipes for the project.

Specifically, the selected company is Xinxing Ductile Iron Pipe Manufacturing Co., Ltd. (address: Luoyang Bei, Wu'an City, Hebei Province, China) with a winning bid price approximately 11.8% lower than the approved package price.

Explaining the selection of Chinese contractors, Mr. Nguyen Van Ton, General Director of Vinaconex Clean Water Joint Stock Company, said that when the company organized an international open bidding, nearly 20 units bought the documents, and when submitting the bidding documents, there were 4 units.

Of these, China's XinXing company was the only contractor to pass the technical inspection.

“XinXing company has more than 20 years of experience in producing ductile iron pipes, they can make 2.2m diameter pipes, our pipes are only 1.8m.

We were very careful in opening the bidding and sent a team to check XinXing's actual capacity. I think this product works extremely well, there is no problem. With the Song Da 2 pipeline package, this Chinese contractor has more than enough capacity," said Mr. Ton.

In response to the opinion that XinXing won the bid because it offered a price 11.8% lower than the approved package price, Mr. Ton said: “If it was cheaper, it would win the bid, that is not true. Price is only a part, the most important thing is quality because we have experience from phase 1.

Only XinXing passed the technical round. Even if they offered a price that exceeded the ceiling, it would not be accepted in the financial round.

The company also surveyed customers who have used XinXing's services in Vietnam such as Binh Duong Water Company, Ho Chi Minh City, Hanoi and directly surveyed the factory, verified the certificates and production capacity of the contractor.

“The contractor will have to bring the product to the construction site, we will hire another contractor to cut the test samples and send them for independent analysis. If the results are of guaranteed quality, we will pay,” said Mr. Ton.
