Complex and unusual natural disasters
A report from the Ministry of Agriculture and Rural Development shows that in 2019 and the first half of 2020, natural disasters were complicated, with many extreme and abnormal factors across all regions of the country.
According to the Hydrometeorological Department, this year's storm season has about 11-13 storms and tropical depressions active in the East Sea, concentrated in the last months of 2020.
And in the 2-year cycle after the severe and widespread drought (2019 and 2020), storms and rains will develop in a complex and unpredictable manner. In particular, after a record drought, there is often a high risk of exceptionally heavy rains causing flooding, flash floods, landslides, and insecurity for the dyke system and dams.

Inadequate flood safety
Vietnam has a total of 9,078 km of dykes, of which more than 2,726 km are from level III to special level dykes; 975.8 km of embankments and 1,524 culverts across the dykes; 31,191 km of embankments in the Mekong Delta region.
Considered a “shield” protecting the delta and coastal areas, the dike system is currently degraded, with many weak and damaged points; violations of dike laws are increasingly serious. From 2011 to the end of May 2020, 10,678 cases occurred; after handling and clearing, over 7,402 cases remain. If there are extreme rains, the possibility of large floods exceeding the design frequency on the river system is very high, threatening the safety of the dikes.
Nghe An has 493 km of dikes, passing through 11 districts, cities and towns, of which more than 44 km are level III dikes. In general, the province's dike system currently has many shortcomings in ensuring flood safety, such as degradation, damage, and leakage during floods; violations of dike laws are quite common and prolonged, and have not been completely resolved...

In addition, it is necessary to complete the plan for protecting key points and dike protection and organize its implementation in practice; prepare forces, materials and means according to the approved plan for protecting key points and dike protection; organize patrols and guards during the flood season, inspect, report and handle incidents of dikes and dike protection; and at the same time, organize and effectively implement the emulation movement to build model dikes launched by the Ministry of Agriculture and Rural Development.
