Expected questioning of officials' appointments, projects costing thousands of billions

There is no specific list of proposed Ministers for the National Assembly to choose for questioning this session. The Secretary General of the National Assembly only sent to the delegates 5 groups of issues to choose from for questioning such as solutions to handle loss-making projects, rotation and appointment of officials, etc. Any Minister can be on the "hot seat".

Secretary General of the National Assembly Nguyen Hanh Phuc has sent a ballot to ask for delegates' opinions on the planned group of questions to prepare for the first question-and-answer session of the 14th National Assembly term (to take place next week).

The question paper does not propose a list of ministers and industry leaders who must speak, but instead proposes five groups of issues for delegates to choose from.

Contents ofProblem group 1is a comprehensive assessment, plan to handle loss-making and ineffective projects and factories, projects that have had investment decisions but are not implemented, left fallow, wasteful, and the responsibility of relevant organizations and individuals.

Still included in this group of issues are solutions to strengthen the retail system to adapt to international integration, control multi-level marketing, manage the market, prevent smuggling, counterfeit goods, poor quality goods, and goods of unknown origin.

Breakthrough policies for developing the automobile industry according to the State's investment orientation and international integration commitments. Plans for organizing inspection, quality assessment, planning of hydroelectric and irrigation works and ensuring flood discharge safety in the coming time are also contents in the first group.

Second set of problemsis the implementation of the Law on Public Investment, specific solutions to mobilize social resources for development investment, strengthen management and control of public investment, waste in public investment, responsibilities of ministries and branches in implementing key national projects, appraisal and licensing of investment for foreign-invested projects. The allocation and announcement of annual state budget investment plans promote improvement of the business environment, support for enterprise development, coordination and linkage between provinces and cities in key economic zones.

Problem group 3is about the implementation of the education and training reform program, comprehensive education innovation, innovation of general education programs and textbooks according to Resolution 88 of 2014 of the 13th National Assembly. Implement streaming for high school students to orient their careers.

Management of training quality, especially training quality of universities managed by localities; solutions for managing the quality of higher education, linking training with planning, forecasting and use of human resources.

Also in this group of issues, the National Assembly plans to question the implementation of innovation in examination methods and graduation recognition in a streamlined, effective manner, reducing pressure and costs for society; solutions to stabilize the organization of high school and university graduation exams in the 2016-2020 period.

Problem group 4The implementation of policies and laws on waste treatment of industrial and service establishments, craft villages and residential areas. Handling of responsibilities for agencies, organizations and individuals involved in the appraisal and implementation of projects that cause environmental incidents. Management and treatment of environmental pollution and solutions to adapt to climate change. Management and exploitation of natural resources and minerals.

Problem group 5is about streamlining the payroll, implementing the job position project; solutions for salary reform, improving responsibility, public service discipline, the quality of cadres, civil servants, and public employees, improving the people's satisfaction index in evaluating the civil service and public employee regime, and innovating the work of planning, rotating, and appointing cadres.

The petition was sent to National Assembly delegates with a request for their responses no later than 11:00 a.m. today, November 10, 2016.
