Compensation for land clearance of North-South expressway through Dien Chau expected to cost over 1,100 billion VND
(Baonghean.vn) - The North-South Expressway through Nghe An is 87.84 km long, of which nearly 27 km passes through Dien Chau district, spanning 12 communes, and will require 119 households to be relocated. With a dense population, diverse terrain, and many resettlement areas, site clearance for this expressway is being vigorously carried out.

North-South Expressway ProjectThe section through Dien Chau district has a total length of 26.67 km, passing through 12 communes (the Nghi Son - Dien Chau section has a length of 15.34 km/9 communes; the Dien Chau - Bai Vot section has a length of 11.33 km/4 communes; in particular, Dien Cat commune is within the scope of 2 sections).
Of the total length of 26.67 km of highway, agricultural land is about 24.09 km (90%), residential land is about 2.61 km (10%); the number of households expected to be resettled is 119 households.

Currently, the capital allocated to the project is 560 billion VND, of which: Nghi Son - Dien Chau section is 320 billion VND, disbursed a total of 147.57 billion VND. Of which: The capital plan for 2019 is 120 billion VND, disbursed 120 billion VND, reaching 100%; The capital plan for 2020 is 200 billion VND, disbursed 38 billion VND.
Dien Chau - Bai Vot section was allocated 240 billion VND, of which a total of 87.86 billion VND has been disbursed.
12 communes related to and affected by compensation for site clearance include: Dien Phu, Dien Loi, Dien Cat, Dien Dong, Dien Doai, Dien Tho, Dien Xuan, Dien Thap, Dien Yen, Dien Hanh, Dien Lien and Dien Quang.
The Land Clearance Compensation Council (LPC) of Dien Chau district said: For agricultural land: The cleared length is 22.93 km/24.09 km of the route length, reaching 95.18% of the route length through agricultural land and reaching 85.98% of the total route length (26.67 km).
Currently, the work of inventorying and counting of architectural assets, trees, and crops on garden land has been completed. The district is carrying out procedures to submit and approve compensation prices to establish and approve compensation plans. For the section passing through residential land and garden land that does not meet resettlement conditions: Prices have been applied, draft plans have been prepared, but plans have not been approved because the specific land prices to calculate compensation have not yet been determined.
For residential land plots that must be resettled, the inventory and counting work has been completed but the plan has not been approved because the specific land price has not been determined..

As a district with a large volume of land clearance, land through many management periods, many types of land, the current status of some places has changed with the records... so although the land clearance work in Dien Chau is urgent, the district's viewpoint is to be extremely careful, in accordance with the process, procedures and regulations of the law.
Regarding agricultural land, there are still some problems: Households build works and farms on public agricultural land of the commune but do not have complete legal documents, and do not match the purpose of land use (according to the contract) to determine compensation and support.
Some constructions on land 64, not for the right purpose, households and individuals requested compensation and support. However, according to the directive documents of the province, departments and branches, no compensation or support was given, so the plan could not be approved, leading to households not agreeing.
Regarding this issue, Mr. Le Manh Hien - Vice Chairman of the District People's Committee said: The District assigned the BTGPMB Council and the Working Groups to propagate, mobilize and advise the District People's Committee to issue notices to households. After all procedures have been carried out but the households do not agree, it is necessary to protect the construction.
Another difficulty is that for protective forest land in Dien Phu commune, the State has allocated land and granted Land Use Rights Certificates to households, individuals, and village communities (household groups) for stable use, but when the land is recovered, there is no compensation or support for the land.
Currently, the District People's Committee has reclaimed all protective forest land, however, it has not approved the compensation and support plan because it has not been compensated for the land. Regarding other support for protective forest land, the District People's Committee has sent a document asking for opinions from the Provincial People's Committee and departments and branches to propose other support equal to the one-time compensation price of production forest land; however, it has not yet been approved by the departments and branches.

Some households in Dien Doai commune requested support for career conversion and job creation equal to 5 times the compensation level, so they have not signed the documents. However, according to the current regulations of the Provincial People's Committee, the support is only 2 times, the District People's Committee, the Compensation and Site Clearance Council, and the Support Teams have directly conducted many meetings to propagate, explain, and mobilize people to sign the documents. The district directed and assigned the departments, branches, sectors, and mass organizations at the district and commune levels to continue to propagate and mobilize. The land recovery and approval of the plan are carried out in accordance with the current policies of the Provincial People's Committee and the project's policy framework.
It is known that in all meetings, the Standing Committee of the District Party Committee and the leaders of the People's Committee of Dien Chau district have integrated the direction content, considering the clearance of the North-South expressway as the top priority task, requiring the entire political system to participate in order to work with the province to achieve progress results as directed by the Government and the Ministry of Transport./.
