According to the representative of the Ministry of Education and Training, the draft of the 2019 Admission Regulations is expected to change a number of things. In particular, schools must provide the rate of students having jobs, and the health sector has an entrance threshold.
According to Ms. Nguyen Thi Kim Phung - Director of the Department of Higher Education, Ministry of Education and Training - the 2019 enrollment regulations are expected to be revised and supplemented with a number of points.
First, schools that use national high school exam results must follow the steps of the admission process.

Second, schools must provide full information on quality assurance conditions and the rate of full-time students having jobs within 12 months of graduation.
Third, military candidates, if stationed for 18 months or more in a place with a change in regional priority policy, will enjoy priority according to the area with the longer period of stationing.
Fourth, for the group of majors in the health sector that issue practice certificates, based on the results of the national high school exam, the Ministry of Education and Training determines the threshold to ensure input quality for schools to develop admission plans. For schools that consider high school graduates, candidates must have excellent 12th grade academic performance.
Fifth, schools must receive and keep the original copies of the candidates' National High School Exam Results Certificates.
Sixth, candidates who have confirmed their enrollment cannot participate in the admission process for other schools/next rounds.
Ms. Nguyen Thi Kim Phung said that this regulation was set in the context that many schools with a tradition of training in medicine and pharmacy still maintain high standard scores. However, many schools training in this field have low scores, so it is necessary to tighten training quality.
These proposed changes are based on the legal basis of the Law amending and supplementing a number of articles of the Law on Higher Education, effective from July 1; and on practical basis of some inappropriate contents of the 2018 Regulations on university, college and intermediate school enrollment for teacher training groups./.
