Expected exemption from first-time vehicle inspection from July 1
According to the leader of the Department of Registration, the draft to supplement and amend Circular 16/2021/TT-BGTVT on technical safety and environmental protection inspection is in the process of being completed and it is expected that the regulation on exemption from first-time registration for new vehicles will take effect from July 1, 2023.

Mr. Nguyen To An - Deputy Director of the Department of Vehicle Registration said that the Department has submitted a draft to supplement and amend Circular 16/2021/TT-BGTVT on technical safety and environmental protection inspection and is speeding up the completion so that the regulation on exemption from first-time vehicle registration for new vehicles can take effect soon. It is expected that this regulation can be applied from July 1, 2023.
Accordingly, the regulation is expected to apply to newly assembled and imported vehicles that have not been used (after the first license plate registration) for a period equivalent to the first inspection cycle (for example, cars with less than 9 seats are exempt from the first inspection for 30 months), without collecting inspection service fees and aiming at a solution where people do not need to bring their vehicles to the inspection center for inspection.
Previously, the Vietnam Register had developed steps related to the initial inspection of new vehicles in which the vehicle owner brought the vehicle to the inspection unit and the inspection unit based on the chassis number, engine number, vehicle registration certificate, certificate of technical safety and environmental protection of imported motor vehicles or a copy of the vehicle's factory quality inspection certificate to look up the vehicle's technical specifications from the direct database. The inspection unit downloaded the data and recorded it in the inspection database. The downloaded data is the original technical specifications of the vehicle and cannot be modified.
The inspection unit enters administrative information, takes actual photos of the vehicle, only checks the vehicle identification and creates a Vehicle Profile for the vehicle, prints the inspection certificate (with QR code), inspection stamp, and road use fee stamp. The technical safety and environmental protection of the vehicle is not checked on the equipment at the inspection unit, the inspection service fee is not collected, and the vehicle owner pays the certificate issuance fee and road use fee as prescribed according to the prescribed vehicle head.
The inspection unit affixes inspection stamps and road use fee stamps to the vehicle and issues an inspection certificate to the vehicle owner or issues an appointment to issue an inspection certificate for new vehicles that are only issued an appointment to issue vehicle registration.
However, Mr. Nguyen To An said he is continuing to develop a new draft to create the most favorable conditions for people and businesses and to aim for a solution where people do not need to bring their vehicles to inspection units.
The above method also helps people, drivers, and vehicle owners reduce time and costs. According to calculations, the amount of money that each vehicle owner will receive when conducting the first inspection is from 250,000 - 570,000 VND/vehicle, depending on the type of vehicle. And the vehicle owner only needs to pay 40,000 VND for the certificate of traffic safety and environmental protection for motor vehicles and specialized motorbikes. For cars with less than 10 seats (excluding ambulances), the fee is 90,000 VND/certificate.
