Previously, on May 24, the Department of Vehicle Registration submitted a draft Circular amending and supplementing a number of articles of Circular No. 16/2021/TT-BGTVT dated August 12, 2021 of the Ministry of Transport regulating technical safety and environmental protection inspection of road motor vehicles.
Specifically, the Department of Registration proposed to immediately apply the inspection cycle as prescribed in Circular No. 02/2023/TT-BGTVT for passenger cars with up to 9 seats that are not used for transportation business and have been granted a certificate and inspection stamp without the vehicle owner having to bring the vehicle to the Registration Center for re-inspection.
The Department of Vehicle Registration analyzed that if the above regulation is implemented from June 1, 2023, 1,392,761 certificates and inspection stamps of non-commercial passenger cars with up to 9 seats will be automatically extended for a new period of 6 months without having to bring the vehicle to the Motor Vehicle Registration Centers for inspection and re-issuance of inspection certificates and inspection stamps.
Not having to conduct inspections for 1,392,761 vehicles will help Motor Vehicle Inspection Centers have time, focus human resources and facilities on mainly inspecting vehicles for transport business and vehicles whose inspections have expired but have not been inspected.
The regulation only applies to inspection certificates and inspection stamps with an effective date before July 1, 2024 (applicable to 1,392,761 vehicles).
From July 1, 2024 onwards, there will be 558,697 new vehicles whose certificates and inspection stamps have expired and will have to undergo inspection without being subject to this regulation.
